MINUTES OF THE BUFFALO GROVE COMMISSION
FOR RESIDENTS WITH DISABILITIES
MEETING OF APRIL 25, 2001
I. Call to Order—The meeting was called to order at 7:05 PM
IL Roll Call — Commissioners present included Chairman Kahen, Commissioners Chorney,
Gottlieb, Holm, Slaw, Sussman, Spallone, Verson, Weiner, Staff Liaison Versten. In addition,
Dan Carpenter and Shawn from Natural Ties were present as well as Doug Postma and Randy
Buttliere of the Buffalo Grove Fire Department
III. Approval of Minutes — Correction: remove Sarah Holcombe's name from the committee
list. Motion to approve the minutes of the meeting of March 21 made by Commissioner
Chorney, Seconded by Commissioner Gottlieb.
Dan Moore and Shawn from Natural Ties came to talk to us about their organization. The
purpose of their organization is to have people be involved in a friendship with someone who
has a different ability than yourself.
Fire Department —Doug Postma and another member of the Buffalo Grove firefighters union
attended the meeting to recount how members of the fire department built a ramp to
accommodate the needs of the Blazevich's, an elderly couple who needed assistance in
transporting the wheel chair bound Mr. Blazevich to his doctor for regularly treatments. The
idea came up after they had been called out to assist. They pooled their resources and built a
ramp to code. Home Depot donated some materials and firemen donated the rest of the money
needed.
They stated that individuals within the Fire Department are willing to offer some assistance
when possible during off hours. They are trying to help the community, teaching, making
service calls, community public service is their #1 priority. Mr. Postma described some of the
services they could perform. The question was raised, what can we as a commission do to help
the Fire Department?
Announcements — Presentations Saturday June 9, 2001 Arlington Heights; Wednesday, May 2
Brian Rubin & Mary Anne Ehlert. Northbrook thinking of running a carnival during the
summer.
Reports from Commissioners—
Commissioners Gottlieb and Chorney reported on the successful Senior Expo held by the Joint
Commission on Aging.
There, they met Liane Gray whose business, "Rent A Daughter," is available to assist in
providing certain types of care for persons with disabilities.
Commissioner Holm asked about the Dominick's shopping center and the proposed gas station.
She wants to make sure that the "Buffalo Restaurant" outlot tenant's parking spaces be
calculated into the mix when the Plan Commission formulates the total number of spaces to
exist after the establishment of the Dominick's gas facilities. As well, she asked whether the
additional square footage was taken into account after the Buffalo added on, and whether the
number of parking space were reprovisioned as the square footage increased.
Phil will draft a "Parent Support Group" letter for Rick's signature to surrounding agencies
that deal with same population asking whether their constituents had any interest in starting
such a group. Rick will get him current agency addresses.
Discussion continued on the proposed amendment to the Zoning Ordinance concerning
community residences, expanding CILAs from 5 to 6 residents,plus up to 2 shift staff.
According to Carl LaMell, Executive Director of Clearbrook, CILA Homes have to meet
standards that normal homes do not, i.e., traffic noise, safety. CILA's must pass regular State
inspections.
Commissioner Slaw went over commonly asked questions.
• As the CILA results in the removal of a residential building from the property tax roles,
it was noted that the taxes for an average home in the community increase a few cents monthly.
• State funding for CILA's has decreased— operational costs are covered through the
additional augmentation of private funding.
• Employees must be trained. Organizations have published personnel policies.
• No ill effect on property values.
• Inspected every 3 years by Ill. Bureau of Licenses must pass inspection to gain
accreditation.
• Our proposal includes a switch to six residents permitted and probably one 24-hour or
two shift staff depending on needs of individuals.
• Organizations must wait for right "match" of people and must be approved by State.
Someone asked why we wish to change what is permitted by the Zoning Ordinance instead of
relying on a petition for special use. Mr Slaw indicated that the goal is for disabled residents to
be treated like others. No other potential residents must go through a special use before buying
home. Special Use requires public hearing and workshops in the review process, resulting in a
longer procedure.
More general discussion points:
• Ken explained that organizations are very careful when they evaluate residents for the
"match" of CILA.
• Most questions can be answered by the fact that CILA's are mandated by high
standards.
• Deb expressed concern for future needs for 8 to a home and how our proposal may affect
future needs.
• CRD can't define what's acceptable with different types of disabilities, severity.
Organizations should be responsible.
• Board Meeting June 4 will be target meeting to present proposal.
• Want to articulate proposal to trustees before we present it. Phil reminded the
Commission that Trustee Johnson had indicated that he would handle that.
• Ken will update proposal and get back to Phil.
• Carl LaMell will be asked to come to Plan Commission.
• Should sit down with chair of Plan Commission. Problem may come at public hearing.
Turn out may be low because no actual property has been selected.
Motion to adjourn made by Commissioner Slaw, seconded by Commissioner Weiner.
