MINUTES OF THE BUFFALO GROVE COMMISSION
FOR RESIDENTS WITH DISABILITIES MEETING
December 28, 2005
Call to Order - Meeting called to order by Chairman Kahen at 1906 hours.
Roll Call - Rick Kahen, Trustee Rubin, Debbie Holm, Geri Miller-Brown,
Mara Sabath, Beverly Sussman, Dave Morton, Mark Weiner & Larry K.
Swieca. Excused: Sue Gottlieb, and Dean Klassman
Approval of Minutes - Minutes of December 28, 2005. Motion by
Commissioner Sussman, second by Commissioner Morton with changes
regarding Marla Chorney.
Chairman's report:
All Commissioners have been reappointed. Chairman Kahen did not
rate/rank the commissioners. The only commissioners who were not
reappointed in all commissions were if the Chair and the staff liaison both said
no.
Miracle Field letter from Mike Rylko: There are 46 spaces not 25 as initially
thought. The park District has planned for overflow parking at Churchill Park
and at the reservoir on LaSalle which are connected by bike paths. League will
inform buddies to use the overflow parking.
Trustee Rubin: The Commission needs to inform Commissioner Rylko
what we want— for HC spaces; can spaces be marked as temporary HC spaces
during the game?
Commissioner Miller Brown: Nobody carpools. Does not think 3 HC
spaces are enough. The number of children is increasing. Between the home
team and the visitors Commissioners Miller-Brown and Klassman estimate
closer to 20 spaces are needed.
Trustee Rubin: The Commission should recommend to the Park District
6 permanent and 20 temporary spaces marked by signage to be determined for
increasing the spaces on game days. Perhaps a drop-off point could be used.
This would lower the number of total spaces to 43.
Are the bathrooms handicapped accessible? The Commission should
recommend a family bathroom. Trustee Rubin would like recommendations to
the BG Park District, regarding bathroom facilities now.
Chairman Kahen: The CRD is booked for the Senior Expo on April 25.
Check with Lou Malnati's regarding pick up window. Did not check with
Commissioner Klassman.
Tentative dates for 2006 meetings: 01/25; 02/22; 03/29; 04/26; 05/24;
06/28; 07/26; 08/23; 09/27; 10/25; 11/29; 12/27.
Parking Fines: HC parking space fines are increasing to a base of$250. The
Village has agreed to go with stickers on current signs until they can be
replaced with permanent signs. Ordinance stipulates that is the fine is not paid
within 30 days the fine will increase to $275 or $300. If the fine has to go to
collections the price will increase to $350.
Also there is a need to actively enforce the ordinance. Numbers from PD are
approximately 110 tickets last year.
Question on enforcement. Can GSO's write the tickets? B/C Swieca believes so
because he has seen GSO's give out tickets for fire lane violations.
Suggested that the CRD ask the PD for a monthly report on the numbers of
tickets written monthly.
2002 - 453 tickets; 2003 - 335; 2004 up to 08/01 - 301 tickets. Unknown if this
includes warning tickets.
Trustee Rubin: Suggestion that the CRD send a resolution to the Police
Department regarding no warning tickets be issued. Also suggested that the
CRD request an officer from the Police Department to address the Commission
at the January meeting.
Ed Schar, through the Northwest Municipal Conference (NWMC) — had some
information. Vernon Hills is looking to increase the fine to over $250 but is the
only one. Long Grove does have a $500 fine but no enforcement. No other
towns appear to be looking at fines in excess of$250.
Extra money raised from the fines will not automatically go to the CRD for
projects, - not in the ordinance. For special projects the Village will provide
funding.
Secretary of State Jesse White has PSA's on the air regarding the increased
fines.
Handicapped Parking Space Video: The CRD would like still like to produce
a video explaining how to correctly park in the handicapped spaces i.e. why it is
so important not to park on the striped area. Perhaps the Village could contract
with the NWMC to produce the video; this would make it more professional.
The CRD could supply the scenarios for the video. Perhaps it could also be
made available for Driver's Ed classes.
Budget: The Commission has a budget of$350.

Training for first responders on how to deal with Special Needs population
Make the CRD more visible and more involved with the permitting process,
such as restriping of parking lots, the project may have compliance with the
letter of the law but not the spirit. Also have the Park District come to the
CRD with their projects for our input. Trustee Rubin feels the CRD
should draft a resolution to the Park District asking for earlier input into
projects because the members of the Commission are living this situation
24/7.
Commissioner Sussman made a motion that Chairman Kahen draft a resolution
to the Park District requesting the CRD be included before decisions are made
to offer input and recommendations regarding public accessibility pertaining to
all Buffalo Grove Park District projects, either new construction or remodeling.
Motion seconded by Commissioner Weiner. Motion passed — all in favor.
Goody Bag Drive: Commissioners Sussman & Sabath. Commissioner Sabath
has found a business woman interested in being a sponsor — LaSalle Bank.
Found a very nice red bag with black silk screening that is reusable. It can be
filled with the goodies and have the sponsor's name silk screened onto it.
Trustee Rubin: The CRD should make a presentation to the Chamber of
Commerce in February or March, (for Commissioner Sabath to address the
organization). Contact either Lynn Schneider or AVM Neukirch, (she is the
Village Liaison). Trustee Rubin is a gold member of the Chamber so the CRD
can do a full display at the meeting. Commissioner Sussman thought a
presentation and table display would be adequate.
Commissioner Sabath has a Medline catalog and Chairman Kahen has an
adaptive sports catalog. This would allow the CRD to purchase an adaptive
appliance to put into the goody bag that would assist people.
Call Commissioners Sussman or Sabath if you have contacts or leads. Money
raised can also go to purchase t-shirts (1 color and 1 color screen costs about
$3.50 and caps are $3-4).
