MINUTES OF THE BUFFALO GROVE COMMISSION
FOR RESIDENTS WITH DISABILITIES MEETING
September 28, 2005
I. Call to Order - Meeting called to order by Chairman Kahen at 1900 hours.
IL Roll Call - Rick Kahen, Trustee Trilling, Sue Gottlieb, Debbie Holm, Geri
Miller-Brown, Dean Klassman, Mara Sabath, Beverly Sussman, Dave Morton, & Larry
K. Swieca. Special Guest Paul Zucker from BG EMA.
Sue Gottlieb needs e-mail address added to talent bank and Mark Weiner
needs his updated.
IX Other Business: Order of business suspended so guest Speaker Paul Zucker
could speak first. 2 meetings ago the means of notifying disabled residents
was discussed. As this is part of Buffalo Grove's Emergency Preparedness
Plan Mr. Zucker was asked to discuss the plan.
In 1999 with concern over a mass communication failure during Y2K BG
EMA was asked to create a Disaster Communication Plan.
Mission Statement: To assist residents access 9-1-1 services.
Although the Y2K scenario did not happen there have been 2 subsequent
phone failures involving 2 — 3,000 phone lines. In the first case a Wheeling
contractor severed several thousand phone lines in the Cambridge on the
Lake area. The plan was activated for 3 days.
The second failure was again in the Cambridge on the Lake area and the plan
was again activated.
The Emergency Assistance Reporting Sites (EARS) plan calls for 14 sites
throughout the Village. 12 schools; the two treatment centers and 2 other
sites, (Amli at Chevy Chase and the Cambridge on the Lake Guardhouse) have
been planned for.
The Village's Emergency Operations Center (EOC) coordinates all EARS
operators and either dispatches needed personnel or relay requests.
If Northwest Central Dispatch (NWCDS), is down the EOC would dispatch
Police & Fire units.
Each EARS site is posted with it's number. The sites are manned by BG
EMA personnel, who may be supplemented by Lake County RACES a
group of trained communicators.
The Village's EOC is located in the basement of Public Works.
Possible actions of the CRD which could benefit the situation would be to
provide communication for residents who would be totally unable to
physically get to the site. The CRD could distribute and train thee
individuals on the use of TalkAbout radios that would allow the individual
to contact the EARS site.
The plan is formulated around a total communication failure. To assist
residents with knowledge of this plan the Village could send the summary
sheet and map out with the water bills and to the management companies
of the major housing developments.
TalkAbout radios can be purchased for about $30 each and could be
given to all the EARS sites so that anyone could use them to contact the
EARS site. Concern by Trustee Trilling that people might then use the
radios inappropriately instead of calling 9-1-1 when they should.
The CRD could assist in raising the consciousness of the public that this
plan is in place for these types of emergencies. They could also
encourage the development of floor captains and the buddy system for
the larger apartment/condominium complexes to assist in gaining access
to the EARS site.
Next BG EMA meeting with trustees to be held on October 11 th at
1830hrs in the EOC.
III. Approval of Minutes - Minutes of August 28, 2005. Motion by
Commissioner Morton, second by Commissioner Klassman.
IV. Chairman's report:
Commissioner Verson is excused due to dealing with her mother's illness.
Wyndham Hotel:
1 spot by the front door —under the canopy has been designated as temporary
parking— Not Overnight.

V. Commissioner's Reports
Commissioners Miller-Brown: Reported on the Wheeling Township's TRIP
program (Township Riders Initiative Program).
There had been an article in the Tribune about the program. Commissioner
Sabbath reported that in contacting the Vernon Township office that they were
unaware of the program.
Flyer passed out regarding October 22 Make-A-Difference Fun Fair.
David Robb from Arlington Heights — their commission is looking into snow
removal from corners/intersections to facilitate wheelchairs.
Arlington Heights Library has ramps and elevators on the Dunton Street side.
District 214 — Craig Amed — talked about the Acts of Kindness program- made
up of Special Olympics participants. When students transition out of high
school he gives the students info on what resources are available from the
different municipalities. Trustee Rubin may have talked to this gentleman
previously regarding Village resources.
Next township meeting is January 26. They do not need speakers.
Kathy Ryg sent out petitions for the March primaries looking for support.
➢ Commissioner Sussman stated the Commission tries to avoid discussing politics.
Commissioner Holm:
Center for Enriched Living and NWSRA have programs. The NWSRA
program is at the Wheeling Center and costs $500/7 days. The Center's
program is $1000/week. NWSRA will provide door — to — door
transportation.
Hawthorne Mall — The entrance by Ruby Tuesday's has 2 handicapped
spots but many for expectant mothers. All the spots are too far away— the
management of Westfield should be called.
Commissioner Holm:
Arlington Heights and Indian Trails Libraries have scooters.
Commonwealth Edison — Fill out their form, send it back to them, they will
come out and verify your need for uninterrupted power, (for ventilators etc.).
Commissioner Holm to check on the link for the form.
Commissioner Klassman:
Wondered about the fact that there is bare gravel from the Southeast corner of
Lake-Cook Road and Buffalo Grove Road until the entrance to Lou Malnati's
restaurant. Chairman Kahen advised that Village Engineer Dick Kuenkler or
Mark Biederwolf should be contacted to see if this portion is in the Village
and just overlooked or if it is actually outside of Buffalo Grove's jurisdiction.
VI. Sub-Committee Reports:
Commissioner Weiner— committee has not met since last meeting. They
are continuing to rewrite and edit. No timelines for completion of the
project.
VII. Items for Discussion:
BG DAYS Wrap Up
Commissioner Sussman — Ride operators should check and monitor hand
stamps better. Many people ride without the stamps and take advantage of the
situation.
Chairman Kahen — Did these people increase the wait time for our
pre-registered guests? No discernible impact.
There are large metal signs at the entrances to the carnival regarding
admittance.
Astros management came to Commissioner Holm to report this situation on 7
or 8 rides. Perhaps the CRD could increase monitoring of the stamps.
Trustee Trilling would rather air on the side of being too nice then to come off
as crabby and strict. Problem could reflect negatively on the Village.
Several years ago there was a problem with running out of food. That was the
reason for the disclaimer regarding family members. There have been families
of more then seven people pre-registered.
Mara Sabath is now in charge of building "goodie bags" for the carnival.
Shuttles worked fine they were sponsored by AIM Printing again.
Commission received much praise from many people regarding Monday's
events. The BG Days Committee is meeting next Monday. They were thrilled
with the Buddy basketball game.
Minor glitch with Culver's — People were getting mad because they were
running out of ice cream. Culver's only sent over 35 servings after agreeing to
send 350 servings —possibly a typo or a misread. - they made good and sent
more servings over.
Good reports all around.
Buddy Basketball— different versions of how well it was received.
Kids loved it.
Commissioner Klassman was unhappy with it.
Most everyone else was happy with it.
RIC Express was happy to be there. Chairman Kahen feels that the exhibition
has run it's course and something new should be planned.
Problems with people falling over and very easy to hit your head.
Trustee Trilling: Personally it was fun for him but no benefit to anyone
actually. Very few people actually seem to care about it.
Will defer this discussion until Commissioner Verson returns.
Commissioner Gottlieb: Really important to switch things. Perhaps a talent
show for disabled kids during lunch, maybe similar to the BG Idols format or a
variety show.
Chairman Kahen would like to use part of the tent as a resource fair. — Hand
out brochures and info to the families.
Chairman Kahen wants Commission to brainstorm and present ideas to BG
Days Committee.
Commissioner Holm: Would like to address the possibility of disabled racers
again.
Commissioner Sabath: At Arlington Height's Frontier Days the first 20 feet in
front of the stage are roped off for wheelchairs. Frontier Days is larger and has
more room but there might be something that could be done along the fence
from the porta-potties.
Should issue 1 ticket per disabled child for the goodie bags. Someone was
telling the families that we were out.
