This request is scheduled to be heard by the Zoning Board of Appeals (ZBA) on Tuesday, February 15, 2011. Mr. Sheehan explained that this is an existing for rent, sale, lease sign. This property was included in the annexation of Columbian Gardens. The sign has been in place so many years. If the property was located within the corporate limits of Buffalo Grove previously, this sign may have required a variance for it's current location, but may have been compliant prior to the widening of Milwaukee Avenue. Mrs. Neukirch stated that the face of the sign is weather and should be refaced. Com. Stein stated that he would like for the applicant to take a look at the Hamilton Partners leasing sign located at the corner of Lake Cook Road and Milwaukee Avenue. When this sign blew down in a wind storm and Hamilton Partners reinstalled it, they added a lattice-type skirt to the sign. It looks better than the previous solid skirt that was on the sign. Mr. Sheehan agrees that the sign looks old and should be refaced. There were no additional questions or comments. RECOMMENDATION The ART has determined that the appearance of the sign as proposed meets the criteria set forth in the Village of Buffalo Grove Appearance Plan and is in harmony with the building and is compatible with the surrounding area subject to: 1. The sign needs to be refaced. The request for the variance from the Sign Code will be heard at February 15, 2011 Zoning Board of Appeals meeting. This request is scheduled to be heard by the Zoning Board of Appeals (ZBA) on Tuesday, February 15, 2011. The Deviation request is to allow 13-1/2" lower case letters in lieu of 10" inch lower case letters. White is an approved color in the sign criteria. The landlord has approved the sign. The sign will be installed on a raceway. There were no questions or comments. RECOMMENDATION The ART has determined that the appearance of the sign as proposed meets the criteria set forth in the Village of Buffalo Grove Appearance Plan, is in harmony with the building and is compatible with the surrounding area. Board orCommission: ❑Appearance Review Team Document Type: 0 A e g nda 0 Minutes Meeting ate: 02/03/2011 Type of Meeting: ❑ Regular Meeting ART (Appearance Review Team) Meeting FEBRUARY 3, 2011 100 MCHENRY ROAD, VERSAILLES SIGN CODE VARIATIONS AND DEVIATION TO THE TOWN CENTER SHOPPING CENTER SIGN CRITERIA PRESENT Ghida Neukirch, Deputy Village Manager Brian Sheehan, Deputy Building Commissioner/Operations Robert Pfeil, Village Planner Joe Wallace, Plan Examiner Andy Stein, ZBA Commissioner Larry Steingold, ZBA Commissioner Igor Fultushanaskiy, Versailles Gary Fishkim, Versailles PROPOSAL Request is being made by Versailles, 100 McHenry Road, for variance of Zoning Ordinance, Section 17.44.060.E.6, pertaining to Signs, for the purpose of allowing three (3) additional wall signs; two (2)wall signs on the north elevation of the building and one (1)wall sign on the south elevation of the building. Request is also being made for Deviation to the Town Center Shopping Center Sign Criteria to allow two (2) additional wall signs to be fifty six(56) inches in height; to allow one (1) additional wall sign to be forty (40) inches in height; and to allow the three (3) additional wall signs to be installed on raceways. These requests are scheduled to be heard by the Zoning Board of Appeals (ZBA) on Tuesday, February 15, 2011. Mr. Fishkim explained that the business is comprised of two separate businesses; Versailles a banquet facility and The Pavilion an a la carte restaurant. The banquet hall is open on Fridays, Saturdays and Sundays after 8:00 p.m. They need the requested signs to be exposed to all streets surrounding the facility. The shopping center has many entrances and they would like as much exposure as they can get. The have already been approved for a sign on the east elevation of the building. That sign is scheduled to be installed in the next few days. They need a wall sign facing south for traffic on Lake Cook Road and they need a sign on the north elevation for visibility. They also need a wall sign on the north elevation to identify the restaurant and to distinguish the separate entrance. There is currently a temporary identification banner on the east elevation that is the same size as the proposed wall signs for Versailles. Mrs. Neukirch stated that the color is consistent with the previously approved sign and the font size is legible. Mr. Sheehan advised that they will need to explain to the ZBA their hardship and/or unique circumstances such as location of the restaurant in the center; the two (2) separate businesses in one (1) location; and the limited exposure of the site. Mr. Sheehan asked if there was a reason that they are not requesting the signage on the south elevation to promote the Pavilion Restaurant, as that is the facility that is open to the general public as a restaurant. Mr. Fishkim stated that they discussed the possibility but feel that the proposed Versailles sign would much more benefit customers that are attending banquets at this facility. Some of the guests come from out of town and there is a greater need to identify the location of the banquet facility. The Pavilion Restaurant will serve local patrons but the banquet facility serves guests from all over. Mr. Sheehan verified that the approved sign for the east elevation is the same size as the additional Versailles signs being requested for the north and south elevations and that The Pavilion Restaurant will only have one (1) sign. Mrs. Neukirch advised Mr. Fishkim to remind the ZBA of the high turnover rate of this location. Mr. Sheehan suggested that it may be beneficial when advertising the banquet and restaurant facility to try and tie the two together, such as The Pavilion Restaurant at Versailles.. Com. Stein also reminded Mr. Fishkim to explain to the ZBA the need for the south wall sign. Mr. Sheehan confirmed that the raceways will match the brick of the building. He also asked Mr. Fishkim to advise when the east wall sign is installed so that the ZBA commissioners can have the opportunity to view the sign prior to the February 15, 2011 ZBA meeting. Mr. Sheehan advised that this is an existing approved child daycare home. The request is to close off the existing attached garage and turn it space that can be used as part of the child care business. A proposed parking plan has been requested and submitted. Mr. Sheehan advised that the home would like a little different than the others in the immediate neighborhood. There is another home that has converted the garage into living space on Farrington Drive and one on Shady Grove. New egress doors are proposed for the east and west elevations. This is a corner lot. Mr. Sheehan advised that there are no encroachments or variations necessary. The current home has a brick front. It would be preferred to continue the brick on the first floor on the front elevation to match the existing. There were no additional questions or comments. RECOMMENDATION ART recommends approval subject to the following: 1. Materials to match the existing construction in like kind and quality. 2. Recommendation that the brick front on the first floor be extended to match the existing. This would be preferred for aesthetic continuity.
