2012-02-01 - Appearance Review Team - Minutes Board or Commission: ❑Appearance Review Team Document Type: ❑Agenda 0 Minutes Meeting Date: 02/01/2012 Type of Meeting: ❑ Regular Meeting ART (Appearance Review Team) Meeting FEBRUARY 1, 2012 950 BUSCH PARKWAY, XTREME TRMPOLINES SIGN CODE VARIATION — TEMPORARY AND PERMANENT GROUND SIGN PRESENT Ghida Neukirch, Deputy Village Manager Brian Sheehan, Deputy Building Commissioner/Operations Robert Pfeil, Village Planner Nidhi Vaid, Associate Planner Joseph Wallace, Plan Examiner Louis Windecker, ZBA Commissioner Mr. Eric Beck, Xtreme Trampolines PROPOSAL Request is being made by Xtreme Trampolines, 950 Busch Parkway, for variance of Sign Code, Section 14.20.050, pertaining to Industrial Districts; Section 14.20.070, pertaining to Ground Signs; and Section 14.20.180, pertaining to Temporary Identification Signs, for the purpose of allowing both the temporary identification ground sign and the permanent ground sign to be located closer to the property line than permitted. Mr. Sheehan provided an overview of the request. Mr. Beck is requesting locate both the temporary and the permanent ground sign closer to the property line than is permitted by the Sign Code. There is a large setback along with a utility easement along Busch Parkway which required the signs to be setback a distance from the roadway. Currently there is a temporary ground sign on the property. The trees located on the property could cause shielding of both the temporary and permanent ground signs. There is a permit for the current temporary sign. Mr. Beck stated that his request will come down to whether the Village Engineer feels comfortable with the proposed placement of the signs. He feels that the existing temporary sign is in the trees. He would like to make the sign visible form the street. Mr. Pfeil asked Mr. Sheehan where the easements are actually located. Mr. Sheehan advised that he is waiting to receive specific dimensions from the Village Engineer. Mrs. Neukirch asked about existing permanent ground signs on the property. Mr. Sheehan stated that there is an existing ground sign at the corner of Corporate Grove Drive and Busch Parkway. There is also an existing temporary leasing sign on the property. The Cooper Lighting ground sign is located two hundred sixty eight (268) feet to the east of the proposed ground sign. Mrs. Neukirch asked Mr. Sheehan if the Cooper Lighting sign is setback. Mr. Sheehan stated that the Cooper lighting sign is setback approximately the same distance that proposed ground sign is required to be setback pursuant to the Sign Code. Com. Windecker asked about the size of the existing temporary sign. Mr. Beck stated that the size of the existing temporary sign is six (6) feet by eight (8) feet. Mrs. Neukirch recommends that landscaping be placed around the base of the permanent sign. She also believes that it make sense to locate the sign right outside of the tree line. Mr. Beck explained that his is a unique situation in that he is a retail business located in an industrial park. Most ground signs in this area are to allow visitors or delivery drivers to locate the facilities. Mr. Sheehan stated that due to the larger than usual setback, he does not have an issue aesthetically, but the location of the utilities and easement need to be verified. Com. Windecker asked Mr. Beck how much street frontage he occupies. Mr. Beck stated that he occupies fifty thousand (50,000) square feet of the one hundred ten thousand (110,000) square foot building. Com. Windecker asked Mr. Beck what if another tenant came in and wanted to install a ground sign as well. Com. Windecker asked what if another retail business looks to locate in the same building. Mrs. Neukirch advised that the landlord would then be required to provide a Uniform Sign Package for the entire building. At that point, the proposed ground sign may need to be changed. Mr. Sheehan advised that based on the fact that there is a current leasing sign on the property, the landlord is looking to lease out more space in that building. Mrs. Neukirch advised that R.G. Ray is completely out of the building and Rexam occupies some space. There were no additional questions or comments from the ART members. RECOMMENDATION The ART has determined that the appearance of the temporary ground sign and permanent ground sign as proposed meets the criteria set forth in the Village of Buffalo Grove Appearance Plan and is in harmony with the building and is compatible with the surrounding area subject to the following: 1. The Village Engineer review concerning the location of the easement and the utilities; and 2. Provide a landscape plan prior to the Zoning Board of Appeals meeting on February 21, 2011. This request is scheduled to appear before the ZBA on Tuesday, February 21, 2012. Note: Subsequent to the meeting the Village Engineer advised that the north line of the utility easement is 30 feet 6 inches north of the back of the curb on the north side of Busch Parkway.
