The addresses are commonly known as: Lot 1 —2 Daybreak Terrace Lot 7—2313 Avalon Drive Lot 8—2311 Avalon Drive Lot 10—2307 Avalon Drive Lot 14—2306 Avalon Drive Ms. Whitley explained the proposed changes. Lot 1 —This home is a 3A model. The buyers are requesting a custom front exterior with no vinyl shakes and a custom mix for the color package as detailed in the letter from Red Seal dated April 27, 2010. Lot 7—This home is a 3B model. Due to monotony issues the front elevation has been customized per the rendering attached to the letter submitted by Red Seal dated April 27, 2010. The buyer has also requested a color package for the new exterior elevation that has a mix of the approved colors as detailed in the letter from Red Seal dated April 27, 2010. Lot 8—This home is a 3A model. Due to monotony issues the front elevation has been customized per the rendering attached to the letter submitted by Red Seal dated April 27, 2010. The buyer has requested a color package for the new exterior elevation that mixes two approved color schemes. They have requested the "F" exterior color scheme, but with the red entry door from the "D" color scheme as detailed in the letter from Red Seal dated April 27, 2010. The buyers have also changed the exterior of the right elevation by adding a window on the side of the family room. Lot 14—This home is a 3B plan. The buyers are requesting a custom exterior material color scheme with stone in lieu of the standard brick. They have also requested a different garage door design, light fixture and entry door per the rendering attached to the letter submitted by Real Seal dated April 27, 2010. Lot 10—They are planning on building a spec home on the final Lot 10. Due to monotony design codes, the front elevation of Lot 10, a 4B plan, has to be customized per the rendering attached to the letter submitted by Red Seal dated April 27, 2010. Ms. Whitley inquired about adding a hip roof in lieu of the dormer windows. Mr. Sheehan believes that the dormer windows make the home look more unique. RECOMMENDATION The ART recommends approval of the proposed modifications for Lot 1, 7, 8, 10 and 14. DUNDEE ROAD, QUALITY CAR CENTER-CAR WASH PROPOSED GROUND SIGN PRESENT Carol Berman, Deputy Building Commissioner/Administration Brian Sheehan, Deputy Building Commissioner/Operations Joseph Wallace, Plan Examiner Robert Pfeil, Village Planner Nidhi Vaid, Associate Planner Louis Windecker, ZBA Commissioner Bob Kuhlman, Quality Car Center-Car Wash PROPOSAL Sign Code Variations are required to reface the existing ground sign that is located three (3) feet from the west property line and within two hundred fifty (250) feet from an existing ground sign located on the same side of the street. The new face will include a changeable copy LED sign. Mr. Kuhlman will withdrawal his previous application at the May 18, 2010 Zoning Board of Appeals meeting. Mr. Kuhlman explained that the owner of the property, Regina Melman, filed the previous variation application while he was out of town. It was not his intention to ask to keep the existing signs. He put together his own sign package. He would like to reface the existing ground sign, that had a variation, and to add an LED changeable copy sign. Mr. Kuhlman advised that he purchased the business November 25, 2009. At the time of the purchase, he was unaware of the issues with the signs. The signs have been there for many years, possibly 15-16 years. In his opinion, the existing signs are ugly and tacking. The car wash entrance and exit signs are currently located on the light poles that are in the public right-of-way. The building itself sits back from road in between two (2) banks. The existing signs on the light poles are there to help people find the car wash. There were previously about 10 signs and banners on the building. He has taken all the signs off the building and the banners down. He obtained a permit to install a new wall sign in the business color, yellow. The business colors consist of yellow and black. He had a hard time finding a sign company that would work in Buffalo Grove. He finally contracted with Affiliated Resources, Inc., which is the same company that provided the changeable copy sign for JCYS. He is not changing the size or height of the sign. He will move the top panel to the bottom and put the LED sign on the top portion of the sign. The LED sign will be text only. He is in the process of working on new entrance and exit signs to replace the ones that are on the light poles. He will remove the signs in the right-of-way when the new entrance and exit signs are installed. He does not have enough frontage for two (2) ground signs. Mr. Sheehan confirmed that the LED portion of the sign will be text only and two-sided. He asked for Mr. Kuhlman to provide the dimensions of the two (2) panels. Mr. Kuhlman added that he will be losing a few inches of copy area on each side of the top portion of the sign. Mr. Sheehan asked if the LED sign will be one (1) color. Mr. Kuhlman confirmed that the LED sign will be one (1) color, red. Mr. Sheehan asked about the number of lines of copy. Mr. Kuhlman stated that the LED sign can have a total of three (3) lines of copy. Mr. Sheehan advised that the Zoning Board will ask about the timing of the screen changes and may limit those. Mr. Sheehan also advised that when other changeable copy signs of a similar nature have been approved the Village had required that the text be a static message that changes instantly and does use fading or other techniques to simulate motion. Mr. Kuhlman added that he does not believe that this type of sign is distracting. Com. Windecker stated that he has been a Commissioner for over twenty (20) years. The Zoning Board tries to limit signs so that the Village is presentable. Buffalo Grove is more like Lake Forest or Deerfield. He stated that sign companies do not like Buffalo Grove because the Zoning Board does not settle for being told that the proposed signs are the only option. Most companies have numerous sign packages to choose from. Ms. Berman confirmed that all the illegal signs that exist on the property will be taken down. She asked a bout a landscape plan. Mr. Kuhlman advised that he landscaping installed and will provide a plan. Mr. Sheehan asked Mr. Kuhlman to provide information, including height, size and location for the new entrance and exit signs to the Zoning Board. Mr. Pfeil asked which sign company will be changing the ground sign. Mr. Kuhlman advised that Wheeling Sign Company will reface and move the existing panel from the top to the bottom of the sign and Affiliated Resources, Inc. will be installing the LED portion. Mr. Pfeil believes that the proposed sign is cleaner than the existing signs. Mr. Sheehan added that the outside of the building has been cleaned up with the removal of the signs and banners. Mr. Sheehan suggested that a representative from Affiliated Resources, Inc. be present at the Zoning Board meeting to answer any technical questions regarding the sign. RECOMMENDATION The Appearance Review Team recommends approval of the proposed sign and requested the following information to provide to the Zoning Board of Appeals: 1. Provide dimensions of the separate panels on the ground sign; 2. Provide information concerning the number of lines of text proposed, the size of the text and the timing of the screen changes as well as the type of screen changes that will be used; 3. Provide a landscaping plan; 4. Provide information concerning height, size and location for the new entrance and exist signs; and 5. Have a representative from Affiliated Resources, Inc. present at the Zoning Board meeting to answer any technical questions regarding the sign.
