PROPOSAL
Mr. Rylko described the proposed changes to the existing building. They will construct a new
entrance and a new lobby on the south elevation of the building. They are renovating the
washrooms on the west end of the building and are adding washrooms on the exterior for park
users. The improvements would make the building and the parking lot ADA compliant. They
will try to match the materials with the existing building as closely as possible.
Ms. Neukirch asked about the stairs on the east side of the building. Mr. Rylko advised that the
stairs on the east side will be eliminated. A handicap accessible ramp will be constructed in the
front of the building next to the stairs and a walkway will go around the building. The flagpole
will also be relocated.
Trustee Glover asked if any trees were being removed. Mr. Rylko advised that there will be
some bushes removed and he has already spoken with the Village Forester concerning the
removal. Trustee Glover stated that the shelter looks larger. Mr. Rylko stated that the canopy
will remain it is just being turned to the side.
Color samples of brick and roof shingles were reviewed. They will match the materials as
closely as possible to the existing building. If the soffit materials do not match, they will paint it
to match. Clear, Low E glass will be used for the windows with dark trim to match the existing.
Mr. Shapiro asked if they will be changing any of the exterior lighting. Mr. Rylko stated that
they are not eliminating any lighting, just moving them.
As a separate note, Mr. Rylko added that the fencing on the property will be changed to a dark
vinyl fence.
RECOMMENDATION
The Appearance Review Team recommends approval of the proposed addition as submitted.

PROPOSAL
Mr. Sydor explained that they are proposing to upgrade the exterior of the building, add graphic
sign panels and replace signage with new signage. The graphic sign panels would consist of
glass panels with decals adhered to the glass. They are not LED or TV screens. They have tried
other options, but the glass provides the best surface for the decals. They provided photographs
of three (3) existing stores have been upgraded. Decatur Buff and Valley Forge Brown are the
selective colors. Jewel has also recently changed to the citrus pattern for the graphic panels from
the apple pattern.
Ms. Sawicki stated that the Skokie store has the apple graphics. Jewel received approval to spend
approximately $4 million dollars on upgrades to this store. They will be increasing the produce
and service departments. They will begin carrying Wild Harvest Organics in this store. The
graphic panels will help tie this into the store.
Mr. Sydor continued to describe the proposed exterior renovations. The arches at the roofline
will be flattened. Decatur Buff will be used on the exterior from the ends of the graphic panel
features to the center of the store. The signs will be handled by Consolidated Signs. An exhibit
with dimensions of the proposed graphic panels and signs was distributed. The overall
dimensions of the graphic panels are 24'10" wide by 117' tall. Each glass panel is 6' wide by
5'6" tall. There are four (4) panels vertically and two (2) horizontally. The graphic panels will be
centered on the column above each entrance door. The cornice will match the existing building.
The existing brick will be power washed.
The timeline for completion of the interior work is estimated at 20 weeks. Mr. Sydor advised that
the permit application for the interior work is under review.
Trustee Glover confirmed with the Petitioner that the signs will remain the same size as the
existing.
Ms. Neukirch asked how the exterior changes to this store would fit within the shopping center.
Mr. Jensen advised that Jensen & Jensen was the original architect for the store. They would like
the store to stand out from the rest of the center. The proposed are still in the family of earth
tones. The existing cornices are unique to Jewel and are not in any other part of the center. The
color change would extend approximately forty (40)feet to the south end of the building and
then wrap around the building about another ten (10)feet.
Trustee Glover likes the proposed cornices but has issues with the graphic panels. She would like
to visit the existing Jewel store in Skokie. Ms. Sawicki advised that the graphic panels will not
be backlit. They will have exterior spotlights to illuminate them.
Mr. Shapiro asked about the lifetime of the graphics. Mr. Sydor explained that the graphic panels
have a life expectance of five (5)to ten (10)years. The remodeling cycle for Jewel is
approximately every seven (7)years.
Ms. Neukirch commented that the use of a darker brown color is attractive on the Morris store.
She recommended that more dark brown be used on the proposed elevation in place of some of
the Decatur Buff color.
Mr. Windecker confirmed with the Petitioner there will not be any advertising in the graphic
panels.
Mr. Pfeil asked about the percentage of EIFS currently on the building. Ms. Sawicki stated that
any change to the physical exterior of the building would need to be approved by the landlord,
since they only lease the space. If they were to change from the EIFS, the space would not match
the rest of the center. Mr. Jensen added they do not know the percent of EIFS currently on the
building. The building is not designed to support brick. Substantial and costly upgrades would
need to be made to the building in order to use an alternative material such as brick or stone.
The Petitioner requested a copy of the Appearance Plan for review. Ms. Neukirch will forward
the Appearance Plan.
Mr. Pfeil would like the architect to document the percentage of EIFS on all exterior elevations
of the building. Brick or stone would be more desirable for the exterior elevations. He is not in
favor of the graphic panels. However, if brick or stone is incorporated into the elevations, the
graphic panels would acceptable.
Mr. Jensen asked about the process if the landlord is not willing to make any changes to the
exterior. The Petitioner was advised that ART would make a recommendation, which would then
be reviewed by the Zoning Board of Appeals. The Zoning Board would then make a
recommendation to the Village Board.
Mr. Jensen added that when the Jewel store in Elmhurst was renovated, the EIFS was stamped to
appear as brick. Photographs were reviewed of the Elmhurst location. The EIFS stamping was
done about four(4)years ago. The EIFS is stenciled onto the EIFS. It looks like brick. There are
no freeze or thaw issues with this process.
RECOMMENDATION
The Appearance Review Team directed the project architect to:
1. Provide calculations concerning the percentage of EIFS proposed for the exterior building
elevations.
2. Consider materials such as brick and stone in place of some of the proposed EIFS. If structural
and cost issues make brick and stone infeasible, other design solutions should be presented.
3. Reduce the amount of"Decatur Buff' on the proposed west facade by using a darker color to
provide more visual interest.
Another ART meeting will be scheduled when the project architect submits revised drawings
addressing these points.
