2019-05-20 - Ordinance 2019-033 - GRANTNG A VARIATION TO THE BUFFALO GROVE SIGN CODE FOR TWO GROUND SIGNS - Strathmore Shopping Center, 1151-1165 Arlington Heights Road & 1170-1182 McHenry Road (3) ORDINANCE NO. 2019 - 033 GRANTING A VARIATION TO THE BUFFALO GROVE SIGN CODE FOR TWO GROUND SIGNS Strathmore Shopping Center 1151-1165 Arlington Heights Road & 1170 - 1182 McHenry Road WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois Constitution of 1970; and WHEREAS, the real property ("Property") is zoned B3 and is commonly known as 1151-1165 Arlington Heights Road & 1170 - 1182 McHenry Road, Buffalo Grove, Illinois; and, WHEREAS, Pam Bennett ("Petitioner"), is seeking a variation for two ground sign on the Property; and WHEREAS, the Planning & Zoning Commission voted 7-0 recommending approval of the variation, as reflected in the minutes attached as Exhibit B; and WHEREAS, the Corporate Authorities of the Village of Buffalo Grove hereby determine and find that the requested sign variation is in harmony with the general purpose and intent of the Sign Code (Title 14 of the Buffalo Grove Municipal Code), and that the Petitioner has shown: 1. The literal interpretation and strict application of the provisions and requirements of this Title would cause undue and unnecessary hardships to the sign user because of unique or unusual conditions pertaining to the specific building, parcel or property in question; and 2. The granting of the requested variance would not be materially detrimental to the property owners in the vicinity; and 3. The unusual conditions applying to the specific property do not apply g erally to other properties in the Village; and 4. The granting of the variance will not be contrary to the purpose of this Title pursuant to Section 14.04.020 NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows: Section 1. The preceding WHEREAS clauses are hereby adopted by the Corporate Authorities and made a part hereof. 1 Section 2. Variation is hereby granted to the Village Sign Code (Title 14 of the Buffalo Grove Municipal Code) for the purpose of installing two ground sign on the Property, subject to the following condition: 1. The proposed ground signs must be installed in accordance with the documents and plans submitted and as shown on Exhibit B. Section 3. This Ordinance shall be in full force and effect from and after its passage, and approval. This Ordinance shall not be codified. AYES: 6—Stein. We are seeking the variance because the Strathmore Shopping Center consists of two retail buildings located on different streets,and are perpendicular to the BMO Harris Bank at the corner. One retail building is not visible from the other. I have included the tenant lists for both buildings,as I am certain you are familiar with many if not all of these businesses. Each sign will be set back 15 feet from the property line. When I began managing Strathmore at the end of 2012,the center was 50%vacant and in deep financial difficulty. Since that time,the buildings are fully tenanted,and we have performed major repaving of parking lots,masonry work, and improved the landscaping and lighting. Having attractive signage,beautifully landscaped, that is clearly indicative of each tenant's location is a goal we have had from the beginning and we now have the capital to provide. Please see the Aurora Sign Company proposal outlining the specific size,material and other pertinent information. The proposed location is on the updated survey,also attached. Consider a Variation for Two Ground Signs for Strathmore Square Shopping Center Located at 1151-1165 Arlington Heights Road & 1170 - 1182 McHenry Road (Trustee Ottenheimer) (Staff Contact: Chris Stilling) Ms. Pam Bennett, McKenzie Management, 2720 S. River Road, Des Plaines, 1L was present and sworn in. Ms. Bennett explained that the retail center is comprised of 2 buildings, one along Arlington Heights Road and one along McHenry Road. McKenzie Management has managed the center since 2012. Harris Bank occupies an outlot building on the corner. They had looked at installing one ground sign, but due to visibility, they are asking for a second ground sign. Ch. Cesario confirmed with Ms. Bennett that the purpose of the second sign is for identification. These are busy streets and the two buildings are disconnected. He also confirmed that the tenant spaces are fully leased. Mr. Stilling advised that staff supports the request and the size conforms to the Sign Code requirements. Ms.Akash added that the Village received 2 calls inquiring about the variation and there were no concerns expressed. Ch. Cesario entered the Staff Report dated April 17, 2019 as Exhibit 1. There were no additional questions or comments from the Commissioners. There were no questions or comments from the audience. The public hearing was closed at 8.20 PM. Moved by Com. Weinstein, seconded by Com. Khan, to recommend to the Village Board approval of the variation for two ground signs in the Strathmore Shopping Center which runs along Arlington Heights Road and McHenry Road subject to the following condition: 1.
