1990-072 11/1/90 ORDINANCE NO. 90-72 AN ORDINANCE AMENDING A SPECIAL USE AUTHORIZATION AND APPROVING A PRELIMINARY PLAN IN THE R-1 (ONE-FAMILY DWELLING) DISTRICT, VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS Reservoir and Pum house No. 7 Expansion, LaSalle Lane/Buffalo Grove Road WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the Illinois Constitution of 1970; and, WHEREAS, the property legally described in EXHIBIT A attached hereto is zoned in the R-1 (One-Family Dwelling) District with a Special Use authorized by Ordinance 81-37 dated July 6, 1981 permitting use of the property for public water supply facilities; and, WHEREAS, the Village has petitioned for amendment of Ordinance 81-37 and approval of a Preliminary Plan to allow construction of an additional water supply reservoir and related facilities; and, WHEREAS, the Village proposes to construct a reservoir with a height of approximately fifteen feet above grade and an area of approximately 15,640 square feet, and related facilities including a valve vault, a meter vault and an emergency generator pursuant to the following exhibits: EXHIBIT B Preliminary Plan (including landscaping) dated October 5, 1990 by Strand Associates EXHIBIT C & D Building elevations dated October 5, 1990 by Strand Associates EXHIBIT E West building elevation and landscaping dated October 5, 1990 by Strand Associates EXHIBIT F Building perspective drawing dated October 5, 1990 EXHIBIT G Line of sight views from residential areas, dated October 4, 1990 EXHIBIT H Noise level analysis and emergency generator drawing dated October 5, 1990 WHEREAS, notice of the public hearing for a Special Use amendment and Preliminary Plan approval was given and the public hearing was held by the Buffalo Grove Plan Commission; and, WHEREAS, the Plan Commission determined that the criteria for a Special Use amendment as set forth in Section 17.28.040 of the Village's Zoning 1 Ordinance has been met and the Preliminary Plan is appropriate for the Property and compatible with adjacent properties; and, WHEREAS, the President and Board of Trustees after due and careful consideration have concluded that the development of the Property on the terms and conditions herein set forth would enable the Village to control development of the area and would serve the best interests of the Village. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS: Section 1. This Ordinance is made pursuant to and in accordance with the Village's Zoning Ordinance, Development Ordinance and the Village's Home Rules powers. The preceding whereas clauses are hereby made a part of this Ordinance. Section 2. The Corporate Authorities hereby adopt a proper, valid and binding ordinance amending the Special Use authorization and approving the Preliminary Plan attached hereto as EXHIBIT B, and subject to development of the Property in accordance with attached EXHIBITS B through H, and further subject to the Village making best efforts to landscape the area adjacent to the new reservoir as soon as possible after the major exterior work has been completed on the new reservoir and areas adjacent to the reservoir. Section 3. This Ordinance shall be in full force and effect on and after its passage and approval. This Ordinance shall not be codified. AYES: 5 - Marienthal.
