MINUTES OF THE BUFFALO GROVE COMMISSION
FOR RESIDENTS WITH DISABILITIES MEETING
July 27, 2005
I. Call to Order - Meeting called to order by Chairman Kahen at 1904 hours.
IL Roll Call - Rick Kahen, Trustee Rubin, Debbie Holm, Sue Gottlieb, Dave
Morton, Mark Weiner (ret'd Oath & Conflict of Interest disclaimer), Beverly Sussman,
Debbie Verson, Larry K. Swieca.
III. Approval of Minutes - Minutes of June 22, 2005 approved with this change —
"Wiener Take All is not going out of business" (motion by Commissioner Gottlieb,
second by Commissioner Verson)
IV. Chairman's report:
ART FEST: Thanks to Mark Debbie etc, as drivers during the Art Fest.
Commission received a letter from AVM Neukirch thanking the Commission
for coordinating the shuttle, and helping make the Fest a success. Need to
work with Fest planners to develop a better route allowing the cart closer
access to the booths. Shuttle signage made for the Fest is also usable for BG
Days.
ADA: Reaching,:out to Businesses. Rick to send to Leisa Niemotka to see
about posting on website and Channel 6
Handicapped Parking Spaces at Village Hall. Thanks sent to Ed Schar from
Building and Zoning for the quick response in creating the closer HC parking
space and moving the other one closer to the downstairs doorway and the
installation of new signage in the upper parking lot indicating the presence of
other parking spaces on the lower level.
At the Wyndham Hotel the HC Space on the lake Cook side of the building is
close to the side entrance but that entrance is secured and only accessible to
registered guests. Additionally, where is the accessible room in the Wyndham?
At the Regal Center the designated accessible room has steps coming out of it.
Villa Verde — Debbie Verson will drive by and confirm that the homeowners
association or management has assigned the HC spaces to residents.
V. Commissioner's Reports
Parking Fines. Commissioner Sussman brought up increasing the fine for
parking in a HC Space from $100. In her travels she has seen much higher
fines mandated. She has photographic proof of a fine listed as $500 in an
Atlanta Georgia shopping mall.
This issue had been brought up previously with Phil Versten. At that time a
survey of nearby towns showed most were fines were set at $100 some at $150.
Trustee Rubin suggested that the Commission send a recommendation to the
Village Board asking the Board to increase the fine from the current $100 to
$250 and roll the extra $150 into a fund that could pay for necessary
improvements throughout the Village to enhance accessibility.
Discussion followed and there was unanimous support for an increase of the
fine to $250.
Motion By Commissioner Sussman to make recommendation to Village Board
that the fines for illegally parking in a handicapped space be increased from the
current $100 fine to $250 in order to be consistent with fines being levied
throughout the country. Furthermore the additional money would be
earmarked for capitol improvements throughout the Village to assist the
Special Needs Population.
Motion seconded by Commissioner Morton. All in favor.
Staff Liaison Swieca to write up recommendation; send to Chairman Kahen who
will attach a cover letter and forward to AVM Neukirch.
Sidebar — to confirm enforcement of a parking violation when you call the
Police Department state that you want the officer assigned to call you back
with the follow-up.
Special Needs Population — see if a blurb can be added to newsletter or
Channel 6 stating that if you require priority electrical service for medical
devices to call 1-800-EDISON-1 and they will place you on their list.

BG DAYS SHUTTLE UPDATE
AIM will be a shuttle sponsor; Also Dakota K Auto Repair is a partial sponsor
for Monday (through the Chamber of Commerce)
Passed around sign up sheet for the shuttle — filled.
BG DAYS UPDATE:
y Possibility of Commission assisting with the distribution of water to
runners in the Stampede on Sunday morning at 0700.

y Possibility of recruiting wheelchair racers for the Stampede? Too late this
year Commission to talk to Park District at BG Days Committee wrap up

to bring boxes for the goody bags
After much discussion decided the time of the events on Monday will remain
the same.

and Noogie Meshuggi will be out on Monday.

to block off the rear entrance to the food tent

BG Days Wheelchair Basketball
Wheelchair basketball game will begin at 1230. Commissioner Verson had
talked to the RIC Express about getting children involved. RIC was very
enthusiastic and suggested this plan:

➢ A short clinic with the kids,
➢ A short exhibition,
➢ The game between RIC and the kids versus the Village Board.
Commissioner Verson to check w/RIC on timeframes for the different
events and to make certain they bring extra chairs for the Village Board.
Need to contact Leisa Niemotka about media coverage of the event. RIC are the
National Champions.
Park District is supplying 2 basketball hoops; will need to check on their
adjustability.
VIII. Staff Liaison Report
B/C Swieca brought up the issue that the various disaster annexes,
and the Village Shelter plan do not adequately address the Special
Needs Population. i.e. service animals, medical care for the sick,
refilling prescriptions. Also the Commission needs to be involved in the
Mass Antibiotic Distribution Plan for Lake & Cook County Buffalo Grove.
They will most likely be responsible for coordinating delivery to
homebound residents. These issues need to be addressed again after BG
Days.
IX. Other Business
Wheeling Township Advisory Council: Sue Gottlieb will be
attending the first meeting. She will ask if Wheeling Twp has a
Lending Closet similar to Vernon Twp.
X. Adjournment - Motion by Commissioner Sussman to adjourn, second by
Commissioner Weiner. Approved. Adjourned 2032hrs.
