Paul Kozak, MNJ Technologies PROPOSAL 1025 Busch Parkway -Proposed Addition Mr. Fangmann reviewed the proposed project which includes a 21,000 square foot precast concrete addition and additional parking. There is currently no tenant for the proposed addition. The existing structure is constructed of brick. The color of the existing building is a reddish-brown. The materials of the addition are proposed to blend with the existing brick but will be lighter in color. There would be color bands at the top of some windows. The existing building is twenty-two (22)feet in height. The proposed addition would be thirty-five (35)feet in height. The petitioner(s) considered brick for the building addition, although chose the precast concrete material due to the great cost of brick. Mr. Schar asked what type of tenant would occupy the addition. Mr. Kozak advised that they are currently sub-leasing space to V-Tex, Inc. They are anticipating to lease the addition space the V-Tex, however, if T-Vex does not lease the space, they would find a suitable tenant and would pursue any type of Special Use as necessary. Mr. Fangmann added that the building setback has been increased form fifteen (15) feet to twenty (20)feet to accomodate the proposed height. RECOMMENDATION The Appearance Review Team recommends approval of the proposed addition for colors and elevations. Board or Commission: ❑Appearance Review Team Document Type: 0 A e g nda 0 Minutes Meeting ate: 02/14/2008 Type of Meeting: ❑ Regular Meeting Appearance Review Team (ART)MEETING 1025 BUSCH PARKWAY PROPOSED ANTENNAS AT VILLAGE HALL, FIRES STATIONS 25, 26 AND 27 FEBRUARY 14, 2008 PRESENT Robert Pfeil, Village Planner Edward Schar, Building Commissioner Ghida Neukirch, Deputy Village Manager Brian Sheehan, Deputy Building Commissioner- Operations Joe Arizzi, Deputy Building Commissioner- Administration Bruce Entman, Zoning Board of Appeals Chairman Louis Windecker, Zoning Board of Appeals Commissioner Robert Giddens, IT Director/Emergency Management Agency Coordinator(PETITIONER) PROPOSAL Proposed antennas for Village Hall, Fire Station 25, Fire Station 26, and Fire Station 27 The Village is requesting to extend the existing antennas Fire Station 25, Fire Station 26, and Fire Station 27. Mr. Giddens reviewed the proposed antennas. The antenna at Fire Station 25 would be extended by ten (10)feet; the antenna at Fire Station 26 would be extended by thirty (30)feet; and the antenna at Fire Station 27 would be extended by ten (10')feet. Photographs of the proposed antennas were reviewed. The existing towers would be elongated in the middle to offset the tree growth in the area. The maximum height of the antennas at the Fire Stations would be ninety (90)feet from grade. Mr. Sheehan asked if the trees in the area are done growing or will issue need to be addressed in the future. Mr. Giddens was not sure. Mr. Sheehan advised that the Village Forester should be able to answer that specific question. Mr. Schar explained that the issue is the zoning for the antennas. Mr. Arizzi asked if"greenery" antennas have been considered. Mr. Giddens replied that they have not due to the overall height of the each tower. Mr. Giddens reviewed the proposed new antenna to be located at the Village Hall. A current antenna exists on the top of the roof of Village Hall. The proposed would be a second tower. Consideration was made to placing the tower and related equipment on the roof, although it was determined that a ground level tower is required. Mr. Giddens indicated that he met with the architect and the architect suggested that the antenna be located north of the building and east of the existing trash enclosure. The antenna is needed for the Emergency Operations Center (EOC) that will be located in the lower level of Village Hall, under the Council Chambers. There are some existing utilities on this side of the building. There would be a board on board fence around the proposed antenna tower to match the existing fencing of the trash enclosure. This antenna would also measure ninety (90) feet in height from grade. Mr. Entman asked if the antenna needs to be that height if there are not any trees around it. Mr. Giddens replied that it needs clear the height of the roof of the building, especially the Council Chambers. Ms. Neukirch advised that the Village has been working with a committee concerning the location of the tower and the relocation of the Emergency Operations Center from the Public Service Center to Village Hall. The height of the barrier fence would be five (5)feet and there would also be a ten (10)foot metal barrier around the base of the tower to prevent anyone from trying to climb. The gate to access the tower would most-likely face the building. Mr. Giddens will check with the Village Forester concerning the possibility of adding a tree or other landscaping to screen the area in front of the enclosure. Mr. Pfeil asked about the color of the proposed tower. Mr. Giddens advised that the tower would be a traditional silver antenna structure. The manufacturer does not make the structure in different colors; it could be painted. Mr. Schar asked how much of the tower could be seen from Lake Cook Road. Mr. Giddens responded that all of the tower would be visible but after time it would blend in. The tower is strictly for Village operations and will not include any type of commercial use. Mr. Schar asked if the tower could be painted to match the building. Ms. Neukirch suggested that painting the tower up to the building line be considered to match the background building - Mr. Entman agreed. Mr. Schar asked if there would be any guide wires. Mr. Giddens confirmed that there will not be any guide wires for the tower structure. The electrical wiring would run along the back of the trash enclosure and into the mechanical room on the lower level of the building. Mr. Schar asked about any side arms on the antenna. Mr. Giddens stated that there would be a three (3) foot to five (5)foot wide side arm at approximately seventy (70)feet in the air. A rotating plate will be at the top. RECOMMENDATION The Appearance Review Team recommends approval conditioned upon the following: 1)Research and report to paint the structure to the top of the building 2)Research on landscaping such as trees and bushes to be planted to screen the new tower 3) Approval of the project and specific tower location by the Village Manager and the Village Board.
