Commissioner Rubin, appointed as Secretary for the Meeting, called the roll and noted for the record that a quorum was present in person at the meeting. Present were Chairman Kahn, Commissioners Karge, Rubin, and Johnson. Commissioner Dibbern was not present in the room but participated by telephone Also in attendance were Police Chief Casstevens, Deputy Police Chief Szos, Acting Deputy Fire Chief Wagner, HR Director Malinowski, and Village Trustee Liaison Trilling. Additional guests present were from Grayslake Police Department Chief Perlini and Commander Myhira; from the Mundelein Police Department, Chief Guenther. APPROVAL OF MINUTES: Commissioner Rubin made a motion to approve the minutes of the BFPC Regular Meeting of February 3, 2015, seconded by Commissioner Johnson. Commissioner Karge noted a need to correct the minutes, changing a date from 3/3 to 3/7. Commissioners Karge, Rubin, Johnson and Kahn voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: Chairman Kahn requested to reorder the Agenda to allow Chief Guenther to make his presentation and answer questions regarding Lateral Hire; Chairman Kahn recognized Commissioner Johnson for having received the Rising Star Award as a Buffalo Grove Park District Commissioner; noted that for Police Entry testing only NIPSTA will be accepted. COMMISSIONER'S REPORTS: The Commissioners present had no reports. CHIEF AND TRUSTEE REPORTS POLICE DEPARTMENT: Fire Department reviewed PPR and Tactical dates for Fire Lieutenant. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. OLD BUSINESS: Discussion regarding Police Lateral Entry proposal. Mundelein Police Chief presented the history of and current use of their Lateral Entry Program. Reviewed calendar dates for 2015 Police Officer Testing process and 2015 Fire Lieutenant testing and process. Discussion on change to rules to require assessment center for Police Lieutenant candidates. Motion to approve the additional requirement was made by Commissioner Karge, seconded by Commissioner Johnson, all present voted yes, the motion passed. Continued Discussion on BGFPC rules on years as Police Sergeant required for eligibility for Lieutenant. Page 1 of 2 NEW BUSINESS: Reviewed Fire Lieutenant oral interview scores. Motion to accept the scores was made by Commissioner Karge , seconded by Commissioner Johnson, all present voted yes, the motion passed. ADJOURNMENT OF OPEN SESSION: At 7:02 p.m. a motion was made by Commissioner Rubin, seconded by Commissioner Karge, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [5 LCS 120/2(a)] for the purpose of personnel matters. Commissioners Karge, Rubin, Johnson, and Kahn voted in favor of the motion. The motion passed. Open session was adjourned at 7:03 p.m. EXECUTIVE SESSION: The executive session was called to order at 7:03 p.m. Present were Chairman Kahn, Commissioners Karge, Rubin, Johnson, and HR Director Malinowski. Discussions on personnel matters took place. At 7:09 p.m. a motion was made by Commissioner Rubin, seconded by Commissioner Johnson, to adjourn the executive session. Commissioners Karge, Rubin, Johnson, and Kahn voted in favor of the motion. The motion passed. RETURN TO OPEN SESSION: The open session resumed at 7:09 p.m. p.m. for the purpose of taking action on offer of employment. Present were Chairman Kahn, Commissioners Karge, Rubin, Johnson, and HR Director Malinowski. A motion was made by Commissioner Rubin, seconded by Commissioner Johnson, to make a final offer of employment to Police Candidate Amy Mielke. Commissioners Karge, Rubin, Johnson, and Kahn voted in favor of the motion. The motion passed. The candidate will be made an offer. ADJOURNMENT: A motion was made by Commissioner Rubin, seconded by Commissioner Karge, to adjourn the meeting at 7:10 p.m. All Commissioners present voted in favor of the motion. The motion passed.
