2011-03-21 - Appearance Review Team - Minutes Board or Commission: ❑Appearance Review Team Document Type: ❑A e g nda 0 Minutes Meeting ate: 03/21/2011 Type of Meeting: ❑ Regular Meeting Preliminary ART (Appearance Review Team) Meeting MARCH 21, 2011 185 MILWAUKEE AVENUE, HAMILTON PARTNERS PROPOSED OFF-PREMISES GROUND SIGN FOR RIVERWALK PLACE APARTMENTS, 301 NORTH RIVERWALK DRIVE PRESENT Ghida Neukirch, Deputy Village Manager Brian Sheehan, Deputy Building Commissioner/Operations Carol Berman, Deputy Building Commissioner/Administration Robert Pfeil, Village Planner Joe Wallace, Plan Examiner PROPOSAL Mrs. Berman explained that she received three (3) proposals for an off-premises ground sign for Riverwalk Place Apartments, 301 North Riverwalk Drive. The signs are identical, except for the proposed base. The submitted was made by Mr. Johnson of C. Johnson Sign Company. Mr. Johnson would like feedback from the ART concerning which proposed sign base would be most acceptable. Mr. Sheehan advised that the proposal will require a review by the Zoning Board of Appeals, thus the formal ART meeting will include representatives from the Zoning Board of Appeals. The purpose of this "preliminary" meeting is to provide staff feedback to the petitioner pertaining to their submittal. The consensus of the staff is to pursue the sign with a brick base, but would suggest adding a larger brick base to give the sign greater prominence. Mr. Sheehan stated that it may prudent to provide two (2) options to the Zoning Board of Appeals (ZBA). He prefers the brick base, but is also amenable to the aluminum skirt depending on how well it is landscaped and if the landscaping would cover the base. RECOMMENDATION The Village staff recommends the following as part of the applicant's submittal for a formal ART review and for Zoning Board consideration: 1. Provide details regarding the existing landscaping around the proposed sign; 2. Provide property owner approval of the proposed sign; 3. Provide a site plan depicting the location of the proposed sign; 4. Provide more then one (1) proposed sign option for the ZBA. 5. Enlarge the brick base of that sign option. Board or Commission: ❑Appearance Review Team Document Type: 0 A e g nda 0 Minutes Meeting ate: 03/21/2011 Type of Meeting: ❑ Regular Meeting ART (Appearance Review Team) Meeting MARCH 21, 2011 1001 JOHNSON DRIVE, LG ELECTRONICS PROPOSED EXTERIOR MODIFICATIONS TO THE BUILDING; PROPOSED MECHANICAL UNIT ENCLOSURE; PROPOSED PROPANE TANK ENCLOSURE; AND PROPOSED ROOF TOP SCREENING PRESENT Ghida Neukirch, Deputy Village Manager Brian Sheehan, Deputy Building Commissioner/Operations Carol Berman, Deputy Building Commissioner/Administration Robert Pfeil, Village Planner Joe Wallace, Plan Examiner Gary Jung, JA Architects Chris Flink, Zenith PROPOSAL Request is being made by Gary Jung, JA Architects on behalf of LG Electronics, 1001 Johnson Drive, for proposed exterior modifications to the building; proposed mechanical unit enclosure; proposed propane tank enclosure; and proposed roof top screening. Mr. Jung advised that LG is relocating their appliance division to the 1001 Johnson Drive site. There will be approximately sixty (60) employees at this site. This division will conduct testing of appliances for future release. Mr. Jung advised that they are proposing to modify the existing west elevation by adding a loading dock with a scissor lift and modifying the existing doorway. The lift will drop down into the ground when not in use. The brick will match the existing construction. Mr. Jung also advised that they are also proposing to modify the east elevation of the building by adding a doorway and ramp for access. Mrs. Neukirch asked if there is an existing parking lot on the west side of the building. Mt. Jung advised that there is currently a parking lot on the west side of the building. Deliveries will not be that frequent, maybe a couple times a week. Mrs. Neukirch stated that the existing doorway on the west elevation is a nice glass entry. She is not sure how she feels about closing off part of the entrance. Mr. Jung advised that the main entrance to the building is located on the north side of the building. Mr. Sheehan asked if the dimensions of the building will change on the west elevation. Mr. Jung advised that the dimensions of the building itself will not change. Mr. Sheehan asked how many parking spaces will be lost with the addition of the propane tank enclosure. Mr. Jung advised that approximately two (2) parking spaces will be lost. Mr. Pfeil asked if LG will be the only tenant in the building. Mr. Jung advised that LG Electronics purchased the building and will be the only tenant. Mr. Sheehan stated that he spoke with the propane contractor and they spoke about possibly combining mechanical enclosure with the propane enclosure. Mr. Sheehan recommended combining the enclosures to reduce the number of enclosures at which time he was informed that the contractor had been told that the trash enclosure may be relocated. Mr. Flink advised that they are not eliminating the trash enclosure at this time, but it was in their future plans to relocate the enclosure closer to the building for security purposes. Mr. Sheehan asked about combining the mechanical unit enclosure with the propane enclosure. Mr. Jung advised that a minimum distance must be maintained for the propane enclosure and that the mechanical unit enclosure needs to be closer to the building than the propane tank would be allowed. Mr. Sheehan stated that he was looking at trying to minimize the number of enclosures on the property. Mr. Flink advised that they may, in the future, look at moving the existing trash enclosure closer to the building at which time they could look at the possibility of combining it with the propane enclosure. Mrs. Berman advised that LG will be testing future appliances that are not yet on the market. Mrs. Neukirch asked if any signage will located on the east elevation. Mr. Flink stated that they have not yet considered any signage, just the building number. Mr. Jung added that this location will not have many visitors. Mrs. Neukirch advised to work with Mr. Sheehan regarding directional signage. Mrs. Berman asked if the proposed roof top screening will match what currently exists. Mr. Jung stated that it will match the existing. Mrs. Berman asked if the brick for the exterior modifications will match the existing. Mr. Jung stated that it will match the existing. Mr. Sheehan asked if they considered adding any landscaping or bushes to screen the brick wall of the mechanical and propane enclosures. Mr. Jung stated that they could plant 1-1/2" caliper bushes around the enclosures, which was acceptable to the group. Mr. Pfeil asked that if they move the trash enclosure where would they move it to. Mr. Jung stated that they would most likely locate it next to or behind the propane enclosure. Mr. Pfeil asked if they would provide landscaping around the relocated trash enclosure. Mr. Jung advised that they would. There were no additional questions or comments. RECOMMENDATION The ART has determined that the appearance of the exterior modifications; proposed mechanical enclosure; proposed propane tank enclosure; and proposed roof top screening meet the criteria set forth in the Village of Buffalo Grove Appearance Plan and is in harmony with the building and is compatible with the surrounding area subject to.. 1. Providing a landscaping plan for the mechanical enclosure and propane enclosure; and 2. Prior to relocating the trash enclosure a landscaping plan will need to be provided and an appearance review and approval will be necessary. The proposed materials are as follows: Brick— Natchez Trace Heritage Roof— Georgetown Grey Siding — HardiPlank— Khaki Brown Trim —Almond Garage Door— Sandtone Mrs. Neukirch believes that the proposed home and the adjacent home have minor differences, but are too similar to be located next to one another. Mr. Wallace believes that the windows on the north elevation should line up to enhance the appearance. He also believes that an architectural feature such as a 1' x 10' board should be added across the elevation facing Aptakisic Road. RECOMMENDATION The ART has determined that the appearance of the single family home as proposed does not meet the criteria set forth in the Village of Buffalo Grove Appearance Plan. Suggestions to enhance the appearance include: 1. Change the proposed front elevation so that it is more dissimilar to the adjacent home; 2. Align the windows on the proposed north elevation; and 3. Add an architectural feature to the elevation facing Aptakisic Road.
