Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Rubin, and Dibbern. Not in attendance was Commissioner Kahn. Also in attendance were Police Chief Casstevens, Battalion Fire Chief Wagner, and HR Director Malinowski. APPROVAL OF MINUTES: A. Commissioner Rubin made a motion to approve the minutes of the BFPC Regular Meeting of March 4, 2014, seconded by Commissioner Dibbern. Commissioners Rubin, Dibbern and Viehman voted in favor of the motion. Commissioner Karge abstained. The motion passed. CHAIRMAN'S REPORT: A. Chairman Viehman congratulated Officer Broussard on being named 2013 Police Officer of the year. He also congratulated Officer Kondrat for receiving the 2013 Special Commendation Award. B. Chairman congratulated Erik Liebert on his appointment to FF/PM on March 10, 2014. C. Chairman Viehman sends well wishes to Chief Vavra and hopes for a speedy recovery. D. Chairman reminded the Commissioners to complete the Cook County Economic Statement. COMMISSIONER'S REPORTS: A. The Commissioners present had no new news to report. CHIEF AND TRUSTEE REPORTS FIRE DEPARTMENT A. Battalion Fire Chief Wagner reported Chief Vavra sends his regards. He noted that FF/PM Liebert has completed his entry level orientation and has been assigned to red shift. B. Battalion Fire Chief Wagner noted that the number of calls year-to-date exceeds the number of calls last year by 224. C. Battalion Chief Wagner reported that one FF/PM is recovering well and doing an extensive rehab. Page 1 of 3 POLICE DEPARTMENT A. Chief Casstevens reported three officers are on light duty. B. Chief Casstevens reported that Sgt. Eisenmenger will be honored by the Illinois Rising Shields of Law Enforcement. There are 7 different categories in the Rising Shield and Sgt. Eisenmenger is the sole winner in his category. C. Deputy Husak has left the department and his position will be filled from inside the department. D. Chief Casstevens reported Officer Fallon-Adams has ended her probationary period. E. Chief Casstevens displayed the new Police Department Path and Challenge coin. F. A benefit will be held for Special Olympics at the Continental Restaurant on April 41h. Olympian Megan Bozek will be the featured guest. HR DEPARTMENT A. HR Director Malinowski informed the Commissioners that they will be reappointed on April 21, 2014. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. OLD BUSINESS: A. Chief Casstevens distributed the Command Potential Rating form for review. It will be used both for the Lieutenant and Sergeant promotional processes. B. Chairman Viehman reminded the commissioners that the FF/PM written testing will be conducted at the high school on 4/26/14. Chairman Viehman asked the fire department to engage CERT personnel to help as sign in and to monitor the test. The doors will open at 7:30am. There were 269 applications received. The test will begin at 9:00am. Commissioner Dibbern will provide the sign in sheets. C. Chairman Viehman reported that the Rules and Regulations and a revised Municipal code will be will be on the consent agenda at the April 17. It has been 15 months of hard work. The new Rules and Regulations will be posted on the village web site for 10 days until it can be officially published. NEW BUSINESS: A. Chairman Viehman reported that the Police Lieutenant May 3, 2104 oral interview times have been posted. B. Chairman Viehman noted that the Fire Lieutenant list expires 6/20/15. In the June meeting the Board will need to approve the announcement for the new Fire Lieutenant testing process. Also the Police process will start next spring. C. A motion was made by Commissioner Rubin, seconded by Commissioner Dibbern, to approve the new Rules and Regulations effective April 1, 2014. Commissioners Karge, Rubin, Dibbern and Viehman voted in favor of the motion. The motion passes. Page 2 of 3 ADJOURNMENT OF OPEN SESSION: A motion was made by Commissioner Rubin, seconded by Commissioner Dibbern, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [5ILCS 120/2(a)] for the purpose of personnel matters. Commissioners Karge, Rubin, Dibbern and Viehman voted in favor of the motion. Open session was adjourned at 7:34 p.m. EXECUTIVE SESSION: The executive session was called to order at 7:35 p.m. Present were Chairman Viehman, Commissioners Karge, Rubin, Dibbern and HR Director Malinowski. Discussions on the Police Lieutenant oral interview questions occurred. At 8:05 p.m. a motion was made by Commissioner Rubin, seconded by Commissioner Karge to adjourn the executive session. Commissioners Karge, Rubin, Dibbern and Viehman voted in favor of the motion. The motion passed RETURN TO OPEN SESSION: The open session resumed at 8:06 p.m. ADJOURNMENT: A motion was made by Commissioner Rubin, seconded by Commissioner Karge, to adjourn the meeting at 8:06p.m. All Commissioners present voted in favor of the motion.
