The Zoning Board of Appeals has reviewed this application and recommends approval by
ordinance. The specific variance will permit the construction of an addition at 1073 Whitehall
Drive that would allow the combined side yards to be less than fourteen (14)feet.
Note: There is a required 15 day waiting period to allow for any objection to the ZBA decision
to be filed. This period ends at the close of business on November 1,2000. Recommendation
would be to approve the pertinent ordinance contingent on no objections being filed.

GRANTING A VARIANCE FROM SECTION 17.40.020
OF THE BUFFALO GROVE ZONING ORDINANCE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970; and
WHEREAS, the Owners, Robert and Nancy Pfingston, 1073 Whitehall Drive, Buffalo
Grove, Illinois have requested a variation from Section 17.40.020 of the Buffalo Grove Zoning
Ordinance for the purpose of constructing an addition that would exceed the required combined
side yard setback; and,
WHEREAS, the Zoning Board of Appeals has held a public hearing, received testimony,
prepared minutes, made certain findings, and has made an affirmative recommendation on said
request for variation; and
WHEREAS, the Corporate Authorities of the Village of Buffalo Grove hereby determine
and find that said variation is in harmony with the general purpose and intent of the Zoning
Ordinance, the plight of the owner is due to unique circumstances, and the proposed variation
will not alter the essential character of the neighborhood.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES,
ILLINOIS, as follows:
Section 1 The preceding WHEREAS clauses are hereby adopted by the Corporate
Authorities.
Section 2. A variation is hereby granted to Section 17.40.020 of the Village Zoning
Ordinance to the real property legally described in Exhibit" A" attached hereto.
The specific variation will allow the petitioner to construct an addition that would allow
the combined side yards to be 13 %2 feet, instead of the required combined side yard setback of
14 feet.
Section 3. This ordinance shall be in effect from and after its passage and approval.
This ordinance shall not be codified.

THE BUFFALO GROVE ZONING BOARD OF APPEALS HEREBY MAKES THE FOLLOWING FINDINGS
OF FACT AND CONCLUSIONS:

After due notice, as required by law, a copy of
said publication notice being attached hereto as
Exhibit "C" , the Zoning Board of Appeals held a
public hearing on Tuesday, September 29, 2000 .
The petitioner, testified at the public hearing and presented documentary
evidence.
No individuals testified on behalf of the applicant.
No objectors appeared at the hearing.
No written objections were received.
V. FINDINGS:
The Zoning Board of Appeals finds that the Petitioner's request for
a variation for the purpose of constructing an addition that would
encroach a distance of meets the criteria, set forth in Section
17.52.070, in that:
A.1. The plight of the owner is due to unique
circumstances:
a. When the house was originally constructed the
combined yards were thirteen (13) feet, six (6)
inches.
b. The proposed variation will not alter the essential
character of the neighborhood.
B. Conditions or restrictions imposed: N/A
Addition to match the existing structure.
C. Attached hereto and made a part hereof as
Exhibit "J" are the minutes of the Zoning
Board of Appeals public hearing of Tuesday,
October 17, 2000.
VI. CONCLUSION:
Accordingly, by a vote of 6 to 0, the Buffalo Grove Zoning Board
of Appeals hereby recommends that the Village Board of Trustees
grant the variation requested by Robert and Nancy Pfingston, for
variance of Zoning Ordinance, Section 17.40.020, that would
permit construction of an addition that would allow the combined
side yards to be thirteen (13) feet, six (6) inches, which is
less than fourteen (14) feet; and bring the structure into
conformance with the ordinance.

We have lived in the village for over 8 years. We have traditionally been the hosts for all family events and
holidays. Our family keeps growing-now by a grandchildren population-and it has become apparent that
we are badly in need of a formal family room. Within a mile of our home,we have seen dozens of a family
room addition of the type we are interested in that converts the current garage into a family room and adds
the garage to the front. Our backyard is so small that any sizeable addition in the back would in effect
forsake a backyard. We hope you see clear to approve the necessary,variation or will have no other option
but to move.

Construction of addition that would allow the combined side yards to be less than 14 feet
Mr. Robert Pfingston was sworn in. Notice of the public hearing was published in the Daily Herald on
September 29, 2000. Mr. Pfingston requested a variance because they need more living space and do not
want to move to a different home. They have a Buckingham model and there many houses in the area that
have this hind of addition. He asked for the specific reason for requiring a variance.
Mr. Schar explained that the house was constructed with the combined side yards less than fourteen (14)
feet and the variance will bring the house in to conformance with the requirements of the Ordinance.
The Commissioners had no questions or objections.
Mr. Pfingston said the materials for the addition will match the existing house.
Com. Windecker made the following motion:
I move we recommend that the Village Board of Trustees grant the request made by Robert and Nancy
Pfingston, 1073 Whitehall Drive, for variance of Zoning Ordinance, Section 17.40.020, pertaining to
Area, Height, Bulb and Placement Regulations, that would permit construction of an addition that would
allow the combined side yards to be thirteen (13) feet, six(6) inches, which is six (6) inches less than the
required fourteen (14) feet, per the plat of survey submitted with the application.
Petitioner having exhibited hardship and unique circumstances, the variance will not affect the essential
character of the neighborhood.
The Village Engineer's Review, dated October 5, 2000, states: "...the proposed addition need not affect
the existing drainage in the area.
Com. Horwitz seconded the motion.
Roll Call Vote: AYE—Sandler, Windecker, Teplinslry, Krakauer, Horwitz and Entman

Motion Passed—6 to 0. Findings of Fact Attached.
Item will be on the October 23, 2000Village Board Agenda, but the permit may not be issued in before

The annual Civics Forum gives students an opportunity to participate in local
government policy discussion and formulation. The students are presented with
a timely issue, and are required to create possible solutions/alternatives and
provide a recommendation for action to the Village President and Board of
Trustees.
Buffalo Grove High School's topic will be the "Promotion of the Village's Bike
Path System, " while Stevenson High School will focus on the "Impact of Traffic
Patterns at the Intersection of Armstrong and Lexington Drive."
Buffalo Grove High School's participants, under the guidance of history
teacher Spiro Bolos, are the following: seniors Kevin Hardt, Sonia
Wengerhoff, juniors Brian Lapins, Dan Thalheimer, Brian Willis, Amy Zwikel,
Melissa Weiser, Jenny Jun, Melanie Kannokada, and Chris Mah.
Stevenson High School's participants, under the guidance of social studies
teacher Andy Conneen, are the following: Debbie Seif, Genie Kim, Josh Newman,
Steve Joseph, and Mike Braiman.
