2012-08-09 - Appearance Review Team - Minutes Board or Commission: ❑Appearance Review Team Document Type: ❑A e g nda 0 Minutes Meeting ate: 08/09/2012 Type of Meeting: ❑ Regular Meeting ART (Appearance Review Team) Meeting AUGUST 9, 2012 28 CHESTNUT COURT WEST, FLAHERTY RESIDENCE ZONING VARIATION — SUNROOM ADDITION PRESENT Brian Sheehan, Deputy Building Commissioner/Operations Carol Berman, Deputy Building Commissioner/Administration Robert Pfeil, Village Planner Joseph Wallace, Plan Examiner Louis Windecker, ZBA Commissioner Brad Roosevelt, Four Seasons Sunrooms Kevin Kazimer, Kioxin Architects PROPOSAL Request is being made by John and Katherine Flaherty, 28 Chestnut Court West, for variance of Zoning Ordinance, Section 17.40.020, pertaining to Area, Height, Bulk and Placement Regulations, for the purpose of constructing a sunroom addition that would encroach a distance of eight (8) feet into the required forty (40) foot rear yard setback. Mr. Kazimer explained that the color elevation rendering. The color photograph on the right shows the existing sunroom addition. The color photograph on the left is the proposed sunroom addition superimposed onto the house. A material sample board was submitted which depicts the materials and colors of the eaves, gutters, downspouts and flashing for the proposed sunroom addition. Mr. Roosevelt added that the bottom panels will be constructed out of a poly vinyl material. Mr. Kazimer continued to explain that most sunroom additions are white in color. The proposed sunroom is a toned version similar to the existing sunroom that was constructed in 1997. The existing sunroom was constructed on top of a deck. The deck will be removed and the proposed sunroom will have its own foundation. The proposed sunroom will be more energy efficient. Mr. Sheehan asked what material the roof will be constructed of. Mr. Kazimer stated that the roof will be glass panels to match the glass panel walls of the sunroom. The glass will have a brown tone. Mr. Pfeil asked if the previous sunroom addition had a variance. Mr. Sheehan replied that the existing sunroom was constructed under a permit, but there is no record of a variance being granted. The proposed sunroom will not encroach any more into the yard than the existing sunroom. Mr. Pfeil asked about whether the neighboring property owners would be affected by the sunroom. Mr. Kazimer explained that the rear of the property backs up to the Arboretum Golf Course. The neighbors on either side are shielded by landscaping and vegetation. There were no additional questions or comments from the ART members. RECOMMENDATION The ART has determined that the appearance of the sunroom addition as proposed meets the criteria set forth in the Village of Buffalo Grove Appearance Plan and is in harmony with the building and is compatible with the surrounding area. This request is scheduled to appear before the ZBA on Tuesday, August 21, 2012. Prepared by: Julie Kamka Building & Zoning Department ART (Appearance Review Team) Meeting AUGUST 9, 2012 190 MCHENRY ROAD, KNOCKOUT BUFFALO GROVE WALL SIGN - SIGN CODE VARIATION AND DEVIATION TO TOWN CENTER SHOPPING CENTER SIGN CRITERIA PRESENT Brian Sheehan, Deputy Building Commissioner/Operations Carol Berman, Deputy Building Commissioner/Administration Robert Pfeil, Village Planner Joseph Wallace, Plan Examiner Louis Windecker, ZBA Commissioner Kimberly Russell, Signs of Distinction Terry Diegel, Managing Partner, Title Boxing Club PROPOSAL Request is being made by Knockout Buffalo Grove, 190 McHenry Road, for variance of Zoning Ordinance, Section 17.44.060.E.6, pertaining to Signs, for the purpose of allowing the wall sign to exceed the maximum permitted square footage of 75 square feet by 12.08 square feet; and Deviation to the Town Center Shopping Center Sign Criteria — For the purpose of allowing 2 embellishments: one located on each side of the wall sign that do not pertain to name and nature; and to allow the total length of the wall sign to exceed 30 feet by 4 feet 10 inches. Ms. Russell explained that Title Boxing Club has an existing wall sign that was installed under permit. They are proposing to add the boxing glove logo to either side of the existing wall sign. The length of the current wall sign is thirty (30) feet, the maximum permitted by the Town Center Shopping Center Criteria. The addition of the boxing glove logos would increase the overall length of the sign by four (4) feet ten (10) inches and would also increase the total square footage of area. The height of the logos would be the same as the channel letters and the logos would be flush mounted to the wall just as the channel letters. Mr. Sheehan asked why the existing wall sign was designed to the maximum length and size knowing that the boxing glove logos would be pursued, thus requiring a variance as well as a deviation. Mr. Diegel stated that he is not sure why the wall sign was designed that way. The wall sign was designed so that if the boxing glove logos were not approved, they would be utilizing the maximum amount of signage. Everbrite is the national sign company. Ms. Russell added that she is the local installer. She told Everbrite about the restriction with the logos. Everbrite felt that if the sign was smaller it would be difficult to read due to the setback off of the roadway. Mr. Diegel added that there is a tree located in front of the lease space. When traveling north you cannot see the sign very well. Traveling south you can see the sign. The logos are eye-catching and easier to identify. Com. Windecker asked Mr. Diegel if the logos are used more than the business name for promoting the business. Mr. Diegel responded that the logos are used to promote that business. Com. Windecker asked Mr. Diegel about other Title Boxing Club locations that use the logos in the sign. Mr. Diegel stated that all the locations have the boxing glove logos. The closest location would be in Schaumburg. They also have another location in Naperville. Mr. Pfeil asked Mr. Diegel if the proposed sign is the same size as the sign in Schaumburg. Mr. Diegel stated that the sign in Schaumburg is smaller than the proposed sign because the Schaumburg location does not have nearly as much frontage. Schaumburg did not have any issues with the use of the logos. Com. Windecker asked if they will be utilizing the tenant panel on the ground sign along Lake Cook Road. Mr. Diegel stated that have been discussing that tenant panel and they are working with the landlord to secure that space. Mrs. Berman advised that a permit would be required for a tenant panel sign. There were no additional questions or comments from the ART members.
