MINUTES OF THE BUFFALO GROVE COMMISSION
FOR RESIDENTS WITH DISABILITIES
October 25, 2000
I. Call to Order—The meeting was called to order at 7:35 P.M.
2. Roll Call— Commissioners present included— Chairman Kahen, Commissioners
Chorney, Holcombe, Holm, Sussman, Verson, Weiner and Gottlieb.
3. Approval of Minutes - A motion to approve the minutes of the September 27, 2000
Meeting was made by Commissioner Chorney and seconded by Commissioner Weiner. Motion
carried.
4. Chairman's Report
■ Chairman Kahen reported that 6 clocks were ordered from the Chicago Lighthouse for
the vendors who were major supporters of the BG Days event. There was discussion about the
best avenue for presenting the clocks.
■ Wheeling Township is holding a Halloween Fun Fair on 10/28 for Make a Difference
Day.
■ NOD has application materials for churches and synagogues to become part of the
Accessible Congregations Campaign. Information on the member congregations is on NOD's
website.
■ Brian Rubin has been selected to represent NO/NW Suburban Cook and Lake Counties
on the DHS Advisory Group.
■ November 8, 1:30-4:30 at Harper College will be an open forum regarding the disabled
community and is being hosted by DHS/ORS.
■ Chairman Kahen has a pamphlet on doctors who are willing to make home visits for the
homebound. It was suggested that this could be a good newsletter item and/or web site item.
■ Sue Ellen Burlini is replacing JoAnn Schultz (retired) as Wheeling Township's
Coordinator for Senior and Disabled Services.
■ Interviews have been held for the Commission vacancy
5. Commissioners Reports— Commissioner Holm gave an update on the Buddy Baseball
situation. It seems that the 2 teams aren't in total agreement on how to split the group. On
October 4, there was a BGRA Board Meeting but the Holms' didn't get adequate notice, so she
is not sure what the current status is. She will have to follow up with Dominic from BGRA and
NWSPA and the Park District. Commissioner Holms had the newsletter from the Great Lakes
ADA Technical Assistance Center.
6. Sub-Committee Reports
A. Regional Sub-Committee
1) Report on Legislative Coffee— Four representatives from departments within DHS,
Senator Peterson, aides from Rep. Mathias and Rep. Krause's offices, Brian Rubin, Carol
LaMell and Susan Kaufman, David Robb and from Buffalo Grove, Phil Versten, Rick Kahen,
Sarah Holcombe, Debby Holm, Susan Gottlieb and Marla Chorney. The 4 reps commented on
funding and services available from the State department. Senator Peterson said he had learned
a lot about the needs. There were some suggestions given on how to proceed with advocacy.
We should establish links with CCDI Centers for Independent Living and have them come to a
regional commissions meeting. David Robb distributed the State's ranking information that he
got off the Internet. Issues from the first Legislative Coffee were presented again to the DHS
representatives. There was discussion about the future of the DHS Work Group Meetings and
it was decided we would check with Brian Rubin about the status of the group. Elliott
Hartstein would like to encourage other municipalities to establish disability commissions
based upon his perception of the success of our commission.
B. Board/Commissions Sub-Committee— Chairman Kahen attended the Plan Commission
meeting related to the Dominicks move at Dundee and BG Roads. He sent a letter indicating
that the 12 required handicapped spaces may not be enough.
C. Public Info Sub-Committee—We will need to talk to Phil about putting in the doctor's
info (home visits). There was discussion about putting in a summary about the legislative
coffee and the Illinois ranking.
D. NOD Sub-Committee—Need to determine activities for the sub-committee and
otherwise just keep track of what we've accomplished for a future award application.
E. Residents Info & Response—No Report
F. Goal Setting Committee— Chairman Kahen recommended that everyone be thinking of
a goal(s) for next year and bring ideas to the next Commission meeting.
G. Business/Community Liaison— Suggested that we meet with Rotary to review our
concerns and needs of our community.
H. Suggested to set up commission meetings at various locations around Buffalo Grove to
create more community awareness, such as at the Vernon Library which can advertise the
meeting using signs several weeks in advance.
L Group Homes—A review of group home requirements was discussed and the problem
with the Buffalo Grove ordinance. It should be changed to six residents not including a care
giver. Carl Lanel of Clearbrook will be visiting to talk with our group to provide background
on what is required to set up a group home.
7. Adjournment—Motion to adjourn made by Commissioner Chorney and seconded by
Verson.
