MINUTES OF THE BUFFALO GROVE COMMISSION
FOR RESIDENTS WITH DISABILITIES MEETING
June 28 2006
L Call to Order -Meeting called to order by Chairman Kahen at 19:04 hours.
II. Roll Call -Rick Kahen, Mara Sabath, Debbie Holm, Mark Weiner, Beverly Sussman, Judy
Samuels, Debbie Verson, Dave Morton, Geri Miller-Brown, Larry K. Swieca. Excused: Brian
Rubin, Dean Klassman, Steve Trilling, Sue Gottlieb. Special guests: Village Manager Bill
Brimm & Deputy Village Manager Ghida Neukirch, Village President Elliott Hartstein, Phil
Samuels & Avi Samuels.
III. Approval of Minutes -Minutes of May 26, 2006. Motion, Commissioner Morton second,
Commissioner Sabath. Approved.
IV. Chairman's report:
Welcome from Chairman Kahen & the Commission to VM Brimm & DVM
Neukirch.
Thank you from VM Brimm to the members for serving on the Commission—
currently 100 volunteers serve the Village.
VM Brimm distributed the new Core Value Statement adopted in June 2006, the new
Management Theme, and the 2006 Village of Buffalo Grove Goals.
Each Department will be working in smaller groups to set their goals prior to budget
development.
Highlights of the Village Goals include:
Improve communications from VoBG organizations to Village employees &
residents.
A reemphasis on developing department goals and elevating them to a higher level.
Don't surprise the Village Board by presenting new ideas at the budget presentation.
DVM Neukirch spoke about the upcoming Art Fest:
Currently 157 artists are signed up
A letter has been sent out to the local senior centers inviting them to the show on
Sunday morning.
New this year is the "Paint a Volvo" & the Buffalo from the Village Hall is being
transported to the Fest for repainting.
Disabled artists that Commissioner Verson had contacted never returned her calls.
Still working on having them produce a display for BG Days Fun & Food on
Monday.
Commissioner Weiner asked what the typical attendance is for the Art Fest& BG
Days. Art Fest 20 to 30 thousand over the weekend; BG Days averages over 55
thousand
Chairman Kahen asked VM Brimm what more can the Commission do for the
Village & the Village Board?
VM Brimm replied that one thing is if we notice illegal parking in handicapped spots
to call 9-1-1 to report the violation, the police will respond within 3-4 minutes. If
the vehicle is leaving take down the information for the responding officer.
The Village had sent out letters to all businesses explaining the fine increase and had
included a sticker that could be placed over the $100 dollar amount until a new
sign could be obtained.
Chairman Kahen relayed that the Commission has had good rapport with Ed Schar
from Building& Zoning, and Dick Kuenkler the Village engineer on such items
as additional HC parking at the Village Hall and the sidewalk by Lou Malnati's
VM Brimm informed the Commission that he was recently made aware of the fact
that the Village can not collect daily parking fees from HC spots at the train
stations.
Chairman Kahen questioned VM Brimm regarding the difference in transportation
philosophies between Wheeling & Vernon Townships. VM Brimm stated he had
talked to Township President Peterson some years ago but would approach him
again about upgrading services.
A new Metra schedule is under work. Pace schedules are available in the lobby of the
Village Hall. For example there is a morning bus that travels from the train
stations to the Skokie Swift.
V. Commissioner's Reports:
Commissioner Miller—Brown—Commission viewed the videos from the Secretary of
State regarding parking in handicapped spaces. One is several short PSA's the
other is a more in depth discussion of the parking regulations. Will see if they can
be placed on Channel 6. The Secretary of State said they would be updating these
video soon, and Commissioner Miller-Brown wondered if the Commission
could contact the Secretary of State and offer input. Commissioner
Miller-Brown also reported the State has adopted a placard abuse statute
Chairman Kahen reported that the signs for Lou Malnati's are up at the carry-out
door.
Chairman Kahen, Commissioners Sussman & Samuels attended the workshop held
at the Buffalo Grove Park District. The park district is thinking of hiring the
National Center on Accessibility as a consultant to perform a survey/evaluation
of all park district facilities. The Park District can then prioritize improvements
based on the survey.
VI. Sub-Committee Reports:
Business Brochure sub-committee: Commissioner Weiner—Brochure is done,
is being proofed. Plan on starting a second brochure targeted towards business
community.

Buffalo Grove Days:
BG Days- Shuttle sign up sheet will be at the July meeting.
Commissioner Sabath: She has spoken with Kevin from Culver's—they will donate
500 cups of frozen custard to Monday's lunch.
Goody Bags: Commissioner Sabath—work is progressing, list of donors has been
assembled and bags are out being screened.
Buddy Baseball is scheduled for 4PM on Sunday at the new Miracle Field — should be
done by 5:30Pm or so. Chairman Kahen has informed the BG Days Committee
that they will need to run the courtesy shuttle during that time period. Still need
40- 50 buddies for the event. - Rain Day is Monday at 3PM. Lou Malnati's and
the Chamber are on board as sponsors, - shirts, and maybe pizza.
Update on the Miracle Field — Opening date may be pushed back; there has been a
change in contractors. Mike Rylko from the Park District will know better by
mid-July. If the field is not ready then Busch Grove park will be used for the
Buddy Baseball game on the Sunday of BG Days. The bus route has already been
planned out for Sunday for patrons of BG Days to ride to the game
The RSVP line for Fun & Food Monday is up and running. There is a request on the
RSVP line to bring canned food items for a food drive.
Next month 2 BGPD officers will discuss the Crisis Intervention training their
department recently received.
In September Dr Margolis DDS who specializes in dentistry for people with disabilities
will talk about his practice.
