MINUTES OF THE BUFFALO GROVE COMMISSION
FOR RESIDENTS WITH DISABILITIES MEETING
SPECIAL MEETING of November 19, 2003
I. Call to Order-The meeting was called to order at 7:00 p.m.
II. Roll Call -Commissioners present included Chairman Kahen, Commissioners Holm,
Gottlieb, Verson, Sussman and Dumrauf. Also present was Staff Liaison Versten.
Approval of Minutes -A correction to the minutes was proposed in regard to the
revised survey: instead of "Chairman Kahen noted that the disabilities survey was
going into water bills" now that Fire Department Liaison Swieca had re-worked it
to be H.I.P.A.A. compliant, Chairman Kahen wished to correctly reflect the first
part of his statement as, "We are talking about putting it in with the water bills". A
motion to approve the minutes of the 10/22 meeting, as corrected, was made by
Comm. Gottlieb and seconded by Comm. Verson.
III. Chairman's Report- Chairman Kahen attended the October 30th Halloween Party
at the Alcott Center and gave away excess goody bag items at that event.
Chairman Kahen noted the receipt of a letter of thanks from Ex-Commissioner Marla
Chorney.
Chairman Kahen reviewed a letter of invitation from "Rebuilding Together" to participate
in their program, which rehabilitates homes of seniors and persons with disabilities.
Chairman Kahen recommended that we keep an eye out for goody bag donations for
next year. Potential donors and items were discussed. Chairman Kahen asked that
everyone bring ideas for donor solicitation to the next meeting.
Chairman Kahen reviewed a complaint he had received from an elderly handicapped
lady concerning the Shell Station at McHenry Rd. and Buffalo Grove Rd. The woman
allegedly encountered a rude response from the attendant when she asked for
assistance in working the gas pump. Chairman Kahen has several calls in to the station
dealer, but so far has not been able to discuss the matter with him. Commissioners
recommended a letter. It was agreed that we should become clearer on the station's
policy first and that the signs should not say persons with disabilities will be assisted if
there is an unstated conflicting policy that prohibits a lone employee from leaving the
building unattended.
Chairman Kahen announced that the Senior Expo would be held April 27 from 10 AM to
2 PM at the Arboretum Club and asked for volunteers to staff a table. Comm. Gottlieb
and Comm. Dumrauf agreed to tag team.
Chairman Kahen clarified that, although the CRD line item was not charged, there was a
cost to the Village for printing, folding, inserting and mailing the communications
sensitivity brochure via the water bills.
Discussion followed as to whether, perhaps as a miscommunication, direction was given
to send the brochure prior to final sub-committee input and revision.
Chairman Kahen noted that it had been three years since the last survey to the
community concerning disabilities and asked whether it would be possible to send out
the newly revised survey form via the water bills this spring. Options for dissemination of
the survey were discussed. The Village News is an uncertain commodity at present since
it is currently pared down. Staff liaison Versten will look into dissemination via water bills.
Chairman Kahen reminded all that a primary purpose of the surveys was for more
efficient public safety emergency response.
Chairman Kahen said that he would like to see the Commission activate a scholarship
for persons with disabilities or for persons studying careers in the field of disability. The
Commission will look into what is involved with sponsoring, funding and establishing
such a scholarship. Chairman Kahen asked Commissioners to think about potential
sponsors for future solicitation, for further discussion at next meeting.
