Roll Call: Chairman Rick Kahen, Deb Holm, Deb Verson, Beverly Sussman, Mara Sabath, Dean Klassman, Geri Miller-Brown, Sue Gottlieb, Dave Morton, Judy Samuels, Trustee Brian Rubin, Larry K. Swieca. Commissioner Weiner excused. Guests: Bill Bogdon Illinois Secretary of State, Tony Goldstein BGPD, Mr. Sussman. Minutes of September 27, 2006. Motion to approve by Commissioner Morton, second by Commissioner Sussman. Chairman's Report: Tabled Commissioner's Reports: Tabled Sub-Committee Reports: Tabled Items for Discussion: Bill Bogdon from Illinois Secretary of State's Office addressed the Commission regarding Handicapped parking spaces. Mr. Bogdon described the State's parking permit program, the new placards, and the level of fraud involving the placards. Commissioner Sussman questioned Mr. Bogdon regarding location of handicapped parking spots and their location to curb cuts and accessible entrances. Optimal location is to have the parking spaces, curb cuts and accessible entrance in close proximity. Illinois statutes are actually more stringent then ADA guidelines. If an individual sees a suspected violation they should take down the license plate and placard numbers and give this information to the police to confirm that the names match. Or they can e-mail the information to Mr. Bogdon. The State also has a medical brochure regarding the permit procedure. They have mailed out 40,000 of these brochures to doctors throughout the State. About 600 permits/month are not receiving permanent renewal but only a temporary permit. Illinois Statute covers even parking lots at churches or strip malls. Police are allowed to ticket even in these lots. Villages should make certain that they have passed an ordinance or have it in their building code that property owners are not allowed to block handicapped spaces with snow, shopping carts or displays.
