CIVIC INVOLVEMENT AND RECOGNITION COMMISSION
JANUARY 11, 2001
MINUTES
The meeting of the Village' s Civic Involvement and Recognition Commission was
called to order by Chair Ungerleider at 7:00 p.m. Those in attendance were:

Approval of Minutes-November 8, 2000:
The minutes were distributed for review. There were no changes and, it was
motioned and seconded to approve same. Motion was approved unanimously.
Chairman's Report:
Chair Ungerleider did not have a Report for this evening other than to address
the evening' s agenda. However, he commented upon President Hartstein' s recent
meeting with the Buffalo Grove Rotary Club where it was noted that the Club is
possibly interested in partnering with the Commission to recognize community
groups as part of the summer Rotary Village Green concert series. Members of
Rotary will be invited to a future meeting to discuss this matter.
Review of Community Organization/Institution Survey:
The current status of this project was reviewed and it was noted that
responses have been received from only 36 local organizations and
institutions, or sub-groups within those entities. It was further suggested
that staff continue with another round of follow-up surveys. The Buffalo
Grove Park District will be contacted to obtain what is believed to be a
community organization list used as part of their referendum activities.
Information will be provided at the next meeting to update information already
distributed to the Commission and a different format will be developed to
present that information.
Continued Discussion-Member Work Assignments:
Develop Criteria for Eligibility for Recognition: Betty Lou Manso and
Zill Khan worked on developing criteria on what types of community
service should be eligible for recognition and award. As part of that
review, it was the Commission opinion that:
1. Nonresidents can be considered if their effort affects Buffalo
Grove.
2. Residents will be considered if their efforts took place outside
of the Village.
3. Recognition will be considered even if an individual is encouraged
to perform community service or volunteerism as suggested by or is
a part of their employment obligations.
4. Military recognition might require a category of recognition
within this program.
5. Municipal department efforts, including the park and school
districts, will be included within this program.
A draft nomination form was developed but it will be necessary to
develop an award program to identify with categories of recognition so
that nominations will be directed and meaningful. Likewise, we need to
develop what we want to recognize before we develop a public program of
recognition. Bill Brimm was asked to develop a draft award program for
review by the Commission, which will be out prior to the next meeting
for comment and suggestion.
Develop Concepts for Memorial Recognition: Leonard Gold prepared a
series of concepts for memorial recognition and suggested that this
include commemorative recognition as well. His review included
developing criteria to determine who would be considered for
recognition, methods of achieving types of recognition as well as
miscellaneous issues such as announcement and forms of final
recognition. In his absence, while discussed, it is to be deferred
until the next meeting.
Develop Communication Format with Village Board: Bill Brimm reported
back that the Village Board will receive its initial communication from
the Commission in the form of the required calendar 2000 Annual Report.
The purpose of the Report was discussed with the Commission and Bill
will prepare a draft of same and will distribute for review and comment
prior to the next meeting.
Commission Annual Report:
As noted above, this will be prepared by staff, submitted to the membership
and when complete, presented to the President and Board of Trustees as part of
the overall calendar 2000 report cycle for all volunteer committees,
commissions and boards.
Other Business:
It was suggested that a recognition demonstration effort should be undertaken
by the Commission in order to determine the value of such a program and to
work on presentation and public information outlets prior to a full roll out
of any final recommended efforts in this area. Bill Brimm was asked to
approach the Village' s police, fire and public works departments to determine
what, if anything, would be meaningful to their staff, either individually or
corporately, on matters of recognition. Any identified efforts would be
intended to recognize those over and above their work assignments, what they
are paid to do day in and day out. This will be done through Leo McCann, Tom
Allenspach and Ray Rigsby with comments related to the Commission at the next
meeting.
Next Meeting Date:
The next meeting of the Commission will be Thursday, February 8, 2001 at 7:00
p.m. in the Village Hall.
