Overview
The Buffalo Grove Park District proposes to purchase the Congregation Beth Am property at 225 McHenry
Road for redevelopment as a community performing arts center.
The current Beth Am facility and the Torah Academy school are allowed as special uses. The Park
District requests amendment of the special use to accommodate the performing arts center.
The property is comprised of two parcels with a total area of 5.4 acres. The Beth Am building and parking
areas west,north and south of the building are on Lot 2 (3.6 acres) of the Seigle's Resubdivision zoned B-
3. The undeveloped parcel north of the building is Lot 3 (1.8 acres) zoned B-2. Both parcels are included
in the special use approved for the Beth Am facility. The undeveloped parcel was planned for an office
building in the planned unit development approved for the Seigle home improvement center in 1988.
The Plan Commission conducted a public hearing on September 5, 2012 and voted 8 to 0 to recommend
approval of the request to amend the Planned Unit Development and special use to allow the performing
arts center. The recommendation includes a stipulation that parking will be evaluated after the facility has
been in operation for one year to determine if modifications are needed, such as providing additional
paved parking on the vacant parcel (Lot 3).
Parking for the facility is addressed in the attached narrative dated August 28, 2012 by Dan Schimmel,
Executive Director of the Park District, and the attached letter dated August 27, 2012 from Ted Haug of
Legat Architects. The parking analysis indicates that 131 parking spaces are currently available, and the
projected parking demand for the performance theater facility is 160 to 200 spaces. The Village parking
standard for a theater is one space per 2.5 seats, so 200 spaces would be required for a 500-seat facility.
Mr. Haug's analysis of other uses including the dance and arts studios, classrooms and office area indicate
a parking demand of approximately 65 spaces.
Mr. Schimmel discusses the management of parking demand including use of the grass area on the parcel
north of the building. Mr. Schimmel notes that First American Bank has indicated that it will allow the
Park District to use the bank property on Friday, Saturday and Sunday during times when the bank is not
operating. The available bank parking is approximately 42 spaces. Mr. Schimmel indicated at the Plan
Commission hearing that the Park District will also try to reach agreements for the use of parking at other
adjacent properties such as the Town Center shopping center. Mr. Schimmel also notes that parking at
other Park District properties will be used as necessary, with shuttle service to the performing arts center.

APPROVAL OF MINUTES
Public hearing of August 1, 2012 concerning Crown Trophy: Moved by Commissioner Weinstein,
seconded by Commissioner Stark, to approve the minutes, subject to a revision noted by
Commissioner Goldspiel to remove the reference to "a few strange shops" on page 2. All

unused parking on adjacent properties that will probably be available for use by this facility
assuming that agreements can be reached.
Commissioner Cohn moved to amend the motion to make it subject to the petitioner dedicating
parking for customers and other clients on the site, and entering into agreements with adjacent
property owners to allow employees to park off-site. Commissioner Matthews seconded the
motion.
Commissioner Goldspiel commented that there is no assurance that adjacent property owners will
allow the use of their parking.
Commissioner Weinstein commented that the Village won't be able to enforce this type of parking
restriction.
Chairman Smith concurred with Commissioner Weinstein.
Chairman Smith called for a vote on the motion to amend, and the motion failed by a vote of 7 to
0, with one abstention:

Moved by Commissioner Weinstein to recommend approval of the petition for amendment of the
Planned Unit Development and special use to allow redevelopment of the property for use as
performing arts center, with the stipulation that the Village has the right to re-evaluate parking
after the facility has been in operation for one year to determine if modifications are needed such
as paving the vacant parcel to ensure that adequate parking is provided.

The polling indicated that all commissioners are in favor of considering the rezoning from B-2 to 13-
3 to achieve uniform zoning for the property.
FUTURE AGENDA SCHEDULE
Mr. Pfeil said the next regular meeting is September 19, 2012. The plat of resubdivision for the
Burdeen's Jewelry development is tentatively scheduled for this agenda.

notice of Public Hearing as published in the Buffalo Grove Daily Herald, explained the procedure to
be followed for the public hearing, and swore in all persons who wished to give testimony.

Mr. Dan Schimmel provided an overview of the proposed facility. He noted that a performing arts
center has been discussed by the Park District and Village for about 20 years. He stated that in
terms of scope it would be similar to the Beth Am facility in terms of traffic. Mr. Schimmel
reviewed the programs operated by the Park District that would be conducted at the facility.
Programs include dance activities that serve over 500 participants ranging in age from young
children to senior citizens. The District has theatrical programs, and productions would be
presented at the new facility. The hours of operation would be 6:00 a.m. to 11:00 p.m.
Mr. Ted Haug presented an aerial location map of the site and adjacent properties (Exhibit 1). He
noted that the property has access from several locations on Route 83, and also from the Grove
shopping center. He stated that the vacant parcel north of the building has a stormwater
detention area, and the project civil engineer is evaluating whether the existing detention area will
accommodate future impervious surface is additional parking is constructed on the vacant parcel.
Mr. Haug presented the site plan (Exhibit 2) noting that there are currently 132 parking spaces on
the Beth Am parcel. He presented the floor plans (Exhibits 3 and 4) indicating that the existing
infra-structure in the building will be preserved as much as possible. He indicated the locations
where dance studios, classrooms and offices would be located, noting that the building already
has classrooms.
Mr. Haug reviewed parking for the facility. He noted that the Village parking standard of one space
per 2.5 seats for a theater would require 200 parking spaces for the proposed 500 seat theater. He
stated that several parking options are being considered, including the use of the grass area on the
vacant parcel north of the building in good weather and the use of shuttle buses from off-site
locations such as park facilities relatively close to the site.
Mr. Schimmel addressed the special use criteria of the Village Zoning Ordinance:
1. The Special Use will serve the public convenience at the location of the subject property; or
the establishment, maintenance, or operation of the special use will not be detrimental to,
or endanger the public health, safety, morals, comfort or general welfare.
We strongly believe that our use of the property will not endanger the public health, safety,
morals, comfort or general welfare of the businesses or residents bordering the property. In fact,
we believe our use will bring in more business to the neighboring shopping center, restaurant and
bank without negatively impacting the residents north and east of the property.

From a public health and morals standpoint, the programs offered will be culturally diverse
performing arts programs and productions and shall be designed to build character, poise, and
confidence for those participating in the programs while serving as a point of pride for the
community. Those enjoying the performances should find them to be entertaining and uplifting.
2. Location relates to the size of the special use, intensity of the operation, the size of the
property, the location of the property, and that said uses should be in harmony with those
uses surrounding the property.
We feel that we will "grow into" this facility. We certainly will not fill it to its maximum capacity
right away, if ever. It will take time to grow programs at the same quality level currently enjoyed
by the community.
The function of this property is essentially to offer people the opportunity to learn skills related to
performing, and then to share those skills with others. It is educational in nature. People will
come and go, much as they would in the neighboring shopping center or as they have with
Congregation Beth Am.
3. The special use shall not be injurious to the use and enjoyment of other properties in the
immediate vicinity of the subject property, for the purposes already permitted in the
zoning district, nor substantially diminish and impair other property valuations in the
neighborhood.
It is our belief that our proposed uses will not detract in any way from the current property uses or
values. In fact, we strongly believe that our use will result in neighboring restaurants seeing an
increase in meals sold and that neighboring stores will enjoy more sales as a result of this
development. We would hope to develop long term relationships with neighboring businesses in
order to support each others efforts at serving the community
4. The nature, location, and size of the buildings or structures involved with the establishment
of the special use will not impede, hinder, or discourage the development and use of
adjacent land and buildings in accord with the zoning district in which they lie.
We are prepared to execute an aggressive program to not only maintain all exterior amenities, but
to make any improvements necessary. We have the financial and personnel resources available to
properly maintain all elements of this property. Our performance at maintaining park district
properties is exemplary and we intend on maintaining this facility at that same level.

Improvements will be placed in priority order based on safety, Americans with Disabilities
requirements, effectiveness and aesthetics. This includes making any necessary repairs to curbing,
parking lots, drive ways, sewer structures or lighting. Except for some cosmetic changes to the
exterior, there aren't any major structural changes planned.
5. Adequate utilities, access roads, drainage, and other necessary facilities have been or will
be provided.
We have four points of access and egress onto the property (two from Illinois Route 83, and two
from The Grove Shopping Center, allowing access into the property. In fact, these same points of
access provide access into the First American Bank, Wendy's, and the Grove Shopping Center. The
primary design of this access was to maximize traffic flow for all parties.
At this juncture, we believe that all utility, road, drainage and facility issues have already been
addressed. We are developing the interior of a facility that has been in this location for more than
a couple of decades.
6. Parking area shall be of suitable size for the particular special use.
This has been addressed in the memo. We believe we have more than enough parking for our
normal day to day use (maximum of 150-200 participants at any one time - or 80 of our 131
available parking spaces).
However, when we use the auditorium for productions (6-7 productions per year) our needs are
for 150-200 spaces for our largest use. We have obtained permission to use the bank parking (42
spots) when they are closed and guests could also use Bank Drive (20 spots) for a total of 193
spots.
On larger events we can also provide on site parking on the grass area (approximately 150 spots by
Beth Am estimates) and/or shuttle service to remote parking at Rylko Park.

Commissioner Cohn inquired if the 200 spaces required by Village ordinance for the theater
includes parking for the cast and crew involved in a production. He inquired if the Park District
would use parking at Town Center, similar to what Beth Am has done on high holy days.
Mr. Schimmel stated that parking would be added as needed to fully serve theatrical productions.
Jerome (J.V) Springman, Jr., 222 Stanton Court, stated that he is a member of the Beth Am
congregation, and the grass area north of the building is used for parking for the high holy days.
Spaces behind the Grove shopping center and on the First American Bank property are also used.
Town Center has been used with permission of the owner, but there is not a formal written
agreement. The Buffalo Grove Police Department provides traffic management for pedestrians to
cross Route 83.
Commissioner Cohn commented that Town Center seems like an obvious solution for extra
parking assuming that appropriate pedestrian safety measures are in place.
Commissioner Stark inquired if any use other than parking is being considered for the vacant lot
north of the building. He asked if the proposed facility is doubling the amount of space currently
used by the Park District for performing arts.
Mr. Schimmel stated that no uses other than parking are planned for the vacant parcel. He said
that the Alcott Center is approximately 38,000 sq.ft. and space in the Fitness Center and Emmerich
facility are also used for programs. He noted that the building for the proposed center is 39,000
sq.ft., so it's not as large as the total space currently used for programs in the other facilities.
Commissioner Stark asked if the proposal for a downtown development on the Village campus and
Buffalo Grove Golf Course would be usable by the Park District for performing arts programs.
Mr. Schimmel said that the downtown proposal originally had a 2,400 seat auditorium that has
now been reduced to 1,200 to 1,400 seats. He noted that the District's proposed theater in the
Beth Am building would be 500 seats. He said the Park District will continue discussions with the
developer, but he isn't sure what the Park District's place will be in the overall programming of the
downtown facility.
Commissioner Khan asked if the traffic signal on Route 83 helps manage traffic flow in and out
properties such as Beth Am where the proposed performing facility would be located.

Mr. Schimmel said the signal is south of the access points used for the Beth Am facility. He said the
Park District would request assistance from the Buffalo Grove Police Department to manage
pedestrian crossings if parking at Town Center is used.
Commissioner Goldspiel inquired if the 132 spaces on the site and the 43 spaces on the First
American Bank property would be adequate to serve the 500 seat theater. He asked if spaces at
Rylko Park are available to support the performing arts center.
Mr. Haug said that parking demand will be evaluated, and appropriate arrangement will be made
to meet the demand.
Mr. Schimmel said that the parking at Rylko Park is available, and it is along Route 83 fairly close to
the performing arts center site.
Commissioner Weinstein noted that Village staff suggests that parking be evaluated after the
facility has been in operation to determine if more permanent parking should be provided on-site
such as on the vacant lot.
Mr. Schimmel said the Park District will agree to this type of evaluation after there has been some
experience using the facility, but he requests that it be structured as an administrative review.
Commissioner Cohn inquired if the Torah Academy currently sub-leasing space from Beth Am will
have to move.
Mr. Schimmel said that the Academy can stay until June 30, 2013. Renovations will then be
started, so the Academy will have to vacate its space.
Chairman Smith asked if the special use ordinance for Beth Am addresses parking management.
Mr. Pfeil said the ordinance does require Beth Am to provide adequate parking for major events
such as the high holy days.
Chairman Smith inquired about the number of major performances that would be presented in the
proposed facility.
Mr. Schimmel stated that there are approximately twelve major theater productions per year,
usually running for three nights. The Buffalo Grove Singers annual concert is usually in September,
and there is a summer musical.

Chairman Smith noted that Village staff has asked for comment concerning the rezoning of the
vacant parcel from B-2 to B-3 so that all of the property would have uniform zoning of B-3.
Mr. Pfeil noted that the B-2 designation is not needed for any uses proposed by the Park District.
This zoning designation dates back to the zoning in place when the Seigle's home improvement
center was approved.
Commissioner Stark commented that if the vacant lot is used only as parking, it may not be
necessary to modify the zoning.
Mr. Raysa noted that the rezoning was not published as part of the current public hearing on the
Park District petition.
Chairman Smith asked for public comments.
Mr. Don Stillman, 109 Woodstone Drive, said that he is pleased with the proposal. He suggested
that the vacant lot should be managed and signed to restrict parking except when it is needed as
overflow for large events.
Mr. Michael Schwartz, president of Congregation Beth Am, noted that the Congregation will
continue using the sanctuary until fall of 2013, so it would be after November 2013 when Park
District programs would start. He indicated that performance events probably wouldn't begin until
2014. He said the proposed performing arts center is a perfect fit for re-use of the building.
There being no further comments or questions from anyone else present, Chairman Smith closed
the public hearing at 9:15 pm.

Special use amendment for a performing arts center

WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the Illinois
Constitution of 1970; and,
WHEREAS, the Property (as legally described in Exhibit A hereto, and hereinafter referred
to as the "Property") was originally approved for development by Village Ordinance No. 88-110,
which allowed a Seigle's Home and Building Center on Lot 2 and an office building on Lot 3; and,
WHEREAS, amendments to Village Ordinance No. 88-110 were approved concerning
commercial use of the Property by Ordinance No. 92-35 (First Amendment) and Ordinance No.
96-11 (Second Amendment); and,
WHEREAS, Village Ordinance No. 98-54 (Third Amendment) approved a Special Use and
Planned Unit Development (PUD) for the Congregation Beth Am to occupy the building on Lot 2 as
a place of worship and related uses including education programs and social events, and the use of
Lot 3 for supplementary parking to accommodate uses in the Beth Am facility; and,
WHEREAS, Village Ordinance No. 2009-38 (Fourth Amendment) approved a Special Use
and Planned Unit Development (PUD) amendment for the Torah Academy, Inc., an Illinois not—for—
profit corporation, to lease space within the Beth Am building to operate a school providing a dual
curriculum of Judaic studies and general studies; and,
WHEREAS, Village Ordinance No. 2011-2 (Fifth Amendment) approved an amendment to
the special use for the Torah Academy to allow operation of a child day care facility in addition to
the school approved by Ordinance No. 2009-38; and

WHEREAS, the Buffalo Grove Park District (hereinafter referred to as the "Park District")
has entered into a contract to purchase the Property, and,
WHEREAS, the Park District proposes to operate a performing arts center, which will
replace the current uses of the Property by the Congregation Beth Am and the Torah Academy;
and,
WHEREAS, the performing arts center requires amendment of the Planned Unit
Development (PUD) and special use approved for the Congregation Beth Am; and,
WHEREAS, the Park District has filed a petition requesting approval by the Village of
amendment of the PUD and special use granted for the Property to operate said performing arts
center pursuant to the following exhibits, which are attached hereto and made a part hereof:

WHEREAS, the Village Plan Commission conducted a public hearing concerning the
proposed performing arts center and determined that the use is appropriate for the Property and
will be compatible with adjacent properties. The Plan Commission voted 8 to 0 to recommend
approval of an amendment of the Planned Unit Development (PUD) and special use for the
Property to allow said performing arts center including findings of fact that the proposed use
meets the criteria for a special use set forth in Section 17.28.040 of the Village's Zoning Ordinance;
and,
WHEREAS, the President and Board of Trustees have determined that the amendment of
the Planned Unit Development (PUD) and special use for the Property to allow the performing arts
center by the Buffalo Grove Park District is an appropriate use of the Property and will be

compatible with adjacent properties as set forth in the terms and conditions set forth herein.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS:
Section 1. This ordinance is made pursuant to and in accordance with the Village's
Zoning Ordinance and the Village's Home Rule powers. The preceding whereas clauses are hereby
incorporated herein.
Section 2. The Corporate Authorities hereby adopt a proper, valid and binding
ordinance approving the Sixth Amendment of the Planned Unit Development (PUD) and special
use for the Property to allow the Buffalo Grove Park District to operate a performing arts center on
the Property subject to the following conditions:
A. Parking demand for the performing arts facility shall be managed to provide
sufficient parking for all uses on the Property. For any uses requiring more parking
than can be provided on the Property, appropriate arrangements for off-site
parking shall be made, including adequate safety provisions for pedestrians
traveling to and from off-site parking locations.
B. The Village and Park District shall evaluate parking demand and management for
the performing arts center. After one year of occupancy of the performing arts
center, the Village shall determine, in cooperation with the Park District, if
additional parking shall be constructed on Lot 3 north of the building on Lot 2. Said
parking shall be constructed in compliance with the Village Development
Ordinance, Zoning Ordinance and Appearance Plan.
C. Adjacent streets, including Brunswick Drive, Woodstone Circle, Woodstone Court
and Woodstone Drive, shall not be used for parking for the Property. Customers,
patrons and employees using the Property shall be instructed not to park on any
streets adjacent to the Property.
D. The Park District shall manage outdoor lighting on the Property to provide adequate
security and visibility for uses on the Property, while not affecting adjacent
properties with glare or light spillage.
E. The Park District shall manage outdoor activities on the Property to minimize
impacts on adjacent properties.
F. Accessible parking shall be provided on the Property in compliance with applicable
state and Village requirements.
G. Any changes to the exterior building appearance, outdoor lighting or landscaping
are subject to review and approval by the Village.

H. Signs on the Property shall conform to the applicable requirements and standards
of the Village Sign Code and Appearance Plan.
I. Any use of Lot 3 other than parking is subject to approval of the Village. If a
Preliminary Plan is required for a use, the petitioner shall request rezoning to the 13-
3 District as part of the petition for development approval.
J. The amendment of the Planned Unit Development (PUD) and special use approved
by this Ordinance is granted to the Buffalo Grove Park District. Said special use is
not assignable without approval by the Village.
K. The Buffalo Grove Park District and Congregation Beth Am shall sign Exhibit B
(Acceptance and Agreement) attached hereto and return the executed original of
said exhibit with 21 days of approval of this Ordinance by the Village.
Section 3. In the event that the Buffalo Grove Park District does not purchase the
Property, this Ordinance shall be null and void.
Section 4. This Ordinance shall be in effect from and after its passage and approval.
This Ordinance shall not be codified.

Introduction: The Buffalo Grove Park District respectfully requests acceptance of the attached
Plan Petition documents for the proposed Performing Arts Center (PAC) at 225 McHenry Road.
This property is currently owned by Congregation Beth Am and for the past several years has been
used for their weekly religious services, private rentals, social events, religious school and other
related activities. Park District activities will include dance, musical and dramatic performances,
concerts, recitals, dance and instrumental instruction, fine arts and general recreation
programming. In many ways, our uses are very similar in scope to those offered by Beth Am. We
too will host performances in the auditorium, social events or larger programs in what is currently
the social hall, and will schedule various classes in the class room areas.
Existing Programs: Over the years, the Park District has established a highly respected performing
arts program for its residents. In fact, in November 2011, the Buffalo Grove Park District received
the National Parks and Recreation Association Dorothy Mullins Award for Excellence in the
Performing Arts. Specifically, our "Big Deal Production” offerings were selected to receive this
award. This group of programs includes all of our musicals and dramatic performances.
In addition to the theatrical productions, we offer a full range of dance programs for youth and
adults. This includes tap,jazz, ballet, ball room and other forms of dance. We expect to have over
500 dancers registered for our fall term. Our"Hot Shots" Competitive Dance team is quite
successful and in June appeared at Disney World.
Finally, we also have a very popular vocal ensemble called BG Singers. Led by Linda Rosen, this
group of well over 70 performers has their annual show at Stevenson High School. This is their
20h year of performances and they will celebrate their anniversary at their concerts scheduled for
September 8 and 9 at Stevenson High School.
General Operation: The Buffalo Grove Park District will be the ownerloperator of the facility. Some
full time and part time staff will be assigned to work at this facility in order to fully support the
performing arts programs and the maintenance of the facility. The grounds will be maintained by
our Parks Department. We expect to also establish a corps of volunteers to support our
productions. This could include tech crew, stage crew and house management support. The
opportunities for involvement at this facility are endless. We expect this to be a vibrant, exciting
place for guests, for actors and for production personnel.

Hours of Operation: Please find below the projected hours for the facility.
Daily 6 am — 11 pm
This is inclusive of maintenance and operational needs. There is the possibility of the occasional
event that extends beyond those hours, but the hours above reflect what we can expect to
experience.
Facility Uses: Mr. Ted Haug of Legat Architects has included a conceptual plan of the PAC to
show you and the general public the possibilities for the facility. The area assignments and
program uses are what we hope to achieve. However, final plans will be drafted over the next
several months and could be changed.
Of significant interest are the auditorium, black box area, studios and classroom area. It is highly
unlikely that all areas would be used at any one time and then not at full capacity. However, in
general, we are expecting the major areas to operate at the following capacities. Please note that
larger productions are normally held on the weekends in the evenings therefore we would not be
offering any classes during those times.
Auditorium —450-500
Black Box— 150-200
Studios and Class Room --- 150 (20 per room, 7 classrooms)
Parking: Our count shows that there are 131 parking spaces on the property. Mr. Haug has
addressed the code requirements for our uses and has determined that we would need a total of
160-200 parking spaces for our program needs. I have received a commitment from the Bank
Manager at First American Bank to allow us the use of their parking lot after their operating hours
on Fridays and Saturdays, as well as on Sundays. This gives us access to 173 spaces. Though I
initially had positive discussions with the property managers of The Grove Shopping Center for
similar permission, they have agreements with IHOP that does not allow them to extend any
parking to us. The management from Town Center has not responded to any of our calls or
emails.
Like Beth Am, we would also use the grass area just north of the building for overflow parking.
Obviously, this could only be used in the spring, summer and fall months. At this time none of our
large productions are scheduled during the winter months (BG Singers concert is in September
and the Summer Musical is in July). Our parking plan for larger events is as follows:

Preliminary Parking Assessment—Beth Am Synagogue
Dear Mr. Pfeil:
The Buffalo Grove Park District is in the process of acquiring the Congregation Beth Am Synagogue on Route 83 in
Buffalo Grove and converting it into a Performing and Visual Arts Center for the community.As part of the approval
for the special use permit from the Village, an evaluation of the parking needs for the proposed use needs to be
considered. Below is information about the current and future parameters of the facility:
Existing Conditions
• The existing facility is approximately 39,000 s.f.and houses two primary gathering spaces(worship
space and multipurpose room), classrooms, small meeting spaces,and an administration area. (see
attached existing floor plan)
• The existing parking lot s around the building provides 132 parking spaces. (see attached existing site
plan)
• There is currently an underutilized parcel of land north of the building that could potentially be used for
expansion of the parking.
• There are currently residential developments to the north and east of the property and commercial
properties to the west and south. (see attached site aerial)
Proposed Conditions
• The program elements of the proposed renovated structure and the related parking requirements for
each of the components is as follows (see attached proposed floor plan):
0 400 to 500 seat Performance Theater with proscenium stage and support spaces. 1 space per
2.5 seats= 160 to 200 spaces
0 200 seat Black Box Theater- 1 space per 2.5 seats =80 spaces
o Dance Studios—4 with20 students per studio— 1: 3 students plus one for instructor=31
spaces
o Visual Arts Studios—2 with20 students per studio— 1:3 students plus one for instructor= 16
spaces
o Cooking/Nutrition classroom—one with20 students per classroom—1:3 students plus one for
instructor= 8 spaces
o Park District administration space. 1:300 s.f. = 9 spaces

In discussions with the Park District, all of the indicated spaces would not be used simultaneously. For instance,
when the primary Performance Theater has a production,there would not be classes and a performance in the Black
Box Theater occurring at the same time.As a result, the one function that will drive the quantity of parking spaces for
the facility will be the performing arts theater since the parking spaces required for this function exceeds the number
of spaces for all the other functions combined. Therefore, the Park District respectfully requests that the number of
parking spaces required for the proposed facility be based on the parking requirements for the Performing Arts
Theater(160 to 200 parking spaces)
The Park District has considered three options for accommodating the required parking for the proposed Performing/
Visual Arts Center. They are as follow:
Parking Options
1 There will be approximately twelve major performances in the main Performance Theater per year. Due
to the infrequency of these events, theater goers could park on the grass parcel north of the building.
The Park District would temporarily mark out the spaces and direct traffic during the event.This option
would only be considered from spring thru fall.
2 Provide additional off-site parking during the events at other Park District Facilities and provide shuttle
service to the facility.
3 Pave the lot north of the existing building to accommodate the full quantity of required parking on site
regardless of weather.
The Park District respectfully requests that a combination of option 1 (in good weather)and option 2 (in winter and
inclement weather) be considered as the solution to meet the required parking requirements for the facility.
Considering the infrequency of the higher parking demand it would be preferred to avoid the additional expense of
providing a permanent paved parking lot and the related impervious area.
