Commissioner DUhhucn called the roll and noted for the record that u quorum was present at the meeting. Present were Chairman Viubman,Commissioners Kmrgu.Kahn,Rubin,and Dihhun. Also in attendance were Deputy Police Chief Szos,Police Commander Bethge,Fire Chief Vavra,HR Director Mulbmv/skd.and Village Trustee Liaison Trilling. APPROVAL OF MINUTES: A. Commissioner Rubin made a motion to approve the minutes of the BFPC Regular Meeting of July 1,2014, seconded by Commissioner Kahn. Con/ndaaionum Kurgu,Kxbn,Rubin,Dibhucn and liubnmn voted in favor oI the motion. The motion passed. CHAIRMAN'S REPORT: A. Chairman liubn/anreported that he has chosen to step down from the Commission at the end of October. He has had u wonderful run but bu is planning to relocate soon and needs to atm{looking for that new home. He also v/mVud to have the new chair in place huDnru year end. B. Chairman Viuhmmn asked both departments to please let the Commissioners know when there are walk- outs aoUzatv/unmyhuuhlutouKundumiauppor1Umau*1xomrluming. C. Chairman liubn/an noted that Senate Bill 2826 was signed into law hythe governor and ia effective uaoI July |7.20|4. This bill eliminates the"median"as the passing point for original entry fire fighter written uxundnudozm. The amended statute now permits a fire and police commission,civil service commission, and/or u board oI fire commissioners to set u minimum passing point for the written examination. D. Chairman liubn/an noted that the federal government ia reviewing required police officer disability training. B. Chairman Viuhmmn noted that the Board will need tolook at alternatives to the Power test.Rusuggested talking with NUP8T/\to have them update their program. Ru gave Deputy Chief 8zoa information onthe 8rnv/uniCounty Motor Skills testing program ua well ua the Hoffman Estates program. F. Chairman liubn/an clarified that the Firefighter III designation is now called AcvuncudFF. COMMISSIONER'S REPORTS: A. The Commissioners present had no reports. CHIEF AND TRUSTEE REPORTS FIRE DEPARTMENT A. Chief Vavra reported that the Fire Department Open House will be held on Saturday, September 20.20|4.from|0om'2pnnu|Station 26. B. Chief Vavra noted there were two bad auto accidents recently and both the FD and PD worked very well together at the scenes. C. Chief Vavra thanked Chairman Viehman for his guidance and assistance he has given the department during his tenure as Chair. POLICE DEPARTMENT A. Deputy Chief Szos noted that there will be a joint retirement party for all those who retire this year inOctober. Details to follow. B. Deputy Chief 8zoa reported on officer ia off on light duty. Page 1of3 C. Deputy Chief Szos noted that 13 officers have applied for the sergeant testing program. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. OLD BUSINESS: A. Police Sergeant Testing a. Thirteen officers have applied for the Police Sergeant testing program. Their years of service range from 6 years to 28 years. b. Sergeant Orientation will be held on August 13,2014 at 6:30 a.m. and 2:30 p.m. Attendance is mandatory at one of the sessions. c. The tactical assessment will be conducted on October 17 or October 18,2014. d. Sergeant Oral Interviews will be conducted on September 27,2014. Commissioner Dibbern will provide the schedule. Commissioner Kahn will review questions for the consideration and the questions will be approved at the September meeting. B. Fire Lieutenant Testing a. Reading materials are available for review. Chief Vavra noted that contract negotiations are underway and there may be a change to the length of service needed to qualify for testing. The proposal increases the time from 3 years to 5 years of sworn experience(including Military firefighting)and a minimum of 2 years with Buffalo Grove. The Rules and Regulations will need to be modified once this change has been approved. NEW BUSINESS: A. Police Officer Entry Testing 2015 a. Chairman Viehman reviewed the 2015 Police Officer Entry Testing calendar. ADJOURNMENT OF OPEN SESSION: A motion was made by Commissioner Kahn,seconded by Commissioner Dibbern,for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a)of the Illinois Open Meetings Act[51LCS 120/2(a)] for the purpose of personnel and administrative matters. Commissioners Karge,Kahn,Rubin,Dibbern and Viehman voted in favor of the motion. Open session was adjourned at 7:41 p.m. EXECUTIVE SESSION: The executive session was called to order at 7:41 p.m. Present were Chairman Viehman,Commissioners Karge, Kahn,Rubin,Dibbern,HR Director Malinowski. Discussions on Police Officer candidates 42,46,49,413 and 414 and on the retaining of closed session minutes were held. At 7:59 p.m.,a motion was made by Commissioner Karge,seconded by Commissioner Kahn,to adjourn the executive session. Commissioners Karge,Kahn,Rubin, Dibbern and Viehman voted in favor of the motion. The motion passed RETURN TO OPEN SESSION: The open session resumed at 8:00 p.m. for the purpose of taking action on offers of employment and closed session meeting tape retention.Present were Chairman Viehman,Commissioners Karge,Kahn,Rubin,Dibbern, and HR Director Malinowski. Police Officer Candidate 4 2: Joel A Rudnick. A motion was made by Commissioner Dibbern, seconded by Commissioner Kahn,to make a final offer of employment to Police Officer Candidate Rudnick. Commissioners Karge,Kahn,Rubin,Dibbern and Viehman voted in favor of the motion. The motion passed. Chairman Viehman will contact the candidate and make the final offer of employment. Police Officer Candidate 4 6: Shannon T McMillon. A motion was made by Commissioner Dibbern,seconded by Commissioner Karge,to make a conditional offer of employment to Police Officer Candidate McMillon. Commissioners Karge,Kahn,Rubin,Dibbern and Viehman voted in favor of the motion. The motion passed. Chairman Viehman will contact the candidate and make the conditional offer of employment. Police Officer Candidate 4 9: William A. Chapman. A motion was made by Commissioner Dibbern,seconded by Commissioner Rubin,to make a conditional offer of employment to Police Officer Candidate Chapman. Commissioners Karge,Kahn,Rubin,Dibbern and Viehman voted against the motion. The motion failed to pass. The candidate will not be made an offer. A motion was made by Commissioner Rubin,seconded by Commissioner Kahn,to make a conditional offer of employment to Police Officer Candidate Butler. Commissioners Karge,Kahn,Rubin,Dibbern and Viehman voted against the motion. The motion failed to pass. The candidate will not be made an offer. Police Officer Candidate 4 14: Kevin J.Lamb. A motion was made by Commissioner Kahn,seconded by Commissioner Dibbern,to make a conditional offer of employment to Police Officer Candidate Lamb. Commissioners Karge,Kahn,Rubin,Dibbern and Viehman voted in favor of the motion. The motion passed. Chairman Viehman will contact the candidate and make the conditional offer of employment. A motion was made by Commissioner Kahn,seconded by Commissioner Rubin,to adopt the Open Meeting Act Statute regarding the handling of closed session tapes by eliminating tapes older than 18 months. Commissioners Karge,Kahn,Rubin,Dibbern and Viehman voted in favor of the motion. The motion passed. ADJOURNMENT: A motion was made by Commissioner Kahn,seconded by Commissioner Karge,to adjourn the meeting at 8:06 p.m. All Commissioners present voted in favor of the motion. The motion passed.
