AN ORDINANCE EXTENDING A MORATORIUM ON THE RETAIL SALE OF DOGS
AND CATS AT PET STORES IN THE VILLAGE OF BUFFALO GROVE
WHEREAS, the Village of Buffalo is a home rule unit pursuant to the Illinois
Constitution of 1970; and
WHEREAS, at the Village Board meeting of October 11, 2018 the Village Board
enacted a moratorium prohibiting the retail sale of any dogs and cats at pet stores in the Village
of Buffalo Grove for a six-month period; and
WHEREAS, in accordance with the findings made at that time, which are
incorporated herein by this reference, and based upon the continued research of the regulations
on retail sale of cats and dogs at pet stores in the Village, the Village finds that it is in the best
interest of the public health, safety and welfare of the residents of the Village to extend the
moratorium enacted October 11, 2018 for an additional period, until July 15, 2019; and
WHEREAS, consistent with the existing moratorium, a pet store shall mean a retail
establishment where dogs and cats are sold, exchanged, bartered or offered for sale as pet
animals to the general public at retail.
NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE
COUNTIES, ILLINOIS, as follows:
SECTION 1. The foregoing recitals are hereby adopted and incorporated and made a part of this
Ordinance as if fully set forth herein.
SECTION 2. The moratorium enacted October 11, 2018 prohibiting the retail sale of any dogs
and cats in pet stores in the Village of Buffalo Grove is extended for an additional period until
July 15, 2019.
SECTION 3. That the Village staff is directed to facilitate the review process so that it is
completed as soon as practicable.
SECTION 4. Any section, paragraph, clause or provision of this Ordinance shall be held
invalid, the invalidity thereof shall not affect any other provision of this Ordinance.
SECTION 5. This Ordinance shall be in full force and effect from and after its passage and
approval.
