Minutes of Regular Meeting February 4, 2014
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:00 p.m. by Chairman Viehman in the Chief s Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Rubin, Kahn, and Dibbern. Also in attendance were Police
Chief Casstevens, Fire Chief Vavra, HR Director Malinowski, and Trustee Liaison Trilling.
APPROVAL OF MINUTES:
A. Commissioner Rubin made a motion to approve the minutes of the BFPC Regular
Meeting of January 7, 2014, seconded by Commissioner Kahn. Commissioners Karge,
Rubin, Kahn, Dibbern and Viehman voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Viehman reminded everyone of the Village Volunteer recognition event will
be held on February 23, 2014, at 1:30pm.
B. Chairman Viehman asked Commissioner Rubin and Commissioner Kahn to complete the
required Open Meeting Act certification through the Office of the Illinois Attorney
General.
COMMISSIONER'S REPORTS:
A. Commissioner Kahn complemented Chairman Viehman and Chief Vavra on a job well
done at the FF/PM orientation. Commissioner Rubin concurred.
CHIEF AND TRUSTEE REPORTS
POLICE DEPARTMENT
A. Chief Casstevens reported one officer was off on light duty for 3-4 weeks and
one officer is scheduled for surgery.
B. Chief Casstevens noted that BGPD will have two officers participating in two
different task forces. Officer Jigalov is a member of the Homeland Security
task force since the first of the year and has been doing a great job. The
federal government pays $15,000 of his salary and a portion of his recoveries
come back to the department. An auto recovery task force GMAT opening
will be filled in the next week and this task force pays about$65,000 of the
officer's salary as well as asset sharing. Both are great programs that will
give officers greater exposure and education and knowledge that they can
bring back to the department. Eight officers have applied for this position and
it is now between two. There will be no decrease in staffing because the

canine unit is joining patrol and the Lake County MEG officer will be
returning in May. BGPD will no longer participate in MEG because the other
task forces offer a greater return to the department.
C. Sergeant Spolar is attending the 10 week Command Staff training at
Northwestern.
FIRE DEPARTMENT
A. Chief Vavra noted that the funeral service for Whitey Krause was very nice.
He was one of the founding members of the department.
B. Chief Vavra reported three FF/PM's are off on workers comp.
C. Chief Vavra noted that he will be ready on Wednesday with a plan "B" if the
video is not working for the second FF orientation.
TRUSTEE REPORT
A. Trustee Trilling recognized Chief Casstevens and the department for the
increase in the number of citations the officers are issuing. Chief Casstevens
noted that the officers are very engaged in their jobs.
QUESTIONS FROM THE AUDIENCE:
There were no questions from the audience.
OLD BUSINESS:
A. Chairman Viehman reported that he has received feedback on the Rules and Regs from
Attorney Reysa. He will verify appropriate language with union dealings and make
revisions. He believes the R&R's are still on target for completion.
B. Chairman Viehman reported that 65 applicants attended the FF/PM orientation on
Saturday under bad weather conditions. The group was attentive and asked good
questions. The next orientation is Feb 5. Please arrive by 5:30pm.
C. Chairman Viehman noted that the 2014 Police Sergeant testing package has been made
available for distribution.
D. Chairman Viehman reported that the 2014 Lieutenant testing package is ready to move
forward with one correction.
NEW BUSINESS:
A. Planning for Police Lieutenant testing
a. Applications were due on Monday February 3. Five applications were received.
Sergeants Nugent, Bethge, Eisenmenger, Gretz, and Gallagher have applied.
b. Orientation will be on Feb 7.
c. Oral interviews will be on May 3. It will be a 6 person process that includes Chief
Casstevens. Questions will be reviewed at the March/April meetings.
d. The CPR's are due May 31. The command staff will review together and verbally
discuss how each candidate ranks on 10 elements. This same approach will be
used for the sergeant CPRs later in the year.
e. The written test will be conducted by RMA on June 7th. An up-front review of
the test will be done in about a month.
f. The new Lieutenants will be attending the Northwestern Executive Management
program for additional training.

B. A motion was made by Commissioner Kahn, seconded by Commissioner Dibbern, to
approve the Police Lieutenant 2014 application materials as presented. Commissioners
Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The motion
passed.
C. The medical information for possible final employment action is not available so no
action will be taken on FF/PM candidate 410. A special meeting may be called at a later
date.
ADJOURNMENT:
A motion was made by Commissioner Dibbern, seconded by Commissioner Kahn, to adjourn the
meeting at 7:39p.m. Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor
of the motion. The motion passed.
