Roll Call - Rick Kahen, Sue Gottlieb, Dean Klassman Geri Miller-Brown, Beverly Sussman, Dave Morton, Debbie Verson, Mark Weiner & Larry K. Swieca. Excused: Debbie Holm, & Mara Sabath. Guest Judy Samuels Approval of Minutes - Minutes of December 28, 2005. Addition to minutes of Commissioner Verson in attendance. Motion by Commissioner Klassman, second by Commissioner Morton with changes regarding Commissioner Verson. Approved. Chairman's report: Crisis Intervention: The BG Police Dept will be sending officers to training regarding interacting with special needs populations. (memo e-mail from Chief Balinski). Chairman Kahen had sent a message to Chief Balinski regarding a 40 hour training the ILTSB conducts to train police how to handle these situations. Commissioner Verson: Could the Commission invite a police officer after the training to share with the CRD what topics were covered? What did they learn? Commission has prospective new commissioner Judy Samuels. She has a son in Buddy Baseball. Village Board to decide prior to next CRD meeting. Chairman Kahen talked to Ed Schar from Building & Zoning regarding restriping of parking lots. Permits are required and Mr.Schar will notify the Commission when permits are pulled. Commissioner Sussman had received a sticker with the new fine for handicapped sign at her business. It is designed to be used as a temporary measure until new signage is completed. If commissioners see non-compliance please report to the Chairman for action. Talked to Chief Balinski regarding ticketing of illegal parking in handicapped spots. Many warnings had been given to people who had not displayed their permits correctly. Chief Balinski stated very few actual warnings given because he agrees it is very difficult to accidentally park there. He stated the PD will increase their trips through parking lots. BG Art Festival will be July 15 &16. CRD will provide I courtesy shuttle; will be looking for volunteer drivers later. Announcement to the Commission regarding Mr. Balling's retirement and Mr. Brimm's promotion. Miracle Field: Chairman Kahen did not have an opportunity to discuss this with Mike Rylko from the Park District— will converse with him next month. Parking should be okay, Commissioner Klassman thinks 3 spaces with the plan for overflow parking should be sufficient. Chairman Kahen will bring up about the family bathroom. Playground is wheelchair accessible. Commissioner Weiner suggested Chairman Kahen e-mail these questions regarding the family bathroom, drop off point, and handicapped spaces to Mr. Rylko in advance of next meeting. Commissioner's Reports: Commissioner Klassman talked to Lou Malnati's re signage at the carryout window. No action as of yet. The handicapped spaces are located near the carryout but the stairs can not be navigated by anyone with a mobility problem. Attempting to have signage erected that says patrons can go to the front for carryout if unable to climb stairs. Commissioner Verson suggested this situation should be added to the business brochure. Commissioner Miller-Brown Handicapped parking issues- The Illinois Attorney General has a week long course designed for law enforcement agencies on handling issues with senior citizens. Still working on handicapped parking video. Called the Secretary of State's Office and the Illinois Attorney General's Office to see if they have anything already produced. Has not received an answer yet. Commissioner Miller-Brown has not searched on-line for any info. Secretary of State's Office does have a Disabilities Liaison Sub-Committee Reports: Items for Discussion: Business Brochure sub-committee: Commissioner Weiner: The brochure is mostly done— Purpose statement is done; Why it is important for a business to accommodate the disabled; Includes barriers to accessibility; Will actually be put into a booklet form; much of the information is from the Indiana pamphlet. Chairman Kahen suggest that the booklet include the information that small businesses can receive a one time tax credit and/or tax deduction for making their business accessible. Committee has plans for more meetings. Discussed the article that Chase Bank has accessible ATM's for the visually impaired. CRD needs to find out location of ATM's and place on website. Commissioner Verson: Produce a video and brochure for businesses. If the Commission does produce a video could we include some sensitivity issues? Sensitivity issues for employees and customers, not just parking, for retailers. Or, if there is already a product out there could we purchase it and make it available? VIII. Staff Liaison Report: Showed completed Annual report. Changes made to document regarding Commissioners Morton & Klassman. To be submitted to Mr. Brimm. IX. Other Business: Buffalo Grove Days: Commissioner Sussman: She and Commissioner Sabath are working on obtaining items for the goody bags for BG Days. Thanks from the Commission to Commissioner Verson who spent many years soliciting donations and putting together the goody bags. Draft of letter soliciting donations from businesses for the goody bags passed out. Commissioner Sussman is working on soliciting food donations for the day, especially the side dishes. Commissioner Miller-Brown suggested asking vendors who sell to special needs populations to donate items with their company logo on it, i.e. Mark Drugs as a sponsor. Chairman Kahen noted that all sponsors are listed on a board. Commissioner Miller-Brown suggested that if there are several sponsors their names could be silk screened onto a t-shirt. Chairman Kahen: BG Days Committee will be having their first meeting in February. Seems to be a general consensus among commissioners that the RIC Express basketball game has run its course. Commissioner Gottlieb suggested a talent show or variety show. Commissioner Verson questioned if a talent show would be a better draw then an exhibition? Commissioner Gottlieb stated her daughter is involved with Looking Glass Theater; they involve Kechet through the Center for Enriched Living. Commissioner Verson asked what is the goal? Community awareness or just something fun for the family to do. What is the audience? Will regular people come to see a play or talent show? Commissioner Morton suggested Karaoke. Question from Commissioner Weiner: With the RIC Express did we draw from the greater community or just the Monday participants? Question from Commissioner Klassman: Do we need to do anything at all? Commissioners Sussman & Verson feel that the main stage would be inappropriate, it would be better held on Monday as part of the Fun & Food event. Guest Judy Samuels stated that from her son's perspective, he would be worn out after lunch, unknown if he would enjoy watching other kids sing or dance during the lunch. Commissioner Klassman stated they had had a problem with too many kids wanting to play basketball and not enough shirts. Commissioner Verson: Do we want to change this year and maybe next year go back to basketball? Chairman Kahen stated that there used to be nothing on Mondays. Commissioner Weiner: Change is good but hold the event during lunch as at that time we have a more captive audience. th Chairman Kahen will inform the BG Days Committee on February 13 , that the RIC Express will not participate and instead to address the idea of the talent show. Commissioner Klassman: Suggestion to have a speaker such as Trustee Rubin talk about estate planning. Commissioner Weiner: Could AVM Neukirch or Brimm talk about the new corporate philosophy? Commissioners Miller-Brown and Gottlieb will be attending the nest Wheeling Township meeting. Next meeting Mike Rylko from the Park District will be on hand for questions regarding the Miracle Field.
