MINUTES OF THE BUFFALO GROVE
COMMISSION FOR RESIDENTS WITH DISABILITIES
MARCH 21,2001
I. Call to Order-The meeting was called to order at 7:10 p.m.
IL Roll Call- Commissioners present included Chairman Kahen, Commissioners Chorney,
Gottlieb,Sussman,Weiner,Spallone and Slaw. Also present were Trustee Johnson and Staff
Liaison Versten.
III. Approval of the Minutes-A motion to approve the minutes of the February 28th meeting
was made by Comm. Chorney and seconded by Comm. Sussman.
III. Chairman's Report-
A. Karen Garber cancelled and will try to attend the April meeting.
B. Buffalo Grove Days fun and food will still be held on Monday morning,September 3rd.
C. The next meetings for Wheeling Township are May 24th,July 26th, and Sept. 27th,from 9:30
a.m. to 11:00 a.m. They are also planning a resource fair.
D. A resident needs a ride to dialysis;the bus service is too long of a wait.
E. Support group;one call was received on this and it was from a social agency.
F. Natural Ties Organ.: Comm. Weiner is having Dan Carpentar come to speak.
G. CRD is setting up a table at Grove Center on April 24th for the Senior Expo.
IV. Sub Committee Report-
V. Commissioners' Reports- Comm. Holm reported that Buddy Baseball for 17-21 year olds will
have a team. She also reported on the changes in certification rules for teachers.
Comm. Spallone reported she spoke with Karen Garber's office which is working on an
educational committee,brain stem research, and insurance for tutoring.
VI. Items for Discussion-Discussion of Group Homes
The question of how inspections are handled was asked. It was noted that the State's
Department of Human Services does some inspections. Village staff noted that fire and
health inspections would be conducted as well by the Village.
Trustee Johnson's email was given out as Q J 12(cDatt net.
Read into the minutes was Commissioner Slaw's proposal to update Village Ordinance
17.12.252.
Comments on the proposal:
The CILA should be community instead of certified.
The Commission should be consistent and be sure to use the term "CILA" instead of"Group
Home."
Be sure to have all back up materials including Consortium for Citizens with Disabilities Task
Force: Independence &Integrations.
Footnotes on how CILA are better than institutions.
Table of ordinances of other communities.
On Page 3 of the proposal is a list of documents the CRD plans to attach. The following
commissioners or liaisons have accepted responsibility for providing information for the
documents:
1) A sampling of Ordinances from neighboring Villages: Chairman Kahen
2) Letters of support from Clearbrook and GlenKirk,which organize and staff CILA's: Comm.
Gottlieb.
3) Letters from Buffalo Grove citizens in support of this update of the ordinance: Mark Weiner.
4) Letters from neighbors who reside in close proximity to a CILA in their community: Comm.
Gottlieb will get addresses.
5) Letters from government officials who support group homes in their community: Liason
Versten.
Discussion of a survey to be sent regarding item number 4.
Questions from Trustee Johnson will be sent through email for the survey:
1) How do you feel about your neighborhood CILA?
2) Have you noticed increased traffic?
3) Have you noticed increased noise?
4) Have there been any problems?
5) Do you think your property value has changed as a result of the CILA? If so how?
6) Did you have apprehensions/expectations concerning the CILA? Have those
apprehensions/expectations been realized?
7) Do you feel that the CILA has affected safety in the neighborhood?
8) Would you be willing or able to comment on a proposal?
Make note that group homes are not for "wayward children".
The next board meetings are on May 7th and 21st.
