1999-046 5/17/99 ORDINANCE NO. 99 - 46 AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS Amendment to Section 17.48.020.C. of the Industrial District concerning special uses for retail facilities WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois Constitution of 1970; and. WHEREAS, the Village has received a petition concerning a large-scale retail facility in the Chevy Chase Business Park West, which is zoned in the Industrial District; and, WHEREAS, said retail facility is larger in building area than the type of retail uses allowed by the current regulations as a special use in the Industrial District; and, WHEREAS, the Buffalo Grove Plan Commission has conducted a public hearing and made a recommendation to the Village Board; and, WHEREAS, the Village has determined that amendment of the special use regulations concerning retail operations would be the appropriate zoning procedure to regulate large retail facilities in the Industrial District; and, WHEREAS, as a special use, large retail facilities would be required to meet the criteria for a special use set forth in Section 17.28.040. of the Village's Zoning Ordinance; and, 2 WHEREAS, as a special use the Corporate Authorities may impose such conditions or restrictions upon the subject property as may be deemed necessary or appropriate to comply with said special use criteria and other applicable Village codes and regulations. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS: Section 1 . Section 17.48.020.C. "Special Uses" in the Industrial District of the Village of Buffalo Grove Zoning Ordinance is hereby amended by adding the following: 15. Retail uses, including the sale of items not manufactured on the premises, occupying a minimum building floor area of 50,000 square feet accessible to the public, subject to the following conditions: a. Said premises shall be located adjoining at least one of the following major streets: IL Route 83 (Mc Henry Road), IL Route 22 (Half Day Road), Lake Cook Road or Milwaukee Avenue. b. A narrative describing the business use, including a description of the products to be offered for sale, the hours and days of operation, the number of employees, and provisions for delivery and storage of products and materials shall be provided to the Corporate Authorities. Outdoor display of products or outdoor storage of products and materials shall not be permitted unless authorized by the Corporate Authorities. C. Signs shall be appropriate for the size and location of the premises, shall be limited to not more than 300 square feet per wall sign, shall be limited to information identifying the "name and nature" of the business, and shall be subject to Village approval, including any conditions and limitations determined to be appropriate by the Corporate Authorities. 3 d. Provisions shall be made for management of vehicular and pedestrian traffic generated by the business, and a traffic impact analysis and management plan shall be prepared if required by the Corporate Authorities. Off-street parking shall be provided in compliance with Chapter 17.36. Section 2. This ordinance shall be in full force and effect immediately due to the urgency of implementing its terms and after its passage and approval. This ordinance may be published in pamphlet form.
