AN ORDINANCE AMENDING CHAPTER 2.08, VILLAGE MANAGER., OF THE
BUFFALO GROVE MUNICIPAL CODE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970; and
NOW THEREFORE BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE
COUNTIES, ILLINOIS, as follows:
Section 1. The foregoing recital is hereby adopted and incorporated into and made a
part of this Ordinance as if fully set forth herein.
Section 2. Subsection I of Section 2.08.040, Duties, of the Buffalo Grove Municipal
Code is hereby amended to read as follows:
2.08.040 Duties
I. Purchase all materials, supplies, equipment, personal services and contracts for
which funds are provided in the budget, but no item or personal service which exceeds any
budget appropriation may be purchased. Except for professional services, for a purchase of
more than twenty five thousand dollars, the Village Manager shall be required to obtain bids
and such bids shall be presented to the Corporate Authorities for approval or rejection.
Professional services include, but are not limited to, accounting, auditing, financial,
recruitment, employment, procurement, information technology, legal, land survey,
architectural andengineering services. The Village Manager may purchase fuel on a recurring
basis without the formal solicitation of bids. For any public improvement which will exceed
twenty five thousand dollars, which is not to be paid for in whole or in part by a special
assessment or special tax, the Village Manager shall be required to obtain bids and such bids
shall be presented to the Corporate Authorities for approval or rejection. Bids may be
obtained by the Village Manager pursuant to the Illinois Governmental Joint Purchasing Act.
(30 ILCS 525/0.01). The Village Manager shall make recommendations to the Corporate
Authorities with respect to all bids. The Village Manager may issue rules and regulations
governing requisitions and the transaction of the business of the purchasing agent and the
heads of departments, officers and employees of the Village. In case of circumstances creating
an emergency, the Village Manager may, without prior consent of the Corporate Authorities,
award contracts and make purchases for the purpose of meeting the emergency; but shall
promptly file with the Corporate Authorities a report of such emergency and the necessity of
such action, together with an itemized account of all such expenditures. If authorized by a
vote of two-thirds of all the Trustees then holding office, the bid requirements in this section
may be waived;

the circumstances said to necessitate the change in performance were not reasonably
foreseeable at the time the contract was signed, or (2) the change is germane to the original
contract as signed, or (3) the change order is in the best interest of the Village.
Section 4. If any section, paragraph, clause or provision of this Ordinance shall be held
invalid, the invalidity thereof shall not affect any other provision of this Ordinance.
Section 5. This Ordinance shall be in full force and effect from and after its passage,
approval and publication. This Ordinance may be published in pamphlet form.
