SIGN CODE VARIATIONS — PROPOSED GROUND SIGNS

PROPOSAL
Mr. Mangurten reviewed the proposal. The request was previously presented to the
Zoning Board of Appeals (ZBA) at which time they were seeking a variance for two (2)
ground signs; one (1) ground sign along Dundee Road and one (1) ground sign along
Arlington Heights Road. At that time, the ZBA recommended eliminated one (1) of the
proposed ground signs. Since that time, there has been an introduction of a drive
through for a proposed Starbuck's. They have eliminated the proposed ground sign
along Arlington Heights Road and Starbuck's has provided a proposed directional sign
plan. The proposed ground sign along Dundee Road has been reduced by two (2) feet
in height and the site has been revised to depict that proposed directional signs.
Starbuck's is also proposing to install a pre-order and menu board ground signs.
Starbuck's has been advised that there is a Uniform Sign Package that would apply to
all exterior wall signs for this property and that they would need to conform to the Sign
Package.
Mr. Sheehan confirmed that there is an approved Uniform Sign Package for the
property. If Starbuck's request falls outside that Package, they would need to seek
separate approval.
Mr. Mangurten stated that it is his understanding that the menu board is considered a
second ground sign. Mr. Sheehan asked Mr. Mangurten for clarification on the purpose
of the pre-order menu board sign. Mr. Mangurten explained that the purpose of the
pre-order menu board is to allow customers more time to place their order. Mr.
Sheehan asked Mr. Mangurten if the pre-order menu board would have a speaker to
allow customers to place their order. Mr. Mangurten advised that, to the best of his
knowledge, there would not be a speaker in the pre-order menu board.
Mr. Sheehan advised the ART that the dimensions of the proposed menu board fall
within the size allowances contained in the proposed Sign Code.
Mrs. Neukirch asked Mr. Sheehan if the location of menu board were to change, would
the Petitioner be required to come back to the Village for approval. Mr. Sheehan
advised that it depends on how the Ordinance is worded. Mr. Sheehan asked Mr.
Mangurten to find out if the possibility exists that Starbuck's may, in the future, want to
move the menu board ground sign and provide that information. Mr. Sheehan also
advised that all the proposed directional signs meet the Sign Code criteria.
Mr. Sheehan stated that he does not have any concerns with the revised proposal. Mrs.
Neukirch, Mr. Pfeil and Mrs. Berman also do not have any concerns.
Com. Steingold stated that he believes that the ZBA will ask for the purpose and
necessity for the pre-order menu board. Mrs. Neukirch advised Mr. Mangurten to have
that information available for the ZBA. Com. Steingold added that, in his opinion, most
people go to Starbuck's knowing what they will order. Mr. Pociejewski stated that the
intent of the pre-order menu board is to decrease the time that cars are waiting in the
drive through.
Mr. Mangurten added that the color rendering for the proposed Starbuck's directional
signs depicts the sign base color to be black. He asked Starbuck's to change that base
color to dark bronze so that all of the ground signs would compliment each other. He
advised that Starbuck's agreed to change the color to dark bronze.
There were no additional questions or comments.
RECOMMENDATION
The ART has determined that the appearance of the ground signs and as proposed
meets the criteria set forth in the Village of Buffalo Grove Appearance Plan and is in
harmony with the building and is compatible with the surrounding area subject to the
following:
1. Provide information concerning the necessity of the pre-order menu board
ground sign; and
2. Provide information concerning the possibility of relocating the menu board
ground sign in the future.
This request is scheduled to appear before the ZBA on Tuesday, February 21, 2012.
