1991-048 411191 ORDINANCE NO. 91- 48 AN ORDINANCE APPROVING A PRELIMINARY PLAN WOODLAND COMMONS SHOPPING CENTER AND COMMERCE CENTER Condell Medical Center Immediate Care Facility and Medical Offices, Parcel C (Lot 2) WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the Illinois Constitution of 1970; and, WHEREAS, Lot 2 of the Woodland Commons Shopping Center and Commerce Center as legally described in Exhibit A attached hereto was zoned in the Industrial District by Ordinance 86-14 dated March 3, 1986; and, WHEREAS, Condell Medical Center as contract purchaser and developer of Parcel C of Lot 2 as legally described in Exhibit A- (hereinafter the "Property") the Property proposes to construct an immediate care facility and medical offices in a two-story building with a total gross floor area of approximately 27,957 square feet; and, WHEREAS, Condell Medical Center has petitioned for approval of a Preliminary Plan dated February 13, 1991 attached hereto as Exhibits C and D, a Preliminary Engineering Plan dated February 13, 1991 attached hereto as Exhibit E, a Conceptual Landscaping Plan dated March 13, 1991 attached hereto as Exhibit F, and Preliminary Building Elevations dated February 13, 1991 attached hereto as Exhibit G; and, WHEREAS, the Village Plan Commission has held a public hearing and recommends approval of the Preliminary Plan and supporting exhibits; and, WHEREAS, the President and Board of Trustees after due and careful consideration have concluded that the development of the Property on the terms and conditions herein set forth would enable the Village to control development of the area and would serve the best interests of the Village. 1 NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS: Section 1. This Ordinance is made pursuant to and in accordance with the village's Zoning Ordinance, Development Ordinance and the Village's Home Rules powers. The preceding whereas clauses are hereby made a part of this Ordinance. Section 2. The Corporate Authorities hereby adopt a proper, valid and binding ordinance approving a Preliminary Plan for Parcel C of Lot 2 legally described in Exhibit A and in accordance with the Preliminary Plan attached hereto as Exhibits C and D and pursuant to Exhibits B, E, F and G. Section 3. Approval of said Preliminary Plan and other exhibits is subject to: a. Construction of an emergency access gate at the end of the east-west road on the Property; the location of the gate and the type of gate and lock system are subject to Village approval. b. Approval by the Village's Appearance Commission and approval of all site engineering plans by the Village Engineer. Section 4. This Ordinance shall be in full force and effect on and after its passage and approval. This Ordinance shall not be codified. CLAYTON, Village Presiden ATTEST: VM64e Clerk 2 EXHIBIT A CONDELL MEDICAL CENTER IMMEDIATE CARE FACILITY AND MEDICAL OFFICES Legal Description Lot 2 of the Woodland Commons Shopping Center and Commerce Center being a subdivision of part of the south half of the southeast quarter of Section 17 and the north half of the northeast quarter of the northeast quarter of Section 20 and the west half of the northwest quarter of Section 21, all in Township 43 North, Range 11 East of the Third Principal Meridian, in Lake County, Illinois. Parcel C of Lot 2 described above is legally described as: The east 326.16 feet (as measured at right angles to the east line thereof) of Lot 2 in the Woodland Commons Shopping Center and Commerce Center. 3
