PETITIONER REQUEST
Edward R. James Homes is seeking approval to remove the existing buildings on the property and
construct a total of 156 new single family detached, single family attached, and multiple family units on
approximately 31 acres.
OVERVIEW
Mr. O'Malley provided an overview of the changes since the ART review on December 1, 2004. These
changes are outlined in Section I of the booklet dated January 5, 2005 included with the petitioner's
submittal. As a point of clarification the proposed roof dormers on the rear of the rowhome units will be
provided only on the units adjacent to Route 22. The internal rowhome grouping will not have the rear
dormers.
Mr. O'Malley reviewed the color palette modifications. The brick color range has been expanded to
incorporate darker and more diverse tones. All of the bricks are in a red/brown range. They have also
modified the siding colors using the same concepts related to the color range. The intent is to use
compatible earth tone palettes with enough variation in color to avoid a monotonous appearance. The
color palettes are outlined in Section III of the booklet dated January 5, 2005 included with the petitioner's
submittal.
ART RECOMMENDATION / NOTES
Mr. Summers asked about the rear roof dormer configuration for the four unit rowhome building on Route
22.
Mr. O'Malley indicated that they will used scaled-down dormers with one dormer located on each side of
the center gable.
Commissioner Bocek asked what material will be used for the front entry stairs for the rowhomes.
Mr. Lifka indicated that they are currently proposed to be constructed out of concrete.
Mr. Spinell indicated that they could use wood for the entry stairs if the ART prefers. They have used
wood at some previous rowhome locations and while they agree the wood stairs have a better
appearance, they have had issues with the wood cupping and holding water.
Commissioner Bocek suggested that if the stairs are wood construction that the a/c condenser units
could be placed under the stairs.
Mr. Lifka indicated that they cannot locate the a/c condenser under the stairs due to electrical code
clearance issues.
Commissioner Bocek encouraged the developer to consider wood stairs, using a type that is resistant to
bowing and ponding, regardless of whether the a/c units could be located underneath.
Mr. Spinell stated that he would do so.
Commissioner Bocek is concerned about placing the a/c condensers in the front yard. Regardless of the
height of screening provided from the street, owners and guests accessing the units via the front stairs
will see the top of these units.
Commissioner Kenski-Sroka added that the front yard a/c units are an important issue for her as well.
Mr. Spinell indicated that they could locate them in the rear courtyard area but it is noisy in this area
because it is completely surrounded by the building. They did this once in the past and after the units
were installed they received so many complaints from the homeowners that the units were relocated to
the front yard.
Mr. Freres suggested that they could probably create wells to recess the units in the front yards to further
reduce their visibility.
Mr. Pfeil asked the developer to explain the berm and landscaping details along Route 22, particularly
how the required overland drainage flow works.
Mr. Lifka explained that they redesigned the overland drainage to flow on the east/west section of the
roadway which enabled them to keep the berm along Route 22. The berm will be 3'-5' high as compared
to the rowhome side of the berm, and 1'-3' high along the Route 22 frontage. The berm will be heavily
landscaped with evergreen material to effectively block the view of the Route 22.
Mr. Freres indicated that they may use outcropping stone which both adds to the aesthetics and allows
them to pick up some additional height in the berm, thereby making the screening even more effective.
Mr. Pfeil asked if any fencing would be used along Route 22.
Mr. Freres stated that it will not, but the landscaping will be dense enough to completely screen the view
with minimal to no view through to the rowhome units.
Mr. Spinell indicated that they will install the perimeter landscaping first, hopefully as early as this fall, so
that the view of the site construction is as limited as possible and the landscape has a chance to establish
itself before the first building is completed.

Brad,
I have reviewed the revised duplex elevations for the Powernail Property/Waterbury Place that
you submitted on March 9, 2005 with William Balling,Village Manager and Robert Pfeil,
Village Planner. After a staff review it was determined that proposed modifications,which
include relocating garage doors,altered roof and gable design,and rearrangement of some door
and windows are acceptable as an administrative change. It is the Village's understanding that
the building style,materials,and color palette remain unchanged from the original approval.
The sheet labeled"Duplex Character Elevations"dated"revised 12/23/04"from the original ART
approval is hereby replaced by the revised exhibits labeled"Duplex Residences"and"Exterior
Elevations"which originals are undated and are marked"Received March 09 2005 Planning
Services."
I will work with the Building and Zoning staff to confirm that documents submitted for permit are
