SUBJECT SITE
East side of Prairie Road at Chestnut Terrace (immediately north of Mirielle Phase II)
PETITIONER REQUEST
Kevin Buck, of Kevin Charles Homes, has submitted substitute elevations for the approved
Prairie Road Villas on the east side of Prairie Road at Chestnut Terrace (immediately north of
Mirielle Phase II). Mr. Buck indicates that he is considering purchase of the project for
development, but that the previously approved elevations are copyrighted by the architect and,
as such, he cannot construct the approved elevations of record.
ART RECOMMENDATION / NOTES
The ART noted that the original approved elevation have the following characteristics:
2 distinct floor plans, each with 4 alternate elevations, totaling 8 elevations;
4 elevations (50%) contained two separate garage doors;
2 elevations (25%) had substantial front porches;
3 elevations (38%) had a masonry wainscot on the side and rear elevations;
3 elevations (38%) had full masonry exterior fireplace chases;
1 elevation (13%) had a full masonry first floor on the side and rear elevations.
By comparison, the elevations submitted by Kevin Buck, dated received March 21, 2005 and
prepared by Goldberg Downey have the following characteristics:
3 distinct floor plans, each with 2 alternate elevations, totaling 6 elevations;
2 elevations (33%) contain two separate garage doors;
2 elevations (33%) have substantial front porches;
2 elevations (33%) have a masonry wainscot on the side and rear elevations;
6 elevations (100%) have full masonry exterior fireplace chases;
1 elevation (17%) have a full masonry first floor on the side and rear elevations.
The ART noted that the overall size, style, and characteristics of the approved development
remained unchanged and that the substitute elevations were consistent with those originally
approved in the annexation agreement adopted by Ordinance 2004-073.
The ART concluded that the overall site plan included only minor deviations from the original,
including modified driveway locations and shifting of the building boxes to accommodate slightly
narrower building footprints.
The ART agreed that the following exhibits as submitted by Kevin Buck were acceptable
substitutions subject to Mr. Buck submitting proof of ownership for the property:
• Memo from Kevin Buck dated March 21, 2005;
• Color elevations (6 pages) dated received March 21, 2005;
• Building materials (5 pages) dated received February 23, 2005;
• Preliminary site plan dated received February 23, 2005;
• Typical site plan (landscaping) dated received February 23, 2005;
• Floor plans (3 pages) dated received February 12, 2005.

A staff level review was conducted on April 4, 2005 concerning the revised building elevations
and related plans that you submitted. Bill Balling, Village Manager, has indicated that the revised
elevations are acceptable in lieu of the elevations that were approved as exhibits to the annexation
agreement for the property which was approved by Ordinance 2004-73.
The documents that staff reviewed include the following:
• Memo from Kevin Buck dated March 21,2005;
• Color elevations(6 pages)dated received March 21,2005;
• Building materials(5 pages)dated received February 23,2005;
• Preliminary site plan dated received February 23, 2005;
• Typical site plan(landscaping)dated received February 23,2005;
• Floor plans(3 pages)dated received February 12,2005.
Please note that final administrative approval of your revised elevations and floor plans will be
deferred until you have acquired the property for development of the approved site plan. At that
time, the Village Attorney will review your ownership documentation.
