Minutes of Regular Meeting June 3, 2014
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 7:00 p.m. by Chairman Viehman in the Chief s Conference
Room of the Village of Buffalo Grove Police Department. Commissioner Dibbern called the roll
and noted for the record that a quorum was present at the meeting. Present were Chairman
Viehman, Commissioners Karge, Kahn, Rubin, and Dibbern. Also in attendance were Police
Chief Casstevens, Fire Chief Vavra, HR Director Malinowski, and Village Trustee Liaison
Trilling.
APPROVAL OF MINUTES:
A. Commissioner Kahn made a motion to approve the minutes of the BFPC Regular
Meeting of May 6, 2014, seconded by Commissioner Rubin. Commissioners Karge,
Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Viehman thanked the Commissioners for arriving early in order to review
preference points as submitted by the firefighter/paramedic candidates.
COMMISSIONER'S REPORTS:
A. The Commissioners present had no new news to report.
CHIEF AND TRUSTEE REPORTS
FIRE DEPARTMENT
A. Chief Vavra reported that Wilma has resigned, effective June 13, to take a
position at the Lake County Sheriff's Department.
B. Chief Vavra reported that our most recent FF/PM Liebert has resigned,
effective June 14, in order to take a position at Gurnee Fire.
C. Chief Vavra noted that one FF/PM is off on medical.
D. Chief Vavra reported that the call volume continues to run high, up about 2
calls per day, with 70% from Sam-8pm, 60/40 ambulance runs, and response
times still less than 6 minutes.
E. Chief Vavra reported that the department is in the process of investigating
candidate 413.
POLICE DEPARTMENT
A. Chief Casstevens reported that Jerome Stopper will be retiring on July 11 and
will be going to the Gurnee Police Department for his second career. Officer

Wiggins is leaving in August to pursue a new career in Texas. There is a
possibility of another officer retiring also.
B. Chief Casstevens noted that there are two officers on light duty.
C. Chief Casstevens reviewed the status of candidates on the eligibility list. The
department is doing background on candidates 42, 46 and 49 and are in the
initial meeting process of candidates 413 and 414. Candidate 43 took a job in
another department and Candidate 44 withdrew. Candidates 45, 47, 48, 411
have passed. Candidate 410 passed away and Candidate 412 relocated out of
state.
QUESTIONS FROM THE AUDIENCE:
There were no questions from the audience.
OLD BUSINESS:
A. A motion was made by Commissioner Rubin, seconded by Commissioner Kahn, to elect
Commissioner Dibbern for a one year term as Board Secretary. Commissioners Karge,
Kahn Rubin and Viehman voted in favor of the motion. Commissioner Dibbern
abstained. The motion passed.
NEW BUSINESS:
A. Police Lieutenant testing program
a. Chief Casstevens received good feedback from the candidates for the CPR
process. Staff reviewed and discussed each element on each candidate as a group
to determine their rating.
b. A motion was made by Commissioner Karge, seconded by Commissioner Kahn,
to approve the Police Lieutenant Command Performance Rating scores as
presented. Commissioners Karge, Kahn, Rubin, Dibbern, and Viehman voted in
favor of the motion. The motion passed. CPR scores will be posted on June 4°
2014.
c. The written test will be held on June 7. Scores will be posted to the preliminary
register. The Preliminary Register will be posted next week and the candidates
will have 10 days to present documents for preference points.
d. Three Lieutenants and three Sergeants will be promoted at the July 7, 2014 Board
meeting.
B. Firefighter/Paramedic testing program
a. FF/PM Oral interviews were held on May 17 and 18.
i. 41 candidates were scheduled
ii. 40 candidates were interviewed (One no show)
iii. 36 candidates passed (90%)
iv. Mean score = 82.19
v. Median score = 83.80
b. A motion was made by Commissioner Dibbern, seconded by Commissioner
Kahn, to approve the oral interview scores as submitted. Commissioner Karge,
Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The motion
passed. Letters will be sent to all candidates.
c. A motion was made by Commissioner Dibbern, seconded by Commissioner
Kahn, to approve the Firefighter/Paramedic Preliminary Eligibility Register dated

May 20, 2014. Commissioner Karge, Kahn, Rubin, Dibbern and Viehman voted
in favor of the motion. The motion passed.
d. A motion was made by Commissioner Kahn, seconded by Commissioner Rubin,
to approve the 2014 Firefighter/Paramedic Final Eligibility Register (effective
June 13, 2014) as prepared. Commissioner Karge, Kahn, Rubin, Dibbern and
Viehman voted in favor of the motion. The motion passed.
C. Fire Lieutenant testing program
a. A motion was made by Commissioner Dibbern, seconded by Commissioner
Karge, to approve the announcement letter for the 2015 Fire Lieutenant
promotional testing process. Commissioner Karge, Kahn, Rubin, Dibbern and
Viehman voted in favor of the motion. The motion passed.
b. Chief Vavra has selected the reading material for the candidates. RMA will be
used to develop the written test. 85% of the questions will come from the reading
material and the balance from the contract and SOP's. A complete packet will be
available at the next meeting.
ADJOURNMENT:
A motion was made by Commissioner Rubin, seconded by Commissioner Kahn, to adjourn the
meeting at 7:55p.m. All Commissioners present voted in favor of the motion. The motion
passed.
