Minutes of Regular Meeting January 7, 2014
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:00 p.m. by Chairman Viehman in the Chief s Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Rubin, Kahn, and Dibbern. Also in attendance were Police
Chief Casstevens, Fire Chief Vavra, Deputy Fire Chief Baker, HR Director Malinowski and
Trustee Liaison Trilling.
APPROVAL OF MINUTES:
A. Commissioner Kahn made a motion to approve the minutes of the BFPC Regular
Meeting of December 3, 2013, seconded by Commissioner Rubin. Commissioners
Karge, Rubin, Kahn, Dibbern and Viehman voted in favor of the motion. The motion
passed.
CHAIRMAN'S REPORT:
A. Chairman Viehman reported that a note was sent to Mr. Malinowski indicating that the
BFPC volunteered a total of 301.5 hours in 2013.
B. Chairman Viehman issued a projection of testing cycles for the next ten years which
averages 2 test cycles each year.
C. Chairman Viehman reviewed the BFPC activities for the first 6 months of 2014.
COMMISSIONER'S REPORTS:
A. The Commissioners present had no new news to report.
CHIEF AND TRUSTEE REPORTS
FIRE DEPARTMENT
A. Chief Vavra reported that 3 FF/PM's are still out due to various surgeries.
Two FF/PM will be out 6 months and the other for 2 months.
B. Chief Vavra reported no major incidents have occurred related to the recent
winter weather.
C. Chief Vavra reported that the department had 4,156 calls in 2013, down 42
calls versus 2012. EMS calls were up 3% in 2013. 60% of the calls are EMS
related and 40% are Fire related. The dollars lost in 2013 totaled
approximately $78,000 well below the average loss of$300,000. There were
no major fires in 2013.
D. Chief Vavra reported that the union negotiations were still proceeding.

E. Chief Vavra noted that a call was received on Sunday night indicating a 57
year old man had fallen and was not breathing and pulseless. The dispatcher
instructed the caller on CPR. Once the paramedics arrived, the man had the
AED applied and continued CPR. Drugs were administered and the man was
lost and brought back a couple of times. He was taken to the hospital where
he received 2-3 stints and was in the ICU. Chief Vavra noted that company
citations will be issued to all involved including the dispatcher.
POLICE DEPARTMENT
A. Chief Casstevens reported that Officer Krozel is the proud mother of a new
baby girl.
QUESTIONS FROM THE AUDIENCE:
There were no questions from the audience.
OLD BUSINESS:
A. Chairman Viehman reported that the FF/PM job announcement has been posted on the
Village website. The contract with the BGHS has been signed for April 26, 2014. The
ad will be in this coming Sundays Daily Herald and Chicago Tribune. Preliminary
applicant question responses will be sent shortly via email.
B. The Police Sergeant package was reviewed. This included notice,job description, testing
dates, and reading list. More emphasis will be put on criminal law,juvenile law, traffic
law, and general orders and policies for this written test cycle.
C. The Rules and Regulations were reviewed again noting a change from different versions.
Also included was a section on the Police Lieutenant's Promotional process.
Commissioner Kahn asked about the oral questions used in the process. It was noted that
we will continue to develop questions prior to oral interviews and all applicants will
receive the same questions. Chairman Viehman is waiting for comments from Attorney
Reysa.
D. Chairman Viehman reviewed the Police Lieutenant Promotional process noting it was
modeled after the Sergeant process. To be eligible for the promotional examination, an
applicant must have satisfactorily completed 3 full years of service as a BG Police
Sergeant. The oral interview is worth 30%, CPR— 30%,written exam— 30%, seniority—
5%, and Ascertained merit— 5 %(for masters). Chief Casstevens will be engaged in the
oral exam.
NEW BUSINESS:
A. A motion was made by Commissioner Dibbern, seconded by Commissioner Kahn, to
approve the FF/PM 2014 application materials as presented. Commissioners Karge,
Kahn, Rubin, Dibbern, and Viehman voted in favor of the motion. The motion passed.
B. A motion was made by Commissioner Kahn, seconded by Commissioner Dibbern, to
approve the Police Sergeant 2014 application materials as presented. Commissioners
Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The motion
passed.
C. The February 1 and February 5 FF/PM orientations were discussed. Chairman Viehman
asked for CERT assistance at registration. We will need 12 volunteers for each date.
Please be at Village Hall at 7:30 am on Saturday and 5:30 on Wednesday.

ADJOURNMENT OF OPEN SESSION:
A motion was made by Commissioner Karge, seconded by Commissioner Rubin, for the Board
to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open
Meetings Act [5ILCS 120/2(a)] for the purpose of Employment/Appointment matters.
Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. Open
session was adjourned at 7:48 p.m.
EXECUTIVE SESSION:
The executive session was called to order at 7:51 p.m. Present were Chairman Viehman,
Commissioners Karge, Kahn, Rubin, Dibbern and HR Director Malinowski. Discussions on the
conditional hiring of FF/PM candidate 410 occurred. At 8:01 p.m. a motion was made by
Commissioner Kahn, seconded by Commissioner Karge to adjourn the executive session.
Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The
motion passed.
RETURN TO OPEN SESSION:
The open session resumed at 8:02 p.m. for the purpose of discussing a conditional hiring of a
FF/PM candidate.
Firefighter/Paramedic Candidate 4 10: Eric V. Liebert. A motion was made by Commissioner
Rubin, seconded by Commissioner Dibbern, to make a conditional offer of employment to
FF/PM Candidate Liebert. Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in
favor of the motion. The motion passed. Chairman Viehman will contact the candidate and
make the conditional offer of employment.
ADJOURNMENT:
A motion was made by Commissioner Kahn, seconded by Commissioner Rubin, to adjourn the
meeting at 8:03 p.m. Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor
of the motion. The motion passed.
