PROPOSAL
Request is being made by Icon Identity Solutions, 1418 Elmhurst Road, Elk Grove
Village, Illinois 60007 on behalf of BMO Harris Bank, 1190 McHenry Road, for variance
of Sign Code, Section 14.20.030, pertaining to Business Districts; and Section
14.20.070, pertaining to Ground Signs, for the purpose of replacing the existing ground
sign that is located closer to the property line than permitted.
Mr. Sheehan noted that the public hearing notice published indicates that the ground is
to be refaced when in fact the ground sign is to be replaced with a new ground sign.
This is a Scribner's error and should not effect the petition, but he will confirm with the
Village Attorney.
Mr. Sheehan also noted that the existing ground sign appears to be thirteen (13) feet in
height and the new ground sign is being proposed at eighteen (18) feet in height. The
setback distance of both the existing ground sign and the new proposed ground sign
must be verified.
Ms. Roberts explained that the colors of the proposed ground sign coincide with the
new branding image for BMO Harris Bank. There are only a few approved sign
packages for ground signs. In Illinois, this is the first round of bank conversions. She is
not sure if the conversions have occurred in other areas.
Mr. Sheehan confirmed with Ms. Roberts that the existing ground will be replaced with
the proposed ground sign. Mr. Sheehan requested that a corrected Plat of Survey be
submitted showing the correct dimensions of the proposed ground sign to the property
line. The sign rendering shows the existing ground sign is setback ten (10) feet from the
center base of the sign to an unknown location. The setback distance must be
measured from the leading edge of the sign to the property line.
Mr. Sheehan believes that the proposed new ground sign is oversized for the location.
He advised Ms. Roberts that she may want provide additional size options for the
Zoning Board of Appeals (ZBA). The ZBA typically recommends ground sign heights to
be approximately twelve (12) to fifteen (15) feet in height. The sign code is at the tail
end of being re-written with a 15 foot restriction. He suggested either having a
representative from BMO Harris Bank present at the ZBA public hearing, or having
authorization from BMO Harris Bank allowing her to make modifications concerning the
height of the proposed ground sign. Without that ability the ZBA can only vote on what
is proposed or table the matter to a future date, having this ability can help to expedite
the ZBA process.
Com. Steingold agrees with Mr. Sheehan concerning the height of the proposed ground
sign.
Ms. Roberts stated that it appears that the setback dimensions noted in the sign
renderings submitted with the variation application is not correct. She will provide a
corrected sign drawing and will verify the setback of both the existing ground sign and
the proposed ground sign and will provide a corrected Plat of Survey prior to the ZBA
public hearing.
Mrs. Berman inquired if a representative from BMO Harris Bank usually attends the
public hearings. Ms. Roberts stated that typically a representative is not present.
However, she will request that a representative attend the upcoming public hearing, or
provide her with direction as to what options they would be willing to accept.
Mr. Sheehan stated that Sign #3 in the sign rendering is different from the previously
approved signs at 500 Half Day Road. Ms. Roberts advised that Sign #3 is a different
sign and that the wall signs at the 500 Half Day Road location are all channel letter wall
signs.
Mr. Sheehan confirmed with Ms. Roberts that the proposed signs are back lit. Ms.
Roberts stated that the proposed signs are back lit.
Mrs. Berman stated that she prefers a more subtle appearance but she has no issues
with the colors of the proposed signs.
Com. Steingold inquired about the hours of illumination of the current and proposed
signs. Ms. Roberts stated that she is not sure of the hours of illumination for the existing
signs and assumes that the hours will remain the same. Mr. Sheehan requested that
Ms. Roberts provide the hours of illumination for the existing and proposed signs and
also confirm if just the copy and logo will be illuminated on the ground sign.
Mr. Pfeil stated that if the new ground sign would be located closer to the property and
higher than the existing ground sign it would be problematic. Ms. Roberts stated that
she will inquire about going with a smaller, more proportionate ground sign.
Mrs. Berman advised that the landscaping would need to be restored around the base
of the ground sign after the installation of a new ground sign. Mrs. Berman also
requested that a full size copy of a corrected Plat of Survey be provided.
There were no additional questions or comments from the ART members.
RECOMMENDATION
The ART has determined that the appearance of Sign#2 and Sign #3 as proposed
meets the criteria set forth in the Village of Buffalo Grove Appearance Plan and is in
harmony with the building and is compatible with the surrounding area.
The ART believes the eighteen foot high ground sign as submitted is too large for the
location served, but will withhold any recommendation concerning proposed Sign #1
(ground sign) until the following information has been provided:
1. The correct location and setback of the existing ground sign; and
2. The correct location and setback of the proposed ground sign;
3. The hours of illumination for both the existing and proposed signs; and
4. The type of illumination; full sign face or copy and logo only.
This request is scheduled to appear before the ZBA on Tuesday, December 20, 2011.

ATTACHED GARAGE ADDITION IN THE SIDE YARD AND LAUNDRY ROOM
ADDITION ON THE REAR OF THE HOME

PROPOSAL
Request is being made by Mitchell and Carol Sexner, 130 Pinyon Pine Court North, for
variance of Zoning Ordinance, Section 17.40.020, pertaining to Area Height, Bulk and
Placement Regulations, for the purpose of constructing an attached garage addition that
would encroach a distance of two feet four inches (2'4") into the required nine foot (9')
side yard setback.
The homeowner is also proposing to construct a mudroom addition onto the rear of the
home. This addition does not require a variance.
The materials are to match the existing construction in like kind and quality.
There were no additional questions or comments from the ART members.
RECOMMENDATION
The ART has determined that the appearance of the two (2) additions as proposed
meets the criteria set forth in the Village of Buffalo Grove Appearance Plan and is in
harmony with the building and is compatible with the surrounding area.
This request is scheduled to appear before the ZBA on Tuesday, December 20, 2011.
