MINUTES OF THE BUFFALO GROVE COMMISSION
FOR RESIDENTS WITH DISABILITIES MEETING
June 22, 2005
I. Call to Order - Meeting called to order by Chairman Kahen at 1905 hours.
IL Roll Call - Rick Kahen, Trustee Rubin, Debbie Holm, Sue Gottlieb, Dave
Morton, Geri Miller-Brown, Larry K. Swieca.
III. Approval of Minutes - Minutes of May 25, 2005 approved. (motion by
Commissioner Morton, second by Commissioner Miller-Brown)
IV. Chairman's report: Oath of Office and ethics statements — Received the Conflict
of Interest Disclaimer from Commissioner Morton.
Guest Speaker Ed Schar from Building & Zoning to address accessibility issues
at Village Hall. Mr. Schar in attendance at the request of Mr. Balling after
Trustee Rubin sent an e-mail to the Village Manager.
Rick: the walkway to the front door is technically in compliance
w/requirements but it seems long when traveling on it. (meets grade
requirements for a sidewalk).
Citizen complaint referred to a lack of close in handicapped parking to get you
into the building in the event of bad weather or snow.
- suggestion of possibility of parking spaces closer to building.
Concerns over Boardroom security (i.e. board meetings) because the downstairs
would normally be locked as a concession to Homeland Security.
Bottom of every meeting notice references contacting the Village in advance if
accommodations need to be made.
Ed Schar: The initial security plan from several years ago included a door to
limit access to the 2nd floor from the Building & Zoning staircase. Also the
upper floor (OVM) would be close off from the main floor.
Possibility of modifying the elevator to lock off the top (OVM) floor and lock
the door at the top of the staircase from Building & Zoning.
Ed Schar: Suggested that signs on the wall by the upper parking lot
Handicapped spots could be posted indicating that other accessible spots are
available on the lower level.
Mr. Schar & B/C Swieca will confer with Deputy Fire Marshal Michehl
regarding whether or not the space outside Mr. Pfeil's office is a fire lane
If allowed that would give 2 spaces in the upper parking lot and 2 in the lower
lot.
Discussion regarding a railing for the ramp; because it is a sidewalk not a ramp
none is required.
Mr. Schar & B/C Swieca to meet with FPB on matters of
Fire Lane
Locking door at top of stairs
Locking out floors on elevator
Space needed for 2 spots in front of Mr. Pfeil's office.
Mr. Schar thanked for his time by the Commission and excused.
Question from Commissioner Miller-Brown that the carry out window at Lou
Malnati's is a raised entrance and therefore very difficult to navigate if mobility
challenged.
Trustee Rubin suggested that Commissioner Miller-Brown contact Stu Cohen
(sic) and start a dialogue with him regarding this concern.
Commissioner Morton to e-mail Commission logo to Commissioner Gottlieb
for the shuttle signs.
The Wheeling Township Disabilities Council is looking for a liaison to their
advisory board. They meet 5 times a year on the 4th Thursday from either
1000 to 1100 or 1500 to 1600hrs or the 3rd Wednesday of the following
months. Question from Chairman Kahen if anyone is interested.
Commissioners Miller-Brown, Holm & Gottlieb willing to attend the advisory
board on a rotating basis.
Chairman Kahen to return the survey to the Council noting our preference for
the 3rd Wednesday from 1000 to 1100hrs.
- Goody Bags for BG Days approximately 225 water bottles and 40 bags
already made up. Debbie Verson will try to get more tchotckes. The FOP will
be asked for a donation. Chairman Kahen will e-mail Mike Millet & Bob Heer
as a follow-up.
Chairman Kahen has talked to several vendors regarding food on Monday.

BG DAYS UPDATE
Commissioner Verson unable to attend but had reported to Chairman Kahen
regarding the RIC Express. They love to come to BG Days and have
previously put on clinics with kids; would love to do it here. They suggested
there could then be a game between them & the kids against the trustees. This
seems to be the best compromise so far.
Start time prior to 1pm — Could start at 12:30 but the DJ is still playing in the
tent, might be hard to capture the crowd.
Possibility of starting the entire program at 10:30 instead of 10:00 to prevent
people wandering over tot the tent too early.
Chairman Kahen will seriously consider this next month.
SHUTTLE
See about adding signage on Lake-Cook Road that shuttle will stop there for
pickup.
Many people unaware that Handicapped Parking is available closer in. Need to
advertise this fact better.
Add Shuttle Stops to BG Days maps.
PW to install more signage.
Question about accessible porta-potties. There are already several in place.
Main Sponsors Rotary, IPA & Sunrise as shuttle sponsors.
Driving for the weekend — more drivers needed, - sign up sheet next month, -
put in as many hours as you can.
Phil Versten has had a remarkable recovery and is back to work earlier then
expected. He sends thanks to Commissioner's Mark Deb and Beverly for their
cards.
V. Commissioner's Reports
Brian Rubin is now the Trustee Liaison. He briefed the Commission on the
new sprinkler ordinance being proposed. Trustee Rubin thought that the
Commission could send a letter backing the ordinance to the Village Board.
(Request of B/C Swieca to have Chief Sashko send a copy of the ordinance to
the Commission for review so a letter could be drafted). Trustee Rubin noted
the possibility of having developer's offer the system as a menu item.
Dave Morton — his interested party is filling out an application from the Talent
Bank for the Commission.
Beverly Sussman's prospect has not filled out the application yet.
VI. Sub-Committee Reports

VII. Items for Discussion
The Art Festival: Headquarters is in eSkape — Drivers will be given a volunteer
shirt. Will try to park the shuttle in eSkape overnight on Saturday.
Art Fest posters are on sale — they are frameworthy and the proceeds are
supposed to come to the Commission.
Chairman Kahen stated that in previous years the Commission had been given a
budget of$800 dollars. He will check to see if this money still exists.
Commissioner Holm raised the question of whether the Arts Commission might
be willing to drive the shuttle at BG Days. Chairman Kahen though this was a good
idea and will investigate.
VIII. Other Business - ADA Standards for accessible design has a website at
www.ADA.gov.
IX. Adjournment - Motion by Commissioner Morton to adjourn, second by
Commissioner Morton. Approved. Adjourned 2037hrs.
