Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Viehman, Commissioners Karge, Kahn, Rubin, and Dibbern. Also in attendance were Police Chief Casstevens, Fire Chief Vavra, HR Director Malinowski, and Village Trustee Liaison Trilling. APPROVAL OF MINUTES: A. Commissioner Rubin made a motion to approve the minutes of the BFPC Regular Meeting of June 3, 2014, seconded by Commissioner Kahn. Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: A. Chairman Viehman noted that the swearing in of three Police Lieutenants and three Police Sergeants will be held at Village Hall on Monday June 7, at 7:30 p.m. B. Chairman Viehman and the Board send best wishes for a speedy recovery to Mrs. Karge. C. Chairman Viehman reminded all to keep any medical issues to the basics when discussing personnel. D. Chairman Viehman reported that approval has been given to hire three new police officers and three new firefighter/paramedics. E. Chairman Viehman received feedback from a firefighter candidate who was not pleased with his military points. Chairman Viehman explained that the statute was very clear on granting military points. F. Chairman Viehman reminded the Board of the Sergeant testing dates with orals being conducted on September 27-28, 2014. The tactical will be conducted on October 17-18, 2014 and the written test will be conducted on November 15, 2014 COMMISSIONER'S REPORTS: A. The Commissioners present had no reports. CHIEF AND TRUSTEE REPORTS POLICE DEPARTMENT A. Chief Casstevens reported that one officer has returned to full duty and one officer is on light duty. Page 1 of 3 FIRE DEPARTMENT A. Chief Vavra reported two FF/PM are off on medical. B. Chief Vavra noted that they are working on the backgrounds on the top three candidates from the new eligibility list. C. Chief Vavra reported that calls continue to average 14 per day (4 year average is 12 calls per day) and the average call time is 1 hour 20 minutes. Fire loss in the Village is very low. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. OLD BUSINESS: A. Eligibility Resister Update: a. Police candidates 42 and 46 are in progress b. FF/PM candidates 41, 42, and 43 are in progress c. Police Sergeant Candidates 44, 45, 46 will be promoted on June 7. d. Police Lieutenant Candidates 41, 42, and 43 will be promoted on June 7. NEW BUSINESS: A. Police Lieutenant a. A motion was made by Commissioner Dibbern, seconded by Commissioner Kahn, to approve the Police Lieutenant written scores as developed, the Police Lieutenant Preliminary Register as listed and the Police Lieutenant Final Eligibility Register, published June 24, 2014. Commissioners Karge, Kahn, Rubin Dibbern and Viehman voted in favor of the motion. The motion passed. b. An assessment center phase will be added to the next Police Lieutenant testing program. The Board may need to address rules and regulation changes regarding applicants for any promotional process who wishes to take a pass when their name comes up for promotion. B. Fire Lieutenant a. The promotional packet has been electronically received. Copies of SOP's and contract language will be made available to candidates as well as a study guide. b. A motion was made by Commissioner Kahn, seconded by Commissioner Rubin, to approve the 2015 Fire Lieutenant Promotional Material Packet. Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The motion passed. It is available for pick up on July 2, 2014. C. Police Entry Testing 2015 a. The announcement will be issued after 111115. b. The current Power test needs to be replaced in the future even though it is still used in the academies. Alternatives will need to be investigated. ADJOURNMENT OF OPEN SESSION: A motion was made by Commissioner Kahn, seconded by Commissioner Rubin, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [5ILCS 120/2(a)] for the purpose of personnel matters. Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. Open session was adjourned at 7:54 p.m. Page 2 of 3 EXECUTIVE SESSION: The executive session was called to order at 7:55 p.m. Present were Chairman Viehman, Commissioners Karge, Kahn, Rubin, Dibbern, HR Director Malinowski and Police Chief Casstevens. Discussions on Police Officer candidate 42 were held. A motion was made by Commissioner Kahn, seconded by Commissioner Rubin, to adjourn the executive session. Commissioners Karge, Kahn, Rubin, Dibbern and Viehman voted in favor of the motion. The motion passed RETURN TO OPEN SESSION: The open session resumed at 8:06 p.m. for the purpose of taking action on a conditional offer of employment. Present were Chairman Viehman, Commissioners Karge, Kahn, Rubin, Dibbern, HR Director Malinowski, and Police Chief Casstevens. Police Officer Candidate # 2: Joel A Rudnick. A motion was made by Commissioner Rubin, seconded by Commissioner Dibbern, to make a conditional offer of employment to Police Officer Candidate Rudnick. Commissioners Kahn, Dibbern and Viehman voted in favor of the motion. Commissioners Karge and Rubin voted against the motion. The motion passed. Chairman Viehman will contact the candidate and make the conditional offer of employment. ADJOURNMENT: A motion was made by Commissioner Kahn, seconded by Commissioner Dibbern, to adjourn the meeting at 8:08p.m. All Commissioners present voted in favor of the motion. The motion passed.
