PETITIONER REQUEST
Petitioner George Boddy, Jones Lang LaSalle (on behalf of Bank of America), is seeking approval of a
preliminary plan in the B-2 District. The plan proposes construction of a new one-story bank facility with
three double-stacked drive up lanes (two for teller access and one ATM lane).
ART RECOMMENDATION / NOTES
The ART team previously reviewed the proposed bank facility on December 17, 2003. At that time the
ART made seven recommendations for modifications. Ray Kennedy reviewed those seven
recommendations and Bank of America's responses:
1. Windows on the north side elevation appear too "punched."
The brick color in the window area has been modified and cast stone lintels have been added
above the windows to integrate the area with the building style.
2. Aluminum and glass storefront look needs to be modified.
The entry of the building has been adapted to incorporate a cast stone base, brick pillars
separating the doors from the adjacent windows, and smaller windows in lieu of the previously
proposed glass storefront.
3. Color of red entry canopy needs to be modified.
While the size and configuration of the A.C.M. (aluminum composite metal) canopy remains
unchanged, Bank of America has deviated from their standard color scheme and is proposing a
neutral tan in lieu of bright red.
4. Western flat roof portion of the building should be more integrated with the building.
The petitioner clarified that the cast stone base and metal cornice will continue around the rear
portion of the facility to integrate the appearance. Furthermore, a partial sloped roof over the
western portion of the building unifies the appearance of the roof areas. The new roof also
provides screening for equipment which is housed within a mechanical well.
5. Explore the possibility of adding or implying additional relief on the building facades.
Bank of America has added a brick quoin appearance to the corners off the main entry fagade by
incorporating inset brick bands where the entry protrudes from the core of the building.
Additionally, the entry portion of the building has been stepped out eight inches to enhance the
fagade's relief.
6. The visual scale of the drive-thru should be reduced.
The roof peak has been reduced at the drive-thru portion of the structure. The modification
breaks the drive-thru mass from the core portion of the bank building thereby reducing its visual
scale.
7. Roof signs are not permitted by the Village Sign Code.
The sign proposed for the entry elevation has been modified from a roof (canopy) mounted sign
to be mounted on the wall behind. The change addresses the bank's need for signage while
keeping the necessary support structure to a minimum, thereby presenting a more attractive
aesthetic.
Trustee Trilling raised a question regarding the snow loads on the flat roof area located above the
drive-thru and behind the parapet element. Mr. Kennedy indicated that the snow load and drainage
issues for that area have not yet been completely resolved. He understood Trustee Trilling's concern and
indicated the required loads would be met in the final design.
In response the an ART question the petitioner clarified that the inset brick bands will be the same color
brick as the field brick used on the balance of the structure. It was also noted that the colors as depicted
on the rendering are "washed out" and that the elevations provide a more accurate depiction of the
proposed color scheme.
Photographs of ATM's at other newly constructed bank of America facilities were distributed and the
petitioner stated that the ATM's at the Buffalo Grove facility would be the same light gray material with a
small Bank of America name and logo. ART members noted that the Building Commissioner would need
to comment on the permissibility of locating the bank name and logo on the ATM's as well as all other
aspects of the proposed signage package. The team noted that the petitioner has not yet submitted
elevations for the proposed monument sign. Tony Turek indicated this sign would use materials
consistent with those to be used on the building, most likely a cast stone base with a brick surround. The
ART asked that color scalable elevations for the ground sign be provided along with all other
documentation required for the project's Public Hearing submittal.

PETITIONER REQUEST
Petitioner John Green of Groundwork, Limited (on behalf of the Buffalo Grove Park District), is seeking to
install outdoor lighting for the parking lot and softball fields in Busch Grove Community Park adjacent to
the existing Park District Golf Learning Center.
ART RECOMMENDATION / NOTES
The annexation agreement dated March 20, 1995 approved by Ordinance 95-26 allows outdoor lighting
for the ball fields located at Busch Grove Community Park. The annexation agreement sets forth an
approval procedure for the specific lighting fixtures
(see paragraph 24.A. of the agreement).

The agreement requires review and recommendation of the lighting plan by the Appearance Commission.
Since that commission is no longer in place, the Appearance Review Team (ART) reviewed the lighting
plans for the purpose of making a recommendation for consideration by the Village Board.
Petitioner John Green provided an overview of the lighting project. The ball field lighting would be ten 70'
tall poles. Eight of the poles would contain nine lights each, and two of the poles would have eighteen
lights each (nine facing either direction). Mr. Green stated the lighting layout was designed by the
manufacturer to balance height, intensity, and number of lights. The poles are a galvanized metal and
product specifications for the light fixtures was provided. The light fixtures will be directional in nature and
provide a cut-off to minimize light spill. For comparison purposes Mr. Green noted that the adjacent Park
District Golf Dome is 65' in height.
The parking lot poles and light fixtures would be white and match those located at the fitness center and
would be 30'tall.
In response to questions from the ART Michael Rylko noted that the lights would be used nightly during
the summer and would be on a combination switch and timer. The timer would shut the lights off
automatically at 10:30 p.m., but the lights could be switched on and off prior to that time.
The ART found the lighting proposal to be in conformance with what was anticipated when the
annexation agreement was executed. The team also found the lighting proposal to be aesthetically
consistent with other lighting located in the vicinity as well as community-wide. The proposal will be
forwarded to the Village Board for final approval.

ANNEXATION AGREEMENT
24. Special Conditions.
---�! A. It is understood and agreed that the Initial Development Plan (EXHIBIT D)
and Master Plan (EXHIBIT E) depict outdoor playing fields and recreation areas that will
use exterior lighting for evening use. Owner has submitted EXHIBITS G and I delineating
the extent of spillover illumination from the ballfields and tennis courts, and EXHIBIT H
provides specifications for the proposed tennis court lighting.
Prior to installation of any outdoor lighting, Owner will receive approval from
the Village Appearance Commission concerning the type and location of all outdoor
lighting fixtures on the Property. It is understood and agreed that outdoor lighting shall use
a "sharp cut-off' fixture desig.ned to prevent light spillage onto areas adjacent to the
Property.
Said lighting shall be turned off no later than 10.30 p.m. each day.
B. It is understood and agreed that the Owner will submit a Preliminary Plan,
including engineering, pursuant to requirements of the Village Development Ordinance
prior to any development on the Property.
C. Any outdoor public address system installed on the Property is subject to
review and approval by the Village. Said public address system shall be designed and
installed to minimize any detrimental impacts or nuisances for adjacent properties.
