ORDINANCE NO. 2019- 068
AN ORDINANCE AMENDING FEES AND FINES
WHEREAS,the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970; and
WHEREAS, the Village desires to amend it's fees and fines because the existing rate does not
adequately cover the cost of the service, no fee/fine existed previously, the fine is no longer a deterrent to
noncompliance, or the fee is lower that other municipal comparables for similar service; and
WHEREAS,the Village desires to amend Fees and Fines Schedule, as follows.
NOW THEREFORE BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES,
]LLINOIS,as follows:
Section 1. The foregoing recitals are hereby adopted and incorporated into and made a part of
this Ordinance as if fully set forth herein.
Section 2. Section 15.04.020 and Section 15.12.030 and Section 1.16.010, Fee Schedule of the

Section 6. Section 15.12.030, of the Buffalo Grove Municipal Code is hereby amended to read as
follows:
15.12.030-Downspouts and sump pump discharges.
A. New Connections and New Construction. Except as set forth in subsection B of this section, the
following requirements for new connections and new construction apply:
1. Downspouts.
a. All downspouts or roof drains shall discharge onto the ground or be connected to a storm
sewer.No downspouts or roof drains shall be connected to the sanitary sewer.
b. A downspout or roof drain shall be terminated no more than ten feet from the building
unless written approval is granted from the Village Engineer.
2. Footing Drains. Footing drains shall be connected to sump pumps and discharge shall be
made into a storm sewer. No footing drains or drainage tile shall be connected to the
sanitary sewer.

3. Floor Drains. Floor drains in basements shall be connected to a sump pump and discharged
to the sanitary sewer.
4. Sump Pumps.
a. Sump pumps installed to receive and discharge groundwaters or other stormwaters shall be
connected to the storm sewer. Sump pumps installed to receive and discharge floor drain
flow or other sanitary sewage shall be connected to the sanitary sewer. A sump pump shall
be used for one function only, either the discharge of stormwaters or the discharge of
sanitary sewage.
b. Sump pump discharges to the storm sewer system shall be a conduit of four inch minimum
diameter P.V.C. pipe, at a minimum slope of one percent, and a minimum depth from
finished grade to the top of pipe of eighteen inches.
B. Existing Stormwater Sump Pump Discharges. The discharge piping from existing sump pumps
installed to receive and discharge groundwaters or other stormwaters shall be terminated no more
than ten feet from the building unless written approval is granted by the Village Engineer.
C. Sum imp disc are Dipes ma be connected to the storm sewer with the review and apt�roval of
the Public Works Department. The connection fee to perform this private connection to the Village
storm sewer is set forth in Chapter 1.16 of this Cade. The resident will be responsible for this
connection fee, the restoration of the vegetation in the parkway, the pipe length needed to complete
the connection in the parkway and the replacement of t e sidewalk or other Villa e facilities or
assets that are required to be moved or relocated or are da a e due to the private connectionto_t_he
Village storm sewer. Upon completion the connection to the sump pump will be a private storm
sewer service located in the Village right-of-way and the resident will be res osible for the entire
private storm sewer service and connection to the Village storm sewer main as per Title 12.04 of
the Buffalo Grove Municipal Code.
DE. Unlawful Discharge.It is unlawful to cause or permit the discharge from any sump pump,
downspout or roof drain to flow onto public streets,sidewalks or parkways.
Section 7. Section 5.20.194, of the Buffalo Grove Municipal Code is hereby amended to read as
follows:
5.20.194-Penalty.

the invalidity thereof shall not affect any other provision of this Ordinance.
Section 9'. This Ordinance shall be in full force and effect from and after its passage, approval
and publication. This Ordinance may be published in pamphlet form.
