Zoning Variation —To construct a sun room addition

PROPOSAL
Request is being made by Champion Patio Rooms, 549 W. Lake Street, Elmhurst,
Illinois, 60126 on behalf of Carol Lewis and Karen Psiris, 915 Plum Grove Circle, for
variance of Zoning Ordinance, Section 17.40.020, pertaining to Residential Districts, for
the purpose of constructing a sun room addition that would encroach a distance of three
(3) feet into the required thirty (30) foot rear yard setback.
Mr. Delpierre stated that a variance was granted back in 1974 for a room addition on the
rear of the home that encroaches three (3) feet into the required thirty (30) foot rear
yard setback. The proposed sun room will encroach the same distance into the required
setback. The existing construction consists of cedar shake shingles. The proposed sun
room will be constructed in aluminum and will be white to match the trim on the house.
Mr. Pfeil asked Mr. Delpierre which neighbors would be most affected by the addition.
Mr. Delpierre stated that the neighbors to the northeast would be most affected. The
neighbors to rear would also be affected. Mr. Pfeil asked if the homeowners have
spoken with their neighbors. Mr. Delpierre stated that the homeowners have spoken
with the neighbors that would be most affected and they did not have any issues.
Com. Windecker asked if the sun room would have electrical. Mr. Delpierre stated that
there would be electrical, but no plumbing or HVAC.
There were no additional questions or comments.
RECOMMENDATION
ART recommends approval of the variance subject to the following:
1. Materials to match the existing construction in like kind and quality.
The request for the Zoning Ordinance variation will be heard at the July 7, 2011 Zoning
Board of Appeals meeting.

PROPOSAL
Request is being made by Landmark Sign Group, Inc., 7424 Industrial Avenue,
Chesterton, IN 46304, on behalf of LG Electronics, 1001 Johnson Drive, for variance of
Sign Code, Section 14.20.020, pertaining Office and Research District, Section
14.20.070 pertaining to Ground Signs and Section 14.20.080, pertaining to Wall Signs,
for the purpose of refacing the existing ground sign that would exceed the total
allowable square footage for all signs; would exceed the number of identification signs;
would project into the required building setback area; would be located less than two
hundred fifty feet (250') of an existing ground sign on the same side of the street; and
installing a wall sign that does not face the public right-of-way.
This request is scheduled to be heard by the Zoning Board of Appeals (ZBA) on
Tuesday, July 19, 2011.
Mr. Sheehan explained that the request is to replace the existing wall sign on the west
elevation of the building with a new LG wall sign and to reface the existing ground sign.
Previous variations have been granted and the new owners are looking to update the
signs.
Mr. Sheehan asked if there will be landscaping placed around the base. The ground
sign as it currently exists does not have any landscaping around the base. Mr. Flink
advised that they were not planning on adding any landscaping but they could provide
landscaping if requested. Mr. Sheehan stated that landscaping is required around the
base of all ground signs by the sign code. Landscapping that will be visible and present
year round is preferred. He suggested that the Petitioner provide a landscaping plan for
the ZBA to review. He has no issues with the proposed signs as depicted.
Com. Windecker inquired about the hours of illumination for the signs. Mr. Flink replied
that he has not thought about the hours that they would have the signs illuminated. Mr.
Sheehan advised Mr. Flink to discuss the proposed hours of illumination and bring that
information to the ZBA meeting as well. Mr. Sheehan added that there may be a
residential area located across the street. Com. Windecker stated that the ZBA typically
requires signs to be turned off at 10:00 p.m. Mr. Flink stated that they would most likely
like to keep the sign on all night. Mr. O'Brien added that the sign face is routed
aluminum and only the lettering will be illuminated. The grey background will not be
illuminated. The lettering will not be very bright. Mr. O'Brien stated that he could
possibly provide a rendering of what the sign would look like when illuminated at night.
Com. Windecker confirmed that the LG logo is red and grey.

RECOMMENDATION
The ART has determined that the appearance of the signs as proposed meets the
criteria set forth in the Village of Buffalo Grove Appearance Plan and are in harmony
with the building and are compatible with the surrounding area subject to the petitioner:
1. Providing an acceptable landscaping plan; and
2. Providing the hours of illumination of the signs for review by the ZBA.
The request for variance from the Sign Code will be heard at July 19, 2011 Zoning
Board of Appeals meeting.

Zoning Variation — To allow the existing air conditioning unit to remain in the corner side
yard

PROPOSAL
Request is being made by Jeff and Laurie Parker, 1020 Plum Grove Circle, for variance
of Zoning Ordinance, Section 17.20.030, pertaining to Building height, bulk and lot
coverage, for the purpose of allowing the existing air conditioner unit to be located in the
corner side yard.
Mr. Sheehan explained that the air conditioning unit was installed without a permit. The
unit was replaced in the same location as the previous unit.
Mr. Sheehan believes that the current unit appears to be very large. He would like to
see some type of vegetation screen placed in front of the unit to block the view from the
street. He would prefer arborvitae or a similar year-round plant material. So long as
there is vegetation screening the unit from the right of way, he does not have any issues
with the unit remaining in its current location. The landscape plan shall be reviewed by
the Village Forester. Other ART members agreed that the unit did indeed appear very
large. It was suggested that the specification information for the unit be provided for the
ZBA to review.
There were no additional questions or comments.
RECOMMENDATION
ART recommends approval of the variance subject to the following:
1. A landscaping plan is to be submitted to the Village for review and approval.
The petitioner should make every attempt to have this information available
for the ZBA to review at the July 19, 2011 meeting.
2. The specification information on the air conditioner to be provided for the ZBA
meeting. .
The request for the Zoning Ordinance variation will be heard at the July 7, 2011 Zoning
Board of Appeals meeting.

PROPOSAL
Request is being made by Maria Rude, 970 Lucinda Drive, to construct a covered porch
on the front of the home. The materials will match the existing construction in like kind
and quality.
Mr. Wallace believes that the covered porch will improve the look of the front of the
home. Mr. Sheehan agrees that it would be a nice enhancement.
