A. Ordinance No. 2008- An Ordinance Amending Chapter 5.20, Liquor
Controls, Class E (President Hartstein)
RECOMMENDATION: Approve by motion.
SUMMARY: Ordinance amendes Chapter 5.20 of the Municipal Code to provide for
the reservation of a Class E Liquor License for the Dasarong Korean Restaurant,
located at 706 S. Buffalo Grove Road.
B. Ordinance No. 2008- An Ordinance Amending Chapter 5.20, Liquor
Controls, Class E, Oishii Thai Restaurant (President Hartstein)
RECOMMENDATION: Approve by motion.
SUMMARY: Ordinance amends Chapter 5.20, Liquor Controls, of the Village's
Municipal Code to authorize the issuance of a Class E liquor license (beer and wine,
for consumption on premises) for Oishii Thai restaurant to be located at 1113
Weiland Road.
C. Resolution No. 2008- A Resolution Approving Disposal of Certain Audio
Tape Recordings of Open Meetings (Clerk Sirabian)
RECOMMENDATION: Approve by motion.
SUMMARY: Resolution provides guidelines regarding the disposal of audio tape
recordings maintained by the Village of open meetings of the Corporate Authorities.
D. Resolution No. 2008- A Resolution Amending the Village of Buffalo Grove
Investment Policy (Trustee Braiman)
RECOMMENDATION: Approve by motion.
SUMMARY: Staff recommends that the Village's Investment and Deposit Policy be
updated to reflect suggested Best Practices pertaining to security and cash
management for public agencies.
E. Resolution No. 2008- Supporting the Vernon Area Public Library District 2009
Year Long Event, 'We the People...A Community of Immigrants."
RECOMMENDATION: Approve by motion.
SUMMARY: The Village Board hereby endorses the intent of this event-which is to
foster mutual understanding, respect and appreciation for each other, and which
supports the common dream of dignity for all. We encourage the residents of the
Village of Buffalo Grove to avail themselves to 'We the People...A Community of
Immigrants" in 2009 as sponsored by the Vernon Area Public Library.

F. Acceptance of Warranty Deed and Authorization of Tax Agreement for Outlot A in
the Villas at Hidden Lake Subdivision (Trustee Braiman)

RECOMMENDATION: Approve by motion.
SUMMARY: Buffalo Properties, LLC, developer of the Villas at Hidden Lake, has
submitted both a tax agreement concerning the payment of real estate taxes along
with a warranty deed conveying Outlot A to the Village as previously agreed.

President Hartstein called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the
Flag.
ROLL CALL
Roll call indicated the following present: President Hartstein;Trustees Braiman,Glover,Berman,Kahn,Trilling

Also present were: Scott Anderson,Acting Village Manager;William Raysa,Village Attorney;Andy Hubbartt,

VILLAGE PRESIDENT'S REPORT
President Hartstein commended the Buffalo Grove Fire Department on another successful Open House this
past weekend. It was again a tremendous event and was enjoyed by many members of the community. This
event was also the occasion of the presentation of the first annual Firefighter of the Year Award given to Public
Education Officer Skip Hart. This award is based upon nominations from peers and is very well deserved.
Public Education Officer Hart was congratulated by the audience and the Board.
President Hartstein read from a Proclamation declaring October 31,2008 as TRICK-OR-TREAT DAY in
Buffalo Grove,and urged both children and parents to limit activities to the hours of 2:00 P.M.to 7:00 P.M.,and
asked that children be accompanied by responsible adults,and urged householders to cooperate in making this a
happy occasion for all youngsters.
President Hartstein read from a Proclamation declaring October 2008 as Canavan Disease Awareness Month
in an effort to raise awareness of Canavan disease and to applaud the efforts of Canavan Research Illinois.

On behalf of LifeSource,Mr. Sheehan presented a plaque to the community,its residents and employees
honoring their commitment to help those in need by donating blood through the Village's Community Blood
Drive program. As of August 2008,7,345 life-saving units of blood have been collected. Mr. Sheehan extended
special thanks to the Blood Donor Commission and the staff liaison for their unwavering support to this cause,
and without whose help,this would not be possible.
President Hartstein noted that our new Emergency Notification System was activated on September 15,2008
and urged residents who did not receive a call to be sure and contact Village Hall to let the Village know of your
contact information.
TRUSTEE REPORTS
The Village Clerk reminded residents that October 7,2008 is the last day for Voter Registration for those who
wish to vote in the November 4,2008 election.
VILLAGE MANAGER'S REPORT
Mr.Anderson noted the submittal of the Monthly Management Report for August 2008;there were no
questions on the report.
MUSCULAR DYSTROPHY ASSOCIATION
A representative from the Muscular Dystrophy Association,once again thanked the extraordinary Buffalo Grove
Fire Department and the Village for their participation in the Fill the Boot program. For the 12'11 year in a row,
the Department has won the Golden Boot Award. This year,the Buffalo Grove Fire Department broke the
$200,000 mark in funds raised for Muscular Dystrophy. Chief Vavra and Firefighter Alexander were thanked
for the dedication put forth in getting the entire Department and Village staff involved in this fundraising effort.
Seth Goldberg,Muscular Dystrophy Ambassador for Buffalo Grove,noted that he really enjoys his role,and was
proud to read and present the plaque honoring the Village for their efforts. The Buffalo Grove Fire Department
has set the bar for fundraising throughout the state. Mr. Goldberg thanked everyone involved for their dedication
to this cause.
A young camp attendee Rachel,noted that she has been attending the camp for 14 years and described her
experiences and noted that attending camps each year have been some of the best times of her life.
On behalf of the MDA,Chief Vavra was presented with a trophy,in honor of winning the Golden Boot Award
by collecting a total of$27,259.90.
Firefighter Joe Alexander thanked the residents and commuters who passed through town and contributed,and
all those associated with the Village who are so supportive of this effort.
President Hartstein thanked everyone involved,and noted that it is occasions such as this that make us especially
proud of our community.
PUBLIC HEARING—SATURN OF ARLINGTON
At 7:52 P.M.,President Hartstein re-opened the Public Hearing concerning the request for variations to the
Village's Sign Code for Saturn of Arlington in Buffalo Grove,915 W.Dundee Road;this Public Hearing is
continued from September 8,2008.
Mr.Battista then commented on the request of the petitioner,noting that if this is approved tonight,they will
erect the signs and be open within a week;he noted that the applications for permit have been submitted and are
waiting for approval for installation.

President Hartstein asked if there were any comments or questions from members of the Board,other public
bodies or members of the audience;there were none.
At 7:56 P.M.,President Hartstein continued this Public Hearing until later on in the meeting when the ordinances
are considered.
QUESTIONS FROM THE AUDIENCE
Brian Langerman,2214 Avalon Drive,commented on recent burglaries in the Village and asked what actions are
being taken to address this situation. Mr.Anderson stated that he will obtain further information and follow up
with Mr.Langerman.
CONSENT AGENDA
President Hartstein explained the Consent Agenda,stating that any member of the audience or the Board could
request that an item be removed for full discussion;there were no such requests. The Village Clerk read a brief
synopsis of each of the items on the Consent Agenda.

BAJWA PROPERTY
Motion to approve Final Plat for Bajwa Property.

contained in Board packets.
Trustee Berman reviewed the reasons why he believes the concerns of the request have been met by the
petitioner and he believes the burden has been met.
President Hartstein asked if there were any comments or questions from members of the Board,other public

Canadian National Railway Company.

President Hartstein thanked Trustee Berman for his tireless efforts on this project. This is a very important issue
for our community and he encouraged residents to contact the STB and lend support for this project.
WATERBURY PLACE
Steve Spinelle of Edward R.James Homes reviewed the request of the developer,details of which are contained
in the Village Board Meeting Agenda Item Overview prepared by Mr.Pfeil.
Trustee Trilling stated that his strongest concern is changing from the townhomes to the rowhomes and the
impact that it would have on the setback.
Mr. Spinelle stated that the request for the change is strictly a marketability issue.
Trustee Berman stated that he believes that part of the charm of the rowhouse is the fact that it presents a very
different type of streetscape.
Mr. Spinelle presented a summary of the status of the project.
Trustee Berman stated that he finds the issue of long-term rental to be very troubling.
Trustee Glover does not have a problem with the rowhomes,but she is also concerned about long-term rentals.
In answer to a question from Trustee Braiman,Mr. Spinelle stated that all the streets are public.
Moved by Braiman,seconded by Berman,to refer Waterbury Place,Second Amendment of Planned Unit
Development,Modification of Preliminary Plan concerning Rowhome and Townhome buildings and re-platting
of single-family detached units to the Plan Commission for review. Upon roll call,Trustees voted as follows:

AMBER MUSIC &DANCE STUDIO
Frank Schwab,representing the property owner,stated that they concur with the proposed use of a dance studio.
They support it because they believe it to be an appropriate use.
Vaida Indriliunas,made a presentation as to the proposed dance studio that she would like to operate at 366
Lexington Drive,details of which are contained in the Village Board Meeting Agenda Item Overview prepared
by Mr.Pfeil.
Mr. Schwab reviewed the traffic and parking configuration of the site.

WHEREAS, the Village of Buffalo Grove is committed to ensuring the safety and security of all
those living in and visiting our Village; and
WHEREAS, fire is a serious public safety concern both locally and nationally, and 82 percent of
the fire fatalities in the United States occur in the home; and residential fires occur every 61
seconds and,
WHEREAS, U.S. fire departments responded to over 381,000 home structure fires causing over
13,000 civilian injuries, and more than 3,000 civilian deaths nd,
WHEREAS, Buffalo Grove Fire Department is dedicated to reducing the occurrence of home fire
injuries and death through prevention and education,.and
WHEREAS, Buffalo Grove residents are responsive to public fire and life safety education
measures and are able to take personal steps to increase their safety from fire; i n�d
WHEREAS, practicing your emergency escape plan will have a positive effect on the home fire
problem; and
WHEREAS, fires can occur at any time, pracbcAg your escape plan during the,day as well as at
night will help prevent painful injuries as well as death; and
WHEREAS, the 2007 Fire Prevention Week theme, "Prevent Home Fires", effectively serves to
remind us all of the simple actions we can take to stay safer from fire during Fire Prevention
Week and year-round.
THEREFORE, I Elliott Hartstein, Village President of Buffalo Grove do hereby proclaim Oi�tober
5- 11, 2008 as Fire Prevention Week throughout Buffalo Grove. I call upon the residents of

On June 2, 2004,the Public Works Department received official notification that on May 26, 2004,the
American Public Works Association (APWA)Accreditation Council awarded accreditation to the Buffalo
Grove Public Works Department,making it the 16th public works agency in the U.S. and Canada and the
3rd public works agency in Illinois to become accredited.
During the past year,the Public Works Department completed the self-assessment phase of the APWA
re-accreditation process, involving a self-assessment of 561 management practices and the submittal of
reports on each practice to APWA. The Department's goal of having all of its practices in full compliance
with the latest update of APWA standards has been accomplished. In July, 2008,the Department
completed the on-site evaluation by APWA to confirm eligibility for re-accreditation. On August 12,
2008,the Department received official notification that the APWA Accreditation Council awarded
re-accreditation to Buffalo Grove's Public Works Department. The APWA's plaque recognizing the
Public Works Department's re-accreditation will be presented to the Village.

On November 6, 2006,the Village Board approved Resolution No. 2006-32,providing guidance for the
Village Clerk regarding the destruction of verbatim records of closed meetings of the Village Board based
upon the following:
• The Village Board has approved of the minutes of the closed meeting,
• No less than 18 months have elapsed since the date of the closed meeting,
• There is no court order requiring the preservation of such verbatim record, and
• The Corporate Authorities of the Village have not passed a motion requiring the preservation of the
verbatim record of a closed meeting.
Recently,there has been discussion regarding the disposal of verbatim records of the Village Board
relative to their meeting in open session. As part of the review specific to the matter and questions posed,
it was determined that there is no clear direction to the Village Clerk and/or staff regarding disposal. To
that end,the attached Resolution has been prepared by Counsel as guidance to the disposal of open
meeting verbatim records, as an expansion of Resolution No. 2006-32,but subject to the following
conditions:
• No less than 48 months will have elapsed since the date of the open meeting,
• There is no court order requiring the preservation of such taped recordings,
• There is no threatened or pending litigation concerning any topic discussed at the open meeting, and
• The Corporate Authorities of the Village have not passed a motion requiring the preservation of the
audio recording of the open meeting.

RESOLUTION NO. 2008 -
A RESOLUTION APPROVING DISPOSAL OF CERTAIN AUDIO TAPE
RECORDINGS OF OPEN MEETINGS
WHEREAS, the Village of Buffalo Grove is an Illinois municipal corporation and home rule
unit pursuant to the Illinois Constitution of 1970; and
WHEREAS, the Village Clerk of the Village of Buffalo Grove makes an audio cassette tape
recording of the Village Board open meetings; and
WHEREAS, said audio recordings are public records as defined by the Illinois Open Meetings
Act(5 ILCS 120/1 et seq.); and
WHEREAS, the purpose of Illinois Local Records Act(50 ILCS 205/1 et seq.) is to provide"for
the efficient and economical management of local records"; and
WHEREAS, the Illinois Local Records Act provides the no public record shall be disposed of
by any officer or agency unless the written approval of the Local Records Commission is first obtained;
and
WHEREAS, concerning the Village's audio cassette tape recordings of its Village Board open
meetings, the Local Records Commission has given its written approval to dispose of or erase upon
adoption of the minutes of that meeting said cassette tape recording; and
WHEREAS, the Local Records Commission has further provided that the original minutes of
Village Board open meetings shall be retained permanently; and
WHEREAS, the Village Corporate Authorities have previously enacted Resolution No. 2006-32
which resolution provides for the destruction of certain verbatim records of closed session and closed
meetings.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF BUFFALO GROVE, LAKE AND COOK COUNTIES, ILLINOIS, IN
THE EXERCISE OF HOME RULE AUTHORITY,AS FOLLOWS:
SECTION ONE: That, provided the minutes of the Village Board open meeting of which the
audio cassette recording was made, have been approved by the Corporate Authorities, the
Village Clerk or a person designated by the Village Clerk may dispose of or erase the audio
cassette tape of said meeting, if there has been compliance with the following conditions:
A. No less than 48 months have elapsed since the date of the open meeting;
B. There is no court order requiring the preservation of such cassette recording;
C. There is no threatened or pending litigation concerning any topic discussed at the open
meeting; and

Attached to this memorandum is a Resolution Amending the Village of Buffalo Grove
Investment Policy and the revised policy. Language was added to the current policy to capture
recommended practices stipulated by the Governmental Accounting Standards Board that pertain to
the use of derivatives, collateralization of public deposits, and mark-to-market practices for local
government investment portfolios. Significant revisions include increasing the required level of
collateralization for uninsured deposits (exceeding FDIC insurance) from 100% to 110% and to
provide for a benchmark the six-month U.S. Treasury Bill as measured against all invested balances
except for the Police and Firefighter's Pension Funds that are managed by separate fund boards.
Pending the President and Board of Trustee's approval of the amendments, the revised policy
will be forwarded to all authorized financial institutions,depositories,and broker/dealers.

VILLAGE OF BUFFALO GROVE
INVESTMENT POLICY
I. Policy:
The Village of Buffalo Grove,as a public agency,has an inherent fiduciary responsibility to properly
account for and manage public funds. Public funds are to be considered current operating funds,
special funds,debt service and other funds of any kind or character belonging to or in the custody
of any public agency (Chapter 30,paragraph 235/1 through 235/7,Public Funds Investment Act,
Illinois Complied Statutes
II. Scope:
This investment policy applies to all financial assets of the Village of Buffalo Grove except for the
Police and Firefighter s Pension Funds which are subject to those individual fund boards.
1. Pooling of Funds
Except for cash in certain restricted and special funds,the Village of Buffalo Grove will
consolidate and reserve balances from all'funds to maximize investment earnings and to increase
efficiencies with regard to investment pricing, safekeeping and administration. Investment
income will be allocated to the various funds based on their respective participation and in
accordance with generally accepted accounting principles.
III. General Objectives:
The primary objectives,in priority order, of investment activities shall be safety,liquidity,and yield:
1. Safety
Safety of principal is the foremost objective of the investment program. Investments shall be
undertaken in a manner that seeks to ensure the preservation of capital in the overall portfolio.
The objective will be to mitigate credit risk and interest rate risk
(a). Credit Risk
The Village of Buffalo Grove will minimize credit risk,which is the risk of loss due to
the failure of the security issuer or backer,by:
• Limiting investment to the types of securities listed in Section VII of this
Investment Policy
• Pre-qualifying the financial institutions,broker/dealers,intermediaries, and
adviser with which the Village of Buffalo Grove will do business in accordance
with Section V
• Diversifying the investment portfolio so that the impact of potential losses from
any one type of security or from any one individual issuer will be minimized.
(b). Interest Rate Risk
The Villa e of Buffalo Grove will minimize interest rate risk,which is the risk that the
marker va ues of securities in the portfolio will fall due to changes in market interest
rates,by:
• Structuring the investment portfolio so that securities mature to meet cash
requirements for ongoing operations, thereby avoiding the need to sell securities
on the open market prior to maturity
• Investing operating funds primarily in shorter-term securities,money market
mutual funds,or similar investment pools and limiting the average maturity of
the portfolio in accordance with this policy (see section VIII).

2. Liquidity
The investment portfolio shall remain sufficiend li9uid to meet all operating requirements that
may be reasonably anticipated.This is accomplishedby structurin the portfolio so that securities
mature concurrent with cash needs to meet anticipated demands �statiA uidity). Furthermore,
since all possible cash demands cannot be anticipated,the portfolio should consist largely of
securities with active secondary or resale markets)dynamic liquidity).Alternatively,a portion of
the portfolio may be placed in money market mutual funds or local government investment pools
which offer same day liquidity for short-term funds.
3. Yield
The investment portfolio shall be designed with the objective of attaining a market rate of return
throughout budgetary and economic cycles,taking into account the investment risk constraints
and liquidity needs. Return on investment is of secondary importance compared to the safety and
liquidity objectives described above.The core of investments is limited to relatively low risk
securities in anticipation of earning a fair return relative to the risk being assumed. Securities shall
generally be held until maturity wit7i the followin exceptions:
• A security with declining credit may be sold early to minimize loss of principal.
• A security swap would unprove the quality,yield, or target duration in the portfolio.
• Liquidity needs of the portfolio require that the security be sold.

IV. Standards of Care:
1. Prudence
The standard of prudence to be used by investment officials shall be the"prudent person"
standard and shall be applied in the context of managing the overall portfolio. Investment
officers acting in accordance with written procedures and this investment policy and exercising
due diligence shall be relieved of personal responsibility for an individual security's credit risk or
market price changes,provided deviations from expectations are reported in a timelyfashion and
the liquidity and tlge sale of securities are carried out in accordance with the terms of this policy.
2. Ethics and Conflicts of Interest
Officers and employees involved in the investment process shall refrain from personal business
activity that could conflict with the proper execution and management of the investment
program, or that could impair their abifity to make impartial decisions. Employees and
investment officials shall disclose any material interests in financial institutions with which they
conduct business. They shall further disclose any personal financial/investment positions that
could be related to the performance of the investment portfolio. Employees and officers shall
refrain from undertaking personal investment transactions with the same individual with whom
business is conducted on behalf of the Village of Buffalo Grove.
3. Delegation of Authority
Authority to mange the Village of Buffalo Grove's investment program is derived from the
following:
The establishment of investment policies is the responsibility of the Village Board. Management
and administrative responsibility for the investment program is hereby delegated to the Finance
Director who,under the direction of the Village Manager, shall establish written procedures for
the operation of the investment program consistent with this investment policy. Procedures
should include references to: safekeeping, delivery vs. payment,investment accounting,
repurchase agreements,wire transfer agreements, collateral/depository agreements and banking
service contracts. Such procedures shall include explicit delegation of authority to persons
responsible for investment transactions. No person may engage in an investment transaction
except as provided under the terms of this policy and the procedures established by the Finance

Director. The Finance Director shall be responsible for all transactions undertaken and shall
establish a system of controls to regulate the activities of subordinate officials. The Finance
Director may from time to time amend the written procedures in a manner not inconsistent with
this policy or state statutes.
The responsibility for investment activities of the Police and Firefighter Pension Funds rest with
the trustees of the respective fund boards.
V.Authorized Financial Institutions,Depositories and Broker/Dealers:
The Finance Director will maintain a list of financial institutions authorized to provide investment
services. In addition,a list will be maintained of approved security broker/dealers selected by credit
worthiness. These may include "primary" dealers or regional dealers that qualify under Secunttes and
Exchange Commission (SEC) Rule 15CM (uniform net capital rule). No public deposit shall be
made except on qualified public depository as established by state statutes.
All financial institutions and broker/dealers who desire to become qualified become qualified
bidders for investment transactions must supply the Finance Director with the following:
• Audited financial statements demonstrating compliance with state and federal capacity
adequacy guidelines
• Proof of National Association of Security Dealers (NASD) certification (not applicable to
Certificate of Deposit counterparties)
• Proof of state registration
• Completed broker/dealer questionnaire
• Certification of having read the Village's Investment Policy
V1. Safekeeping and Custody:
All trades of marketable securities will be executed by delivery vs. payment P) to ensure that
securities are deposited in an eligible financial institution prior to th (DV
e release of funds.
Securities will be held by an independent third- arty custodian selected by the Village as evidenced
by safekeeping receipts in the Vinage's name. The safekeeping institution shall annually provide a
copy of their most recent report on internal controls (Statement of Auditing Standard No. 70,or
SAS 70).
1. Internal Controls
The Finance Director is responsible for establishing and maintaining an internal control structure
designed to ensure that the assets of the Village of Buffalo Grove are protected from loss, theft
or misuse. Details of the internal controls system shall be documented in an investment
procedures manual and shall be reviewed and updated annually. The internal control structure
shall be designed to provide reasonable assurance that these objectives are met.The cone t of
reasonable assurance recognizes that (1) the cost of a control should not exceed the beneps likely
to be derived and (2) the valuation of costs and benefits requires estimates and judgments by
management.
The internal controls structure shall address the following points:
• Control of collusion
• Separation of transaction authority from accounting and recordkeeping
• Custodial safekeeping
• Avoidance of physical delivery securities
• Clear delegation of authority to subordinate staff members
• Written confirmation of transactions for investments and wire transfers
• Dual authorizations of wire transfers
• Development of a wire transfer agreement with the lead bank and third-party custodian
Accordingly, the Finance Director shall establish a process for annual independent review by an

external auditor to assure compliance with policies and procedures.
VII. Suitable and Authorized Investments:
The Village may invest in any type of the security allowed for in Illinois Compile Statutes (30 ILCS
235/2) regarding the investment of public funds. Approved investments include:
• Bonds, notes, certificates of indebtedness, treasury bill, or any other securities now or
hereafter issued,which are guaranteed by the full faith and credit of the United States of
American as to principal and interest;
• Bonds,notes, debentures or other similar obligations of the United States of America or its
agencies;
• Interest-bearing savings accounts,interest-bearing certificates of deposit or interest-bearing
time deposits or any other investments constituting direct obligations of any bank as defined
by the Illinois Banking Act;and is insured by the Federal Deposit Insurance Corporation;
• Short-term obligations of corporations organized in the United States with assets exceeding
$500,000,000 if(i� such obligations are rated at the time of purchase at one of the three
highest classifications established by at least two sfandard rating services and which mature
not later than 180 days for the date of purchase, (ii) such purchases do not exceed 10%of
the corporation's outstanding obligations and (ui) no more than 25% of the Village's funds
may be inves in short-term obligations of corporations;
• Illinois Public Treasurer's Investment Pool (Illinois Funds);
• Consistent with the GFOA Recommended Practice on Use of Derivatives by State and
Local Governments (attachment#1), extreme caution should be exercise in the use of
derivative instruments.
1. CollateraliZation.
It is the policy of the Village of Buffalo Grove and in accordance with the GFOA's
Recommended Practices on the Collateralization of Public Deposits (attachment#2), the Village
requires that funds on deposit in excess of FDIC limits be secured with some form of collateral.
The Village will accept any of the following assists as collateral:
• Government Securities
• Obligations of Federal Agencies
• Obligations of Federal Instrumentalities
• Obligations of the State of Illinois
(The Village reserves the right to accept/reject any form of the above named securities.)
The amount of collateral provided will not be less than 110% of the fair market value of the net
amount of public funds secured.The ratio of fair market value of collateral to the amount of
funds secured will be reviewed monthly,and additional collateral will be required when the ratio
declines below the level required and collateral will be released if the fair market value exceeds
the required level. Pledged collateral will be held in safekeeping by an independent third party
depo the
designated by the Village of Buffalo Grove and evidenced by a safekeeping agreement.
Collateral agreements will preclude e release of the pledged assets without an authorized
signature from the Village of Buffalo Grove.The Village realizes that there is a cost factor
involved with collateralaation and the Village will pay any reasonable and customary fees related
to collateralization.
VIII. Investment Parameters:
1. Diversification
In order to reduce the risk of default,the investment portfolio of the Village of Buffalo Grove
shall be diversified by:
• Limiting investments to avoid over-concentration in securities from a specific issuer or
business sector (U.S. Treasury and Agency securities),

- No financial institution shall hold more than 40%of the Village's investment
portfolio
- Monies deposited at a financial institution shall not exceed 75%of the capital
stock and surplus of that institution.
- Commercial pa er shall not exceed 10%of the Village's investment portfolio.
- Brokered certificates of deposit shall not exceed 250 o of the Village's investment
portfolio.
• Investing in securities with varying maturities and
• Continuously investing a portion of the portfolio in readily available funds such as local
government investment pools (LGIPs) money market funds or overnight repurchase
agreements to ensure that appropriate liquidity is maintained in order to meet ongoing
obligations.
2.Maximum Maturities
To the extent possible, the Village of Buffalo Grove will attempt to match its investments with
anticipated cash flow requirements. Unless matched to a specific cash flow, the Village will not
directly invest in securities maturing more than three years from the date of purchase.
Reserve funds and other funds with longer-term investment horizons may be invested in
securities exceeding three year if the maturities of such investments are made to coincide as
nearly as practicab a with the expected use of funds.
Because of inherent difficulties in accurately forecasting cash flow requirements,a portion of the
C tfolio should be continuously invested in readily available funds such as LGIPs,money market
fds,or overnight repurchase agreements to ensure that appropriate liquidity is maintained to
meet ongoing o�gations.
IX. Reporting:
The Finance Director shall prepare as investment report at least monthly,including a management
summary that provides an analysis of the status of the current investment portfolio and the
individual transactions executed over the month. This management summary will be prepared in a
manner which will allow the Village to ascertain whether investment activities during the repporting
period have conformed to the investment policy. This report should be provided to the Village
Manager and Village Board.The report will include the following:
• Listing of individual securities held,by fund, at the end of the reporting period.
• Average weighted yield to maturity of portfolio.
• Listing of investments by maturity date.
• Percentage of total portfolio which each type of investment represents.
1. Per Standards
The investment portfolio will be managed in accordance with the parameters specified within this
policy. The portfolio should obtain a market average rate of return during a market/economic
environment of stable interest rates. Portfolio performance should be compared to appropriate
benchmarks on a regular basis. The benchmarks shall be reflective of the actual securnttes being
purchased and risks undertaken, and the benchmark shall have similar weighted average as the
portfolio.
2.Market Yield
The Village's investment strategy is passive. Given this strategy, the basis used by the Finance
Director to determine whether market yield are being achieved shall be the six-month U.S.
Treasury Bill.

3.Marking to Market
The market value of the portfolio shall be calculated at least quarterly and a statement of the
market value of the portfolio shall be issued at least quarterly.This will ensure that review of the
investment portfolio,in terms of value and price volatility has been performed consistent with
the GFOA recommended Practices on"Mark-to-Marketracrices for State and Local
Government Investment Portfolios and Investment Pools" (attachment#3). In defining market
value,considerations should be given to the GASB Statement 31 pronouncement.
X. Investment Po}Icy Adoption:
The Village of Buffalo Grove's investment policy shall be adopted by resolution of the Village
Board oftrustees.This policy shall be reviewed on an annual-basis by the Finance Director and any
modifications thereto must be approved by the Village Board of Trustees.

Use of Derivatives by State and Local Governments for Cash Operating and
Reserve Portfolios(1994 and 2002)
Background. Derivative products are financial instruments created from or whose value
depends on (is derived from) the value of one or more underlying assets or indexes of asset
values. Derivatives include instruments or features such as collateralized mortgage
obligations (CMOs), interest-only (IOs) and principal-only (POs) securities, forwards,
futures, currency and interest rate swaps, options, floaters/inverse floaters, and
caps/floors/collars. It still remains the responsibility of each government to determine what
constitutes a derivative product and what is allowable by policy and statute.
Recommendation. The Government Finance Officers Association (GFOA) urges state and
local government finance officers to exercise extreme caution in the use of derivatives and to
consider their use only when they have developed a sufficient understanding of the products
and the expertise to manage them. Because new derivative products are increasingly complex,
state and local governments should use these instruments only if they can evaluate the
following factors,among others,to determine their appropriateness:
1. Governmental entities must observe the objectives of sound asset and liability
management policies that ensure safety, liquidity, and yield within legally allowable
investments. Because of the risks involved,the use of derivatives by governmental entities
should receive particular scrutiny. Certain derivative products may not be appropriate for
all governmental investors. Characteristics of such products can include high price
volatility, illiquid markets, products that are not market-tested, highly leveraged products,
products requiring a high degree of sophistication to manage, and products that are
difficult to value.
2. Governmental entities should understand that state and local laws may not specifically
address the use of derivatives and examine such considerations as
• the constitutional and statutory authority of the governmental entity to execute
derivative contracts,
• the potential for violating constitutional or statutory provisions limiting the
entity's authority to incur debt resulting from the transaction, and
• the application of the governmental entity's procurement statutes to derivative
transactions.
3. Governmental entities should be aware of all the risks associated with use of derivatives,
including counterparty credit, custodial, market, settlement, and operating risk.
4. Governmental entities should establish internal controls for each type of derivative in use
to ensure that these risks are adequately managed. For example,
• the entity should provide a written statement of purpose and objectives for
derivative use;
• written procedures should be established that provide for periodic monitoring
of derivative instruments;
• managers should receive periodic training and have sufficient expertise and
technical resources to oversee derivative programs;
• recordkeeping systems should be sufficiently detailed to allow governing
bodies, auditors, and examiners to determine if the program is functioning in
accordance with established objectives; managers should report regularly on
the use of derivatives to their governing body and appropriate disclosure
should be made in official statements and other disclosure documents;and
• reporting on derivative use should be in accordance with generally accepted
accounting principles, and because use of these instruments is a complex
matter, early discussion with public accountants is essential to determine if
specialized reporting may be required.
5. Governmental entities should be aware if their broker/dealer is merely acting as an agent
or intermediary in a derivatives transaction or is taking a proprietary position. Possible
conflicts of interest should be taken into consideration before entering into a transaction.
6. Governmental entities should be aware that there may be little or no pricing information
or standardization for some derivatives. Competitive price comparisons are
recommended before entering into a transaction.
7. Governmental entities should exercise caution in the selection of broker/dealers or
investment managers and ensure that these agents are knowledgeable about, understand
and provide disclosure regarding the use of derivatives, including benefits and risks.The
entity should secure written acknowledgment from broker/dealers that they have
received, read, and understood the entity's debt and investment policies, including
whether derivatives are currently authorized under the entity's investment policy and
that the broker/dealer or investment manager has ascertained that the recommended
product is suitable for the governmental entity.
8. Governmental entities are responsible for ensuring this same level of safeguards when
derivative transactions are conducted by a third party acting on behalf of the govern-
mental entities.
9. Government Entities should analyze the materiality of a transaction closely to determine
if it might affect a bond or other credit—related rating of such entity. Rating agencies
should be notified at the appropriate time, before a transaction is completed.

Collateralization of Public Deposits(1984, 1987, 1993,and 2000)
Background. The safety of public funds should be the foremost objective in public fund
management. Collateralization of public deposits through the pledging of appropriate
securities or surety bonds by depositories is an important safeguard for such deposits.
State programs pertaining to the collateralization of public deposits have generally proven
to be beneficial for both the public sector and its depositories.
However, federal law imposes certain limitations on collateral agreements between
financial institutions and public entities in order to secure public entity deposits. Under
certain circumstances, the Federal Deposit Insurance Corporation (FDIC) may be able to
avoid a perfected security interest and leave the public depositor with only the right to
share with other creditors in the pro rata distribution of the assets of a failed institution.
Recommendation. The Government Finance Officers Association (GFOA) favors the
use of pledging requirements as protection for state or local government's deposits. GFOA
further favors and encourages state and local governments to establish adequate and
efficient administrative systems to maintain such pledged collateral, including state or
locally administered collateral pledging or collateral pools. To accomplish these goals,
GFOA recommends the following:
1. Public entities should implement programs of prudent risk control. Such programs
could include a formal depository risk policy, credit analysis, and use of fully secured
investments. In the absence of an effective statewide collateralization program, local
officials should establish and implement collateralization procedures.
2. State and local government depositors should take all possible actions to comply with
federal requirements in order to ensure that their security interests in collateral
pledged to secure deposits are enforceable against the receiver of a failed financial
institution. Federal law provides that a depositor's security agreement, which tends to
diminish or defeat the interest of the FDIC in an asset acquired by it as receiver of an
insured depository, shall not be valid against the FDIC unless the agreement.
• is in writing;
• was approved by the board of directors of the depository or its loan committee;
and
• has been, continuously, from the time of its execution, an official record of the
depository institution.
3. Public entities should have all pledged collateral held at an independent third-party
institution, and evidenced by a written agreement in an effort to satisfy The Uniform
Commercial Code (UCC) requirement for control. The UCC states that the depositor
does not have a perfected interest in a security unless the depositor controls it. Control
means that swaps, sales, and transfers cannot occur without the depositor's written
approval.
• The value of the pledged collateral should be marked to market monthly, or
more frequently depending on the volatility of the collateral pledged. If state
statute does not dictate a minimum margin level for collateral based on deposit
levels (e.g., Georgia statute requires I10 percent), the margin levels should be
at least 102 percent,depending on the volatility of the collateral pledged.
• Substitutions of collateral should meet the requirements of the collateral
agreement, be approved in writing prior to release, and the collateral should
not be released until the replacement collateral has been received.
4. The pledge of collateral should comply with the investment policy or state statute,
whichever is more restrictive.
5. The use of surety bonds and other appropriate types of insurance in lieu of collateral
could be reviewed as an alternative to collateralization. If a public entity agrees to the
us of surety bonds and other types of insurance in lieu of collateral, only insurers of
the highes credit quality as determined by a nationally recognized insurance rating
agency should be used.
Note: As a result of the court case North Arkansas Medical Center v. Barrett, 963 F.2d
780 (8cn Cir. 1992), the FDIC issued a policy statement in March 1993 indicating that it
would not seek to void a security interest of a federal, state, or local government entity
solely because the security agreement did not comply with the contemporaneous
execution requirement set forth in Section 13(e) of the Federal Deposit Insurance Act 12
U.S.C. 1823(e). The policy statement was officially enacted by Section 317 of the Riegle
Community Development and Regulatory Improvement Act of 1994 (Public Law 103-
325). Because of this change, the bullet item "was executed by the depository institution
and any person claiming an adverse interest, contemporaneously with the acquisition of
the asset by. the depository institution" that appeared in previous versions of this
recommended practice has been removed from this version.

Background. As the investment portfolios of state and local governments are subjected to
increased scrutiny, it is essential that reporting standards be enhanced so that investors,
governing bodies, and the public remain informed of the current market value of the portfolio.
Regular disclosure of the value of a governmental entity's investments is an important step to
furthering taxpayer and market confidence in state and local government investment
practices. The Governmental Accounting Standards Board (GASB) has also recognized in
GASB Statement 31 the need to report investments at fair value at fiscal year end.
Government officials should be aware of state, local, accounting, and rating agency
requirements regarding mark to market practices.
Recommendation. The Government Finance Officers Association(GFOA)recommends that
state and local government officials responsible for investment portfolio reporting determine
the market value of all securities in the portfolio on at least a quarterly basis. These values
shoula be obtained from a reputable and independent source and disclosed to the governing
body or other oversight body at least quarterly in a written report. It is recommended that the
report include the market value,book value, and unrealized gain or loss of the securities in the
portfolio.
Many state and local government officials are allowed to invest in various state and local
government investment pools available in their state or region. GFOA recommends that pool
administrators, on a daily basis, determine the market value of all securities in the pool and
report this information to all pool participants on at least a monthly basis.These values should
be obtained from a reputable and independent source. This information should be included in
the report to the governing Body prepared on at least a quarterly basis.

The following recommendation,to request proposals for architectural services for the proposed Fire Station
#26 Expansion and Remodeling project,requires consideration of a waiver of bidding as would be suggested
by the Village's Municipal Code,consistent with purchasing practices.
On August 4,2008,the Village Board authorized staff to release a Statement of Architectural Qualifications to any
and all interested architects for the purpose of developing a further recommendation that would be forwarded to the
Board specific to the proposed Fire Station#26 Expansion and Remodeling project. That recommendation would
request further authority from the Board to negotiate with an identified short-list of architects deemed qualified in
order to obtain formal proposals and costs for the scope of work identified by the Village for the work
contemplated. In total, Statements of Qualification were received from 11 interested firms on August 28,2008.
A Review Committee consisting of the Village Manager,Director of Finance,Deputy Fire Chief,and a staff
engineer,working in liaison with Trustee Trilling,met to review the Statement of Qualifications and at the
conclusion of the review,five firms were selected for the noted short-list. It is recommended that the process
continue by sending each of these firms a Request for Proposal to perform the work identified for Station#26. To
further these efforts,the authorization solicit proposals related to architectural and engineering services includes the
waiver request to better allow the Review Committee negotiating flexibility so as to obtain the lowest qualified and
responsible professional.
The five firms that are recommended,in no particular order,are:
• FMG Architects,Oakbrook,Illinois
• JTS Architects,Lincolnshire,Illinois
• Williams Architects, Carol Stream,Illinois
• Kubler, Skahan+Associates,Batavia,Illinois
• Architectural Resource Corporation,Frankfort,Illinois
The Review Committee would meet again to review proposals received as well as undertake any negotiation and the
firm which submits the proposal that is deemed by the Committee to be in the best interest of the Village would
then be recommended to the Village Board for engagement.
Please note that this request and approach is similar to the process suggested and approved for professional services
relative to the Comprehensive Water System Study which was authorized by the President and Board of Trustees on
June 4,2007.

Request for Proposal
Dear Sir;
On behalf of the Village of Buffalo Grove, I would like to thank you for your interest in
the expansion and remodeling work proposed for Fire Station 26. We have reviewed
your Statement of Qualifications and would like to request a proposal for Architectural
and Engineering services at this time.
I am attaching the following information to further assist your efforts:
Attachment A: Project Scope, further refined from our Request for
Qualifications.
Attachment B: DVD containing our collection of PDF scanned drawings
related to Fire Station 26.
Upon your review of these items, please submit a proposal with comprehensive fee
structure for architectural and engineering services. Please provide a breakdown of your
intended services and prices for each phase following these guidelines:
1) Schematic Design Phase—This phase would include several meetings with
Village Staff to develop schematic design documents and drawings, including
an opinion of probable cost of construction based on the schematic design.
2) Design Development Phase—This phase would build on the finalized
schematic design and conclude with construction documents suitable for
bidding. As part of your response to this Request for Proposal, please clarify
how your firm typically develops Owner-Contractor Agreements that would
be included in the bidding documents. (AIA standard form of agreement,
your own in-house developed form of agreement, or that you rely on the
Village to provide a form of agreement for this project)
3) Bidding Phase—This phase would include your firm's involvement in
distributing bid documents, attending a pre-bid walk through of the project
site with potential bidders, attending the public bid opening, and assisting the
Village by evaluating the received bids and recommending a responsible and
responsive low bidder.
4) Contract Administration Phase— This phase would include architectural
services throughout construction, with typical architectural services including,
but not limited to, interpretation of plans, issuance of Change Proposal
Requests and Change Orders, and acting as liaison between the Village and
the contractor. This phase would conclude with as-built drawings being
prepared by the architect and presented to the Village following completion of
the construction.
If reimbursable costs will be involved (plotting, printing, deliveries, etc.) as additional
expenses, please include a statement as to how billing is calculated for the reimbursables
and provide an estimate of what the total reimbursable cost would be for a typical project
of this size.
Please also include a schedule of hourly rates for your firm.
Documents prepared by the contractor for this project shall be deemed to be "works for
hire" and the copyrights thereon shall be conveyed to the Village for no additional
consideration.

Fire Station#26 Expansion and Remodeling Project
Projected Scope
The Village of Buffalo Grove Fire Department desires additional bunkroom, locker room
and bathroom capacity at Fire Station #26, located at 109 Deerfield Parkway in Buffalo
Grove, IL. The involved work will include the design of a building addition, site
planning, remodeling work, and a couple scheduled facility improvements.
It is anticipated that the project will involve an expansion to the east of the existing fire
station. This expansion would have a footprint of approximately 2,500 sq ft and consist
of 10 bunkrooms, 4 shower facilities, and locker room space for 30 staff members. At
least three bunkrooms, 1 shower, and a portion of the locker room should be divided as
separate women's facilities. A full basement for archival storage is desired underneath
this space.
As this addition would likely affect driveway access from Deerfield Parkway to the rear
of the station, some site planning and parking lot reconfiguration design work will be
necessary. We do not anticipate any reconfiguration of the driveway access within the
right of way of Deerfield Parkway. However, the drive running along the east side of the
property would be rerouted as a turn-around and connected to the driveway leading to the
equipment bays. This would cut off access to the rear(south) staff parking lot. New
access to this existing staff lot would have to be engineered to tie into the admin (west)
parking lot and run along the south side of the building. Additional parking along this
new stretch would be desirable.
In addition to the building expansion, remodeling work would be included in portions of
the existing station. It is anticipated that the existing bunkroom area would be
reconfigured for use as a larger workout room. Additional remodeling could update the
kitchen and add additional office space. Consideration will be required to stage
construction such that the existing bunk room will remain in use until the new addition is
completed, so that the station can remain in full operation during construction.
Finally, two facilities improvements are scheduled that would be included with the above
design work. The emergency generator for this facility is scheduled to be replaced, and
would move from its location inside the fire station to an external pad, likely in a location
south of the station. Second, the 4 main equipment bays require additional overhead
clearance, so larger bay doors are needed and any interfering ceiling apparatus in the bays
would have to be raised approximately 2 ft.

After the August 23, 2007 storm, staff was directed to identify and recommend an independent professional
engineering firm that could be retained to recommend a course(s) of action that might be undertaken within the
Village, and particularly within Cook County, to mitigate the severity of any future localized stormwater flooding.
In furtherance of that direction, on September 24, 2007, the Village entered into a professional services agreement
with Christopher Burke Engineering, Ltd. to undertake what was identified as a disciplined flood risk reduction
assessment. Burke has completed their field work, specific site analysis, surveying and has participated in several
public fact-finding meetings, steps identified as major elements of the engagement and are now prepared to present
their final report of findings,including prioritized recommendations.
A formal presentation is scheduled for October 6`h and will be provided by Mr. Burke and his staff. In preparation
for that presentation,notification has been sent all who have attended public meetings,responded to survey requests
or participated in study efforts in any other way. Based upon participation, at every level,it can be anticipated that
public attendance on October 6t' will be elevated. The report, which is considered "final", received significant
review comment by staff to assure that accuracy is paramount due to the importance that both the Board and public
expect relative to the output.
The final report is attached including larger scale exhibits of study sub-areas. The first several pages provide a well
structured overview, including methodology, summary of observed results and recommendations. As the report is
read,please note certain of the comments made related to past design and construction efforts, especially as part of
the sub-area introductory language. It is important to note that Burke pays specific attention in clearly pointing out
that design and construction of the study area storm sewer systems trace their origin to the early 1960s, "prior to
modern stormwater management practices and ordinances and further,that aspects of the sewer and drainage system
are less than what current design standards suggest".
While the Report suggests specific recommendations for each study sub-area, the intent of the presentation is to
present an overview and findings, allow for discussion between the Board, staff and consultant and possibly receive
additional input from the public. Direction(or further review and analysis)regarding recommendations to staff is
requested.
