Senior Celebration Day is designed to celebrate the contributions older adults have made and continue to make to the quality of life in our communities. Co-sponosred by High School District 214 and surrounding municipalities, it represents an opportunity to illustrate the extent of community resources, private and public, that are available to seniors. The 12th Annual Senior Celebration Day event will be held at Randhurst Shopping Center from 9 AM to 5 PM. Entertainment, presentations and services such as health screenings will be available throughout the day free of charge to seniors. This is a follow-up to the Village Board discussion on Tuesday, February 22, 2000 concerning the Village's Noise Ordinance and Amusement Permit Regulations. Briefly, the proposed ordinance does not change the existing definition of noise. As requested by the Village Board, construction regulations relating to hours of work are added to the Noise Ordinance, based on the unwritten policy for construction activity. Background. Currently, the Village Ordinance identifies the use or operation of a sound amplification device, noise within a multiple-family structure, and violations and penalties that may be imposed. The unwritten policy for construction activity is to limit work hours to 7:00 a.m. to 7:00 p.m. during weekdays and 8:00 a.m. to 7:00 p.m. on weekends. This limitation is particular only to noise generated at construction sites, but not all construction activities (i.e. electrical, plumbing, drywall work, and so forth). Certainly, education of our rules and regulations is a continuous practice, and enforcement is often challenging. However, setting the recommendations described herein will enable the Village staff to follow a prescribed set of guidelines, and offer the written regulations to contractors whereby enabling the staff to enforce consistently and appropriately. No change recommended: Village of Buffalo Grove Ordinance. 9.38.020 Noise prohibited. It is unlawful to use or operate a sound amplification device from ten-thirty p.m. to eight a.m. local time Sunday through Thursday and from one minute after midnight to eight a.m. local time Friday, Saturday and holidays, so that the device produces distinctly and loudly audible sounds beyond the boundary of the property, parcel, street or place from which the sound originates. (Ord. 94-85 § 53 (part), 1994). Recommendation to add the following: 9.38.037 Construction Regulations - Hours of Work. No work associated with (a) interior construction that produces distinctly and loudly audible sounds beyond the boundary of the property, (b) the preparation of land for development, or (c) exterior construction or exterior reconstruction of a structure, shall be allowed to occur on any weekday prior to 7:00 A.M. nor after 7:00 P.M. No such activity shall be allowed to occur on either Saturday or Sunday prior to 8:00 A.M. nor after 7:00 P.M. Activities subject to these limitations shall include, but not be limited to, noise generating activities such as the operation of engines, equipment, hammers, power tools and similar equipment. The Village Engineer, or designee, may grant permission for work outside the above stated hours due to unique circumstances. The proposed Ordinance has been reviewed by legal counsel and the Integrated Management Team consisting of Bill Balling, Ghida Sahyouni, Dick Kuenkler, Leo McCann, Ed Schar, and Brian Sheehan. In October, 1999 an Integrated Management Team was established to review a local businesses outdoor music concerts and provide a recommendation for the 2000 Concert Series. Committee members consisted of Leo McCann, Ed Schar, Brian Sheehan, and Ghida Sahyouni. The Committee created a permit application and addressed other issues relating to the health, welfare, and safety of the public when coordinating such events. Recommended Definition: Section 5.08.010 Definition - Amusement Activity An "amusement activity" within the terms of this section includes art festivals, concerts, carnivals, circuses, fairs, trade shows, trade amusements, boxing and wrestling exhibitions, traveling shows and any other similar or related type of activity, conducted for the furtherance of a business enterprise. School, Park District, other organization exemptions Past practice has indicated that baseball, soccer and football games organized by schools; park district sports events; churches, and other nonprofit, educational, eleemosynary, charitable or political organizations organizing similar events shall continue to be exempt from the amusement activity regulations. Revised Amusement Activity Permit Application The attached application shall be adopted and replace the existing application. After termination of the original contractor for failure to perform,proposals to complete the project were solicited from two contractors with a history of providing quality work for the Village on other projects. Bartlett Heating and Air Conditioning's proposal was $136,868.00. Martin Petersen Company's proposal was $27,093.00. It is recommended that the construction contract to complete the PSC HVAC Replacement and Ventilation Improvements project, in the amount of$27,093.00,be awarded to Martin Petersen Company at the Village Board's April 3, 2000 regular meeting. It is recommended that we replace the current locations with new signs and add an additional sign in northern Buffalo Grove, possibly Buffalo Grove Road at Rt. 22. A cost per unit is requested within the RFP; the Village may increase the number of signs within the community at a later date. It is also requested that we re-locate the community organization signs to one central location. Preliminary discussions with the Park District indicate they would consider placing a community board of organizations at Emmerich Park, across from the municipal complex, off of Lake Cook Road. The Village would also promote these organizations on our web site, on the marquee, and the Village's public access channel. This is an estimate quantity that may be increased or decreased at the discretion of the Village. The shape, design, and color of the sign will be left to your creative staff; however, the signs should be free of any decorative symbols or icons. The signs must have a protective coating to guard against vandalism. Please note that the Village encourages proposals for partial brick signs. The wording on the proposed signs should read "Village of Buffalo Grove"; incorporating the Village's logo, see attachment 1. The Village reserves the right to accept or reject any or all proposals. Reflectorization or illumination of the sign face is desirable, but not required. No flashing lights or moving parts will be allowed. Any color other than red, orange, or yellow may be used for the sign background. The signs shall be constructed and installed by August 31, 2000. The selected bidder must comply with Cook County, Lake County, and Illinois Department of Transportation regulations. Three (3) copies of the sealed proposal for the construction and installation of the entrance signs are requested and must be received at the Village Hall, 50 Raupp Blvd., Buffalo Grove, Illinois 60089, Attention: Village Clerk's Office. The proposals shall be received on or before, but no later than 3:00 p.m., Friday, May 5, 2000.
