ELECTIONS The Village Clerk noted that October 10,2000 is the last day to register to vote before the November 7,2000 election;she urged everyone to be sure that they are registered. The polls will be open from 6:00 A.M.until 7:00 P.M.on November 7`b. Election judges are needed in both counties,and more information can be obtained by contacting the County Clerk's office in either county. The municipal election will be held on April 3,2001. There will be three trustee positions open,and petitions may be circulated beginning October 25,2000. The filing period begins at 8:00 A.M.on Monday,January 15,2001. DAILYHERALD REPORTER President Hartstein introduced Steve Zalusky,the new reporter representing the Daily Herald. TOWN CENTER President Hartstein welcomed three new stores that have recently opened in the Town Center: My Gym,Books Again,and Shoes for the Sole. COMMISSIONS President Hartstein noted that the Civic Involvement and Recognition Commission,the Arts Commission and the Youth Commission have all had their first meetings and he looks forward to working with them during the coming year. ROAD IMPROVEMENTS President Hartstein reported that the light improvement at Buffalo Grove and Thompson Boulevards should be in by the end of the year. Also,work has commenced on the temporary light at Weiland Road for Aptakisic Jr.High School. Trustee Braiman noted the letter regarding the directional signal at Armstrong and Lexington,and asked that staff to review the letter and come back to the Board with a recommendation. Trustee Berman asked that the situation at Lexington and Pauline also be reviewed. Trustee Marienthal asked for a report from staff on the section of Buffalo Grove Road between Route 83 and Deerfield Road,since he has noticed surveying crews at that location lately. Trustee Berman thanked Mr.Brimm for his efforts in obtaining the video on the Lake County Transportation Improvement Project and getting it aired on Channel 6;he suggested publicizing this program so that all residents have more of an opportunity to see the program. �-� CONDOLENCES President Hartstein extended the sympathy of the Board to the Hoffman Estates community and the family of Michael O'Malley;he commented on the many accomplishments of President O'Malley and noted that he will be missed. 11007 9/18/2000 VILLA VERDE FIRE Trustee Braiman commented on the Fire Department Code 3 held following the recent Villa Verde fire;he commended the Department for an excellent job and noted that the program will be televised on Channel 6;a cause has not been identified and everything seemed to be up to code when it was built 20+years ago,but did not have some current code requirements. Trustee Braiman suggested that the Village promote bringing compliance up to date and offering the Village department services to bring older buildings up to current code. President Hartstein stated that staff emphasized the importance of sprinklers,and strongly encouraged all tenants and condo owners to purchase content insurance for their personal belongings. MANAGEMENT REPORT Mr.Brimm noted the submittal of the Management Report for August,2000;he stated that staff will prepare the report requested by Trustee Marienthal on the properties within the Building&Zoning report. Mr.Brimm then answered a question from Trustee Johnson regarding golf rounds. NORTHWEST MUNICIPAL CONFERENCE Mr.Brimm reviewed a request from the Northwest Municipal Conference with regard to the Special Assessment of Legal Services—Legal Challenge to Illinois Telecommunications Infrastructure Maintenance Fee Act. Moved by Hendricks,seconded by Johnson,to approve a contribution to the Northwest Municipal Conference with regard to the Special Assessment of Legal Services—Legal Challenge to Illinois Telecommunications Infrastructure Maintenance Fee Act. Trustee Berman noted that this is an extremely important piece of litigation and the return on the investment will be significant. TRAFFIC SAFETY AWARD Chief McCann reviewed the Illinois State Police Traffic Safety Award received recently by the Buffalo Grove Police Department from the Illinois State Police for traffic safety programs reflecting the police department's strong commitment to citizen safety. The police department was chosen as the I'place winner in the Championship class of the 1999 Illinois Safety Challenge. Chief McCann presented the award to President Hartstein on behalf of the police department,and thanked the Board for their consistent support of department policies. President Hartstein thanked all the members of the police department for their dedication and hard work. QUESTIONS FROM THE AUDIENCE President Hartstein asked if there were any questions from the audience;there were none. BUFFALO GROVE GOLF COURSE MAINTENANCE BUILDING ✓ Motion to authorize a bid waiver for a chemical mixing and storage unit for the Buffalo Grove Golf Course Maintenance Building project because there is only one manufacture currently approved by the Illinois Environmental Protection Agency and the Illinois Department of Agriculture for this application and award of the purchase contract to The Eagle Companies. GOLFVIEW LIFT STATION POWER GENERATOR—Award of Bid Motion to award the bid for the Golfview Lift Station Power Generator to Adlite Electrical Company,Inc.in the amount of$36,831. Scott Gendell of Terraco,Inc.briefly reviewed the request of the developer,referring to the Landscape Plan during his presentation;details of this presentation are contained in the Village Board Meeting Agenda Item Overview prepared by Mr.Pfeil. Trustee Berman stated that this plan is much better than the previous plan;he has concerns about access and circulation;he wants assurance from the developer that,if problems occur,they will continue to work with the �-� Village. Mr.Gendell stated that the Village has his pledge on that matter. Trustee Berman stated that the landscaped island will add to the plan,and stated that they believe that this plan will be a welcome addition to the Village. BALLING DATE: SEPTEMBER 27, 2000 SUBJECT: DISCUSSION AND DIRECTION OF A GATED COMMUNITY FOR THE MANCHESTER SUBDIVISION The Villas of Manchester Greens, with the concurrence of the Manchester Greens Condo Assn. Phase II, and Manchester Greens Condo Assn. Phase I, recommend a security gate to be installed on the southern end of Manchester Drive at Church Road. Cut through traffic has been a persistent problem, according to the residents, and this being a private street, a gated community is being pursued. If the Village Board supports this request, we believe we can deal with this as a minor change to the Planned Unit Development Ordinance and that ordinance could be drafted and considered for the October 16 meeting. Background and supporting information on the PUD is noted as follows: 1. The original PUD was approved in 1988 as ordinance 88-82 which stipulated that gates depicted on the plan at the guard house along Old Checker Road were to be eliminated. 2. The 1993 PUD amendment (ordinance 93-17, exhibit B) approved the 58 Villa units, which depicts a gatehouse at the Church Rd. intersection. The Appearance Commission recommended that the gatehouse should be removed from the plan at their meeting of May 27. It appears that the Village Board accepted this recommendation on June 7, 1993. There was subsequent discussion by the Plan Commission on August 4, 1993 of fencing of individual Villa lots and removal of the gate house, but the developer abandoned the request to allow Villa owners to install fencing. There was no further consideration by the Plan Commission concerning the fencing. The Plan Commission did indicate its concurrence that the gatehouse proposal along Church Rd. could be removed from the approved plan. 3. The Plats of Subdivision for the various phases of Manchester Greens development did not create a public access easement on Manchester Drive. It is a privately owned and maintained road. Ordinance 92-17 does require that the ingress/egress easement be provided at Manchester Ct. for the property east of Manchester Greens. 4. There are several associations in Manchester Greens and there are cross easements allowing access to Manchester Drive for unit owners in all phases of the development. Neither the Police nor Fire Departments, as a general rule, are supportive of gated communities. Public Safety believes that these gated communities can reflect a deterrent to the emergency access to the properties and increase response times. Specific comments from the Police and Fire Departments are as follows: Police Department 1. While the proposal indicates that the presence of a Police-Fire loch box holding a transmitter, it does not address the failsafe measures such as backup systems that operate during power outages and electronic equipment malfunction. 2. A traffic concern is warranted for non-resident vehicles that mistakenly pull into the entrance, realize that the gate restriction exists, and find themselves with a vehicle blocking them in from the rear. This confusion can create a traffic safety concern for 2 or more vehicles being forced to back out on to Church Road. Fire Department 1. The Fire Department recognizes that a large vehicle automatic gate opener is provided, however only 3 Fire Department emergency vehicles, the 3 Quints, will be able to activate the gates. The engines, ambulances, squad and Incident Command vehicle wheel bases are too short to activate the gate. Also, the loch box with transmitter is unacceptable, as it would waste too much time in an emergency. 2. The wheel base separation would have to be reduced to our smallest responding vehicle, 13' 8", the Incident Command vehicle, to accommodate the appropriate Fire response. Finally, I am enclosing the packet of information which was provided by Rowell Management which attempts to describe the technical aspects of the gate. It should be noted that, functionally, as I understand it, once in the subdivision traveling south, the gate will automatically open without need for key pad activation. I conclude that the proposed gate can be allowed as a minor change to the P.U.D., assuming that the Police and Fire Departments confirm that the gate will not create public safety problems. I suggest that the request be presented to the Village Board for their concurrence. Part of this presentation should include appropriate plans submitted for review by the Village Engineer and Building Commissioner. The plans should clearly delineate the private property line at the intersection of Manchester Drive and Church Road and show that the gate would be located on private property. As background information supporting my conclusion concerning a minor change to the P.U.D., please note the following: 1. The original P.U.D. approved in 1988 (Ordinance 88-82) stipulated that the gates depicted on the plan at the guardhouse along Old Checker Road were to be eliminated. I think a P.U.D. amendment would be required to allow a gate on the Old Checker Road side of the property. 2. The 1993 P.U.D. amendment (Ordinance 93-17, Exhibit B) approving the 58 villa units depicts a "gatehouse" at the Church Road intersection. The Appearance Commission recommended that the gatehouse should be removed from the plan at their meeting on May 27, 1993. It appears that the Village Board accepted this recommendation on June 7, 1993. There was subsequent discussion of fencing on individual villa lots and removal of the gatehouse by the Plan Commission on August 4, 1993, but the developer abandoned the request to allow villa owners to install fencing. There was no further consideration by the Plan Commission concerning fencing.The Plan Commission did indicate its concurrence that the gatehouse proposed along Church Road could be removed from the approved plan. 3. The plats of subdivision for the various phases of the Manchester Greens development did not create a public access easement on Manchester Drive. It is a privately owned and maintained road. (Ordinance 93-17 does require that an ingress-egress easement be provided at Manchester Court for the property east of Manchester Greens.) 4. As we have discussed before, there are several associations in Manchester Greens, and there are cross-easements allowing access to Manchester Drive for unit owners in all phases of the development. Permit Does Not Grant Exclusive Rights The Permit and Rider do not grant TDS exclusive rights of use or enjoyment of any municipal right-of-way. TDS shall respect the rights and property of the Village and other authorized users of streets, sidewalks, easements, power poles, street light poles, vaults, conduits and rights-of-way, and property owners. 4. Indemnification of Village TDS shall indemnify, defend and hold harmless the Village and its officers, employees, agents and representatives from and against any and all damages, losses and expenses, including reasonable attorneys fees and costs of suit or defense, to the extent arising out of the negligent, careless or wrongful acts, omissions, failures to act of misconduct of TDS or its affiliates, officers, employees, agents, contractors or subcontractors in the construction, operation, maintenance, repair or removal of the Work. Dundee Road, Buffalo Grove, IL 60089. Mr. Green said Plaza Verde East was purchased last year by Aetna Development and at that time significant changes were made, including elimination of some spaces, the construction of a Walgreen's and changes in the parking area. At that time a new exterior was developed for Plaza Verde East Shopping Center and a sign package was approved. The sign package is the same as Plaza Verde East The new owner purchased Plaza Verde West for the purpose of opening a banquet facility. There are four (4) buildings on the site. The south building is about 20,000 square feet. It had one (1) tenant that occupied 1,500 square feet and that tenant's lease expired in the summer.The banquet facility will occupy 17,000 square feet of the south building. The Plaza Verde West will differ from Plaza Verde East with the addition of a porte cochere which will be centered on the north face of the building and a canopy will be added for the protection from the elements of people arriving and leaving through the porte cochere. None of the parking spaces will be altered. The porte cochere will be constructed with the same green metal that matches the metal awning.All the materials and colors are identical to Plaza Verde East. The pone cochere will be the last feature to be built. They want to work on the interior during the winter to complete the main structure by the end of March and be open for banquets in April 2001 The hair salon's lease has expired but they will be using the facility for about 6 to 8 weeks and then move to Plaza Verde East. Mr. Green said they are seeking approval of the aesthetics of the revised elevations including the materials and colors and sign. Com. We have gone ahead and purchased traffic control equipment for our driveway, and we are prepared to be out en masse to help students and parents learn the system that we have developed. As we discussed in our conversation, we believe that the Village of Buffalo Grove can aid us in increasing the safety and efficiency of our after school pedestrian and auto traffic with the placement of a "No Left Turn" sign on the south side of Plum Grove Circle across from the entrance to Cooper Middle School. (The entrance is the east driveway in front of the building.)This restriction would only need to be in effect on school days from 3:00 to 4:00 PM, and that could be denoted on the sign. We do believe that this sign will discourage drivers from traveling eastbound on Plum Grove Circle at the end of the school day. This will not only make traffic flow more smoothly, but it will also increase the safety of our many students who walk home from Cooper on a daily basis. I have enclosed a copy of the traffic pattern as it is being distributed to all Cooper families, and I look forward to seeing the "No Left Turn" sign in the ground across from school. On the other side of this page is a map that highlights the points outlined here. • The pattern is designed to move traffic near the school from east to west and from north to south. Once on Terrace Place, cars may proceed to Plum Grove Circle and turn west. • On Plum Grove Circle or its side streets, cars may wait only in those areas marked with stars (* *). Zaremba Group has submitted the attached packet in response to comments by the Village Board at the meeting on May 15. A revised market feasibility evaluation is included in the packet. The plan proposes a CVS/pharmacy building of 10,880 square feet and a National City Bank building of 2,800 square feet. Both buildings would have drive-through facilities. The revised site plan shifts the buildings northward on the site, and the buildings are now separated by the drive-through facility for the bank as well as by the trash enclosure area. Access to the drive-through facilities for both uses is now provided from the north side of the site. The landscaped yard along Dundee Road has been decreased from a width of 42 feet on the previous plan to 20 feet on the proposed plan. A continuous row of 32 parking spaces is depicted along Dundee Road. This row should be broken with a landscaped island. The landscaped yard along Buffalo Grove Road is proposed to be 12 feet in width. This is the ordinance minimum, and I suggest that the developer explore alternatives to increase this landscaped yard to 15 feet in width. The developer should confirm if any portion of the north lot line abuts residential property in Wheeling. The B-3 District requires a buffer yard of 12 feet in width and a screen 6 feet in height abutting residential property. The pharmacy service window is at the northeast corner of the building. The developer should explain the planned location for vehicles to queue for the drive-through and indicate how many stacking spaces will be provided.The developer should discuss if the window could be shifted farther west along the north side of the building, and if a by-pass lane could be provided to allow vehicles to leave the queue. It appears that access to the trash enclosure for service vehicles would be provided via the entrance to the pharmacy drive-through lane. The developer should comment concerning potential conflicts between vehicles using the pharmacy drive-through and service vehicles. The plan provides the required six vehicle stacking spaces for the four drive-in teller positions at the bank. In particular, the study assesses the quality of this site as a retail location and the sales opportunity available to the proposed CVS unit. Site Characteristics,Location,and Accessibility The subject site is presently occupied by a branch office of National City (Bank (NCB) that offers drive-through lanes. Encompassing somewhat more than 2 acres, the site is not fully utilized in its current format. Redevelopment of the site would replace the existing NCB facility with a downsized building of just under 3,000 square feet with four drive-through lanes on the eastern portion of the site. CVS would construct a store of nearly 11,000 square feet with a drive-through lane to the west of the bank, a positioning that provides full visibility from both Dundee and Buffalo Grove Roads. Ingress and egress to and from the site is excellent via entryways on Dundee and Buffalo Grove Roads. Both these roadways are four-lane facilities having left turn lanes at the intersection. Dundee Road carries over 30,000 vehicles per day, a very .heavy traffic level that reflects its role as a connector between SR 53 and the Tri-State Tollway. It is noted that traffic counts of this magnitude are generally found in the vicinity of regional enclosed malls. Buffalo Grove Road carries a lesser, but still significant, 17,500 vehicles per day. RDR's experience with other properties indicates that this level of vehicular traffic significantly enhances a convenience retailer's sales opportunity, particularly for those offering drive-through lanes. The ease of quickly accessing a store in conjunction with high existing traffic volumes can produce a significant level of incremental sales. Given the high level of traffic at this intersection, non-resident sales of between 30% and 50% of CVS's total volume will result from traffic passing through the area. This type of patronage —generated from existing vehicular traffic—is significant since it does not increase traffic volumes at the location. ' The Dundee and Buffalo Grove Roads intersection represents a very accessible community-scale shopping hub. Its key facilities — an older Dominick's supermarket, j Zimmerman's Hardware, and branch banks corroborate the everyday convenience shopping character of the location. Dominick's, Zimmerman's, and the banks are well situated to serve their convenience customer traffic. On the other hand, Mark Drugs occupies an older, less visible store in the Continental Restaurant Plaza, an older center on the northwest comer of the Dundee-Buffalo Grove intersection. This center suffers from some vacancy and is in need of renovation. Overall, the Dundee-Buffalo Grove intersection functions as a key "gateway"for the Village of Buffalo Grove. In this sense it affords an initial impression of the; village. The redevelopment of its northeast comer with two highly visible new facilities in a well planned retail center will serve as a catalyst for further improvements to other properties a at the intersection. These improvements will occur as increased retail sales and the potential for higher rents are noted by other property owners. 1 realty development research, inc. Trade Area Definition Retailers derive sales from two general sources -- population resident in the area and visitors to the area, both daytime and tourist. Resident trade area. The geographical area potentially served by a new CVS store at the subject location has been reviewed in two ways — a 1 mile ring radius area and a competition-sensitive trade area. • 1 mile ring radius area. The use of a 1 mile ring radius definition is an approach to trade area definition that is often used in the drug store industry. This relatively small-sized area for a retail facility reflects the convenience nature of the very large majority of trips to drug stores by resident patrons. The positioning of stores competitive to the Buffalo Grove/Dundee Roads location makes less appropriate the use of the 1 mile radius as an indicator of the home locations of resident shopping patrons. In particular, the location of a competitive focal point 1 mile to the north and the absence of significant competition within two to three miles to the south makes the use of a competition-sensitive trade area more appropriate. • Competition-sensitive trade area. Competitive stores will be able to intercept potential patrons of the proposed CVS store inside a 1 mile radius from three directions. First, the location of a retail focal point 1 mile to the north .at the SR 83/Lake-Cook Road intersection effectively truncates the trade area in this direction. Included in this northerly retail area are a 24 hour Walgreen's with drive-through lanes and a 24 hour Jewel-Osco. Just to the north is a new Cub supermarket in the Buffalo Grove Town Center while a Wal-Mart store is located to the east on Lake- Cook Road. The combined attraction of these stores truncates the trade area in the northerly direction to about 0.5 mile. Second, the presence of a Jewel-Osco with a drive-through lane and a planned Walgreen's store about 1.5 miles to the west at the intersection of Dundee and Arlington Heights Roads constrains the subject site's retail draw in this direction to about 0.75 of a mile. Finally, a change in the demographics of the population residing in Wheeling to the east of SR 83 in conjunction with a Kmart store limits the draw of the subject location to the east to just under 1 mile. Conversely, a new drug store at the subject location will be able to draw more strongly from the south due to a number of factors. First, competitive facilities are more distantly situated. A new-Walgreen's store at the comer of SR 83 and Camp McDonald Road in Prospect Heights —about 3 miles to the southeast— represents the only competition in this direction. Similarly, the large concentration of retail facilities at the intersection of Palatine, Rand, and Arlington Heights Roads in Arlington Heights is just under 3 miles distant to the southwest. The number of retail facilities at this location in conjunction with its greater regional attraction generates an intensity of activity that limits its attractiveness as a convenience shopping location. In other words, a drug store shopper will prefer the convenience of a free-standing store over this location since it affords easier accessibility especially if drive-through lanes are available. Walgreen's appears to 2 realty development research, inc. understand this reality since they have surrounded their older store in Arlington Heights at Town & Country Center with new freestanding stores. If they follow the practice established in other areas, they will ultimately close this older store. On the basis of these distance and competitive factors, RDR believes that a new CVS store at the subject location will be able to draw more strongly to the south and southeast. The trade area defined on the basis of the positioning of the above discussed competitive facilities extends about 0.5 mile to the north,just under 1 mile to the west, about 0.75 mile to the east, and well over I mile to the south and southeast. The attached map at the end of the report depicts both the 1 mile radius and the trade area defined on the basis of the above competitive facilities. Non-resident market. The key non-resident market segment at the subject location is the vehicular traffic passing through the area, particularly on Dundee Road where traffic counts are in excess of 30,000 per day. A good portion of this traffic is related to work- generated trips. The convenience afforded by the freestanding CVS with drive-through lanes will be highly attractive to time-constrained working parents. Trade Area Population Trend, Demographics,and Income For any retail facility the number of persons as well as their related interest in and ability to purchase goods and services is a vital indicator of the available sales opportunity. These residents' socio-economic characteristics are profiled for the defined trade area in attached Table 1. The population residing in the defined trade area is considerable. In 1998, this area was estimated to include nearly 23,000 persons according to Applied Geographic Solutions, a private data vendor recognized by the retail industry as a reliable source. The forecast for the year 2003 anticipates a small gain in population of about 2,000, resulting in a level of close to 25,000 persons. The trade area includes a strong representation of relatively youthful family households with a larger than average number of household heads aged 25 to 34 years. The larger numbers of persons in these prime childbearing years have also produced a slightly greater than average number of children aged 5 years or less. j The trade area population is also well educated and very frequently employed in executive/professional occupations. The percentage of persons with four or more years of college was over 60% higher than the national average while the proportion in executive/professional employment also considerably exceeded the national benchmark. i The 1998 average household income in the trade area was close to $75,500. This significantly exceeded the 1998 national average of close to $53,000. Thus, trade area disposable income is relatively high which augers well for area retailers including drug stores. Overall, slightly above average numbers of young children in conjunction with higher than average levels of education and income are especially strong indicators of a higher propensity to purchase health care and related items. When this spending potential is 3 realty development research, inc. combined with that from the non-resident market, a very significant market for a new drug store is available at the subject intersection. Competitive Landscape The drug store and related competitors impacting the Dundee/Buffalo Grove Road intersection are profiled in attached Table 2 and are indicated on the map that appears before the tables at the end of the report. Subject location. Dominick's and Mark Drugs currently provide the only prescription service at the subject intersection. Dominick's recently added a small prescription department to its store and probably handles no more than 500 prescriptions per week. Mark Drugs operates a less visible store that is heavily focused on hospital supplies and equipment. Reportedly this store generates 500 prescriptions per week, high for a unit offering so little in customer amenity. Neither of the stores offers a drive-through service. Just over 0.5 mile east of the subject location at the southeast corner of Dundee and Laurel Roads, a new freestanding Walgreen's store is under construction that will offer drive-through lanes. Lake-Cook Road/SR 83/Buffalo Grove Road. Located about 1.1 mile north of the subject site, this intersection is a major focal point in the Buffalo Grove/Wheeling area. A new freestanding Walgreen's store offering both 24 hour service and drive-through lanes caps the west side of the intersection. The store is very successful with a reported prescription count of about 4,000 per week. Immediately across SR 83 on the northeast corner of the intersection is a Jewel-Osco also offering 24 hour service but no drive-through. Reportedly, this store: is producing about 2,600 prescriptions per week. Just to the north in the new Buffalo Grove Town Center there is a new Cub supermarket with a small prescription department but no drive-through. This store is reported to be generating about 500 prescriptions per week. To the east of this key focal point on the south side of Lake-Cook Road is a large Wal- Mart that also is accessible from SR 83. While the store provides neither 24 hour y operation nor drive-through service, it, nevertheless, is reported to produce about 2,000 prescriptions per week. A Sam's Club also is situated at this location but has not been included since it is a membership operation. SR 83/13undee Road. This intersection in Wheeling, somewhat more than 1 mile from the subject location, is dominated by an older freestanding Kmart store. The store primarily serves the Wheeling area — particularly lower to middle income shoppers. While it offers only a prescription department with no drive-through, it produces about 1,500 prescriptions per week. n Dundee/Arlington Heights Roads. This location is in the southwest corner of Buffalo Grove about 1.5 miles west of the subject site. It offers a Jewel-Osco outlet in an endcap position in a small strip center at the northwest comer of the intersection. A drive-through lane appears to have been recently added. The store's reported 4 realty development research, inc. prescription count is 1,600 per week, which probably does not reflect the full impact of the new drive-through capability. Walgreen's is adding a new store at the Plaza Verde Center on the southwest corner of this intersection directly across Dundee Road from Jewel-Osco. A sign has been erected indicating that Walgreen's is coming, but actual construction has not yet begun. Lake-Cook/Arlington Heights Roads. Situated about 1.8 miles from the subject location in the western portion of Buffalo Grove, this intersection is dominated by a Dominick's supermarket anchoring a small strip center. While it offers neither 24 hour service nor drive-through capability, the store reportedly produces a respectable prescription count of 1,500 per week. SR 83/Camp McDonald Road. This location about 3 miles southeast of the subject site offers a new freestanding Walgreen's store at the northeast corner of the intersection. This unit will undoubtedly be very successful, producing what RDR estimates will be in excess of 2,000 prescriptions per week. Rand/Palatine/Arlington Heights Roads. Just under 3 miles to the southwest of the subject location in Arlington Heights is a major retail focal point including ,a number of drug store and related competitors. Both Walgreen's and Dominick's are presently represented at Town & Country Center on the west side of Rand Road. It is believed that both these less convenient older stores have been impacted by new competition from new drug stores, supermarkets, and discount stores. Similarly, the Jewel-Osco anchor in the Northpoint Center— a strip center on the east side of Rand Road — also has probably lost drug sales. Units of Kmart and Cub in a strip center immediately to the south of Palatine Road also lack the convenience of new area competitors. Two of the new competitors —Target and Dominick's —are located just to the south at the southeast comer of Rand and Old Willow Roads in very convenient freestanding facilities. It is noted that this second Dominick's represents a conversion of a former Omni supermarket. It is believed that both Walgreen's and Dominick's will eventually close their stores at Town & Country. In the latter case the larger Dominick's store just to the:south provides greater selection and more shopper convenience. In the former case more conveniently located Walgreen's stores surrounding Town & Country store will increasingly make this older store redundant. These changes reflect the growing importance of convenience in both the grocery and drug store business. This changing shopper preference strengthens the role of the Dundee/Buffalo Grove Roads intersection as a location for a freestanding drug store. Drug Store Spending Potential Drug store spending potential represents the total market available in the trade area for drug stores and other facilities selling similar merchandise. Spending potential is the product of the trade area population and per capita expenditure for drug store type merchandise in a particular year and is developed from long term studies of consumer expenditures developed by the U.S. Department of Labor, Bureau of Labor Statistics. This information has been computed for the years 2000 and 2003 for the defined trade area and is presented in terms of 1998 constant dollars to preclude the effect of any 5 realty development research, inc. future inflation that may occur. A small increment of 0.5% per annum has been included to account for"real' increases in income. As shown in attached Table 5, the drug store spending potential available in the defined trade area is expected to be about $20.0 million in the present year(2000) and can be expected to increase to about $21.2 million in 2003 expressed in constant 1998 constant dollar terms adjusted for anticipated "real" income growth. CVS Drug Store Opportunity at Dundee and Buffalo Grove Roads The market opportunity available to a new CVS drug store facility at the subject location has been addressed in two ways: 1) the relationship of the trade area effective drug store representation to the customer base; and 2) a share of market spending potential analysis. Both methods are based on empirical approaches that have been reliably used in drug store market feasibility evaluation. Effective drug store representation. The two key factors in this analysis are the size and socio-economic makeup of the customer base and the number of drug stores effectively in operation in the trade area. A per store range of between 5,000 and 10,000 persons has been established by industry practitioners as one method of evaluating the level of available market support for drug stores. Trade area population at the lower end of the range is acceptable if demand is increased by various other factors. The presence of larger numbers of children and/or senior population enhances both prescription demand and drug store sales. It also has been found that higher levels of education and income positively impact the sales of health care and related merchandise. Finally, a non-resident market of significant size is another positive factor affecting drug store sales. The relative strength of each of these factors serves to lessen the number of persons necessary to support a drug store facility. In the subject situation, the trade area offers a normal sized child component and a lower elderly population. At the same time, the household income level is very high and there is significant opportunity to capture sales from the non-resident market as reflected in the very high vehicular traffic counts at this location. Assessing the degree to which drug stores and other pharmaceutical product purveyors located within and adjacent to a given trade area are effective within it is another aspect of this analytical approach. In order to weigh the relative impact of drug merchandise competition, trade area chain drug stores have been weighted at 70% trade area effectiveness while the other ti competitors (in this case, a supermarket and independent drug store) have been rated at 50% and 100%, respectively. These weightings reflect the greater or lesser trade area extent of each of these store types. Non-trade area competitors are:weighted at still lesser percentages depending on their proximity to the trade area boundary. Those facilities more removed are not included in the calculation since the very strong convenience orientation of drug store shopping negates their trade area impact. The calculations incorporated to determine the number of drug stores that will be effectively represented within the trade area assuming the operation of CVS are presented in attached Table 3. As shown, the two chain drug stores that are assumed 6 realty development research, inc. to be operative in the trade area (the Walgreen's under construction, and the proposed CVS) have been rated assuming 70% of their sales will be trade area derived. On the other hand, non-chain Mark Drugs has been rated assuming 100% of its sales are trade area derived. Finally, the Dominick's supermarket has been rated at 50% assuming 50% of its sales are trade area derived. The closest non-trade area competitors —Walgreen's, Jewel-Osco, and Wal-Mart to the north, Kmart to the east, and Jewel-Osco and a Walgreen's about to be constructed to the west— have been rated at levels between 12.5% and 25% each. In other words, these percentages represent the portion of their sales that will be derived from the subject trade area. Finally, these percentages are assumed to represent a portion of a store. On this basis, the full effective store representation within the trade area would be the equivalent of 4.15 stores. If the trade area population in 2003 -- 24,880 -- is contrasted with the 4.15 effective store count, a population per store of nearly 6,000 is indicated (see the bottom of Table 3). RDR believes that this level is a very adequate level of support when all the key demand generating indicators are taken into account. Thus, the operation of a new CVS drug store in the competitive context of this trade area appears to be market supportable on the basis of this methodology. Market share analysis. This approach to market feasibility is oriented to the forecasting of a sales opportunity indication. The indicated level of sales; opportunity is assessed from a dollars per square foot standpoint in order to ascertain if viable operation is attainable. The foundation of a drug store market share evaluation is the number of estimated prescriptions per week effective within the trade area. The number of prescriptions per week has been shown to be an excellent proxy for overall sales. Prescription estimates for existing operators were obtained from reliable sources while those RDR made for stores under construction were based on the drug chain's competitive ability in the Chicago area. The prescription estimate for CVS was made after further assessing its competitive ability, the strength of area competitors, and the quality of the subject location. Attached Table 4 highlights the current and estimated future total and effective trade area prescription counts. As shown, the total effective trade area derived weekly prescription count is presently estimated at 5,500. At the same time, only 1,250 of this total number is accounted for in the trade area itself—about 23% of the total. In other words, peripheral stores currently account for the bulk of the trade area activity. The addition of new trade area drug store representation will change this situation markedly by providing greater convenience for large numbers of trade area residents. The convenience factor is especially important during inclement weather when medication is needed quickly. With two new trade area drug stores —Walgreen's and CVS—the total prescription count generated from the trade area is projected to increase from an estimated 5,500 to 7,750, a gain of somewhat more than 40%. It is important to note again that a large percentage of prescriptions are derived from non-resident population. An estimated 30% of this increase or 675 prescriptions per week will be generated from this source 7 realty development research, inc. and will be new to the area --that is, produced by providing a more convenient shopping option. The majority of the balance represents prescriptions transferred from more remote locations. This shift is evidenced by the increased trade area share of total prescriptions -- 51.6% versus the current 22.7%. In order to develop a market share capture level of drug store spending potential for CVS, the effective share of future trade area prescriptions per week has been used -- as was noted above— as a proxy for overall store sales. The level of market share was again evaluated in the context of the competitive strength of the subject location and, in particular, on the basis of CVS's relative ability to compete with Walgreen's. On this basis, it has been estimated that CVS can realistically compete-for a market share of 15% of total drug store spending potential. As shown in Table 5, this share yields a trade area sales opportunity of about $3.0 million in the present year(2000) increasing to nearly $3.2 million in 2003, expressed in 1998 constant dollars with only estimated "real" increases in income indicated. A conservative adjustment of 30% of total sales has been incorporated to reflect the impact of non-resident market purchases at the CVS facility. These sales would amount to about $1.3 million in the present year and close to $1.4 million in 2003. Accordingly, the total CVS sales opportunity would range from about$4.3 million in the present year to close to $4.6 million in 2003, again expressed in 1998 constant dollar terms. Assuming CVS implements a store of about 11,000 square feet, these levels of sales represent between $390 and close to$420 per square foot of gross leasable area. These levels of sales represent a very acceptable level of sales productivity for a new drug store facility. Thus, the indicated levels of sales productivity are reflective of a very viable market opportunity for a new CVS drug store at the subject location. a R i 8 realty development research, inc. ,...
