ORDINANCE NO. 2016-022
AN ORDINANCE AMENDING SECTION 13.04.180, METERS TESTING
OF THE VILLAGE OF BUFFALO GROVE MUNICIPAL CODE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970,- and
NOW THEREFORE BE IT ORDAINIED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES,
ILLINOIS, as follows:
Section 1. The foregoing recitals are hereby adopted and incorporated into and made a part
of this Ordinance as if fully set forth herein.
Section 2 Section 13.04.180, Meters-Testing, of the Buffalo Grove Municipal Code is
hereby amended to read as follows:

Anv Village water meter mav be re__oved and tested for accuracy upon request of the water
consumer in accordance with the following p.!jovisions:
A. Meter testing will bc-provided for the Following:
L For newlv installed meters or meters less than one vear old: 35% higher than
normal water consumption for a period of three billing cycles.
2. For rexistimy- meters older than one year: 35% hi2her than normal water
consLimption 6or a period of three billing, cycles. and 35% higher than normal
constimption when compared to the same billing period in the previous two ygars.
B. The Village will remove the existing water meter and have it tested by a third vartv
testing agency.
C. A[[ costs for removal, testing and replacement of the meter shall be home by the water
conSLImer and paid for in advance. The minimum fee will be $150.00 which includes the
removal of the existing meter. renlacement with the new meter and third Dartv testing of

the meter in question. The cost mav increase ifadditionq] work is required to shut off the
water or otherwise complete the test,
D. All testing will be in accordance with the American Water Work-, Association (AVVIWA),
Standard M-6. The water consumer will be provided 1 cony of the test results.
E. If the test results show that the meter is accurate in accordance with AWWA-St.-iadard M-
6 (98.5% - 101.5%), no Furthet- action will take nlace and the matter will be considered
closed. In such case, the testing tee:, or any portion thereof, will not be refunded.
F. If the test results show that the meter is inaccurate in the water Consutrier's Favor(undc
recording), a prorated bill may be generated. The amount of the bill will be determined
byte Finance Denartment. The look-back neriod will be limited to 2 years. In such
case, the testing fee, or any portion thereof, will not be refunded.
G. If the test results show that the meter is inaccurate in the Village's favor over recoi-ding),
a prorated refund i-nay be generated. The amount of the refund will be determined by the
Finance Departinent. The look-back period will be limited to 2 years. In such case, the
testing fee will be fully-refundcd.
Section 3 If any section,paragraph, clause of provision of this Ordinance shall be held
invalid, the invalidity thereof shall not affect any other provision of this Ordinance.
Section 4. This Ordinance shall be in full force and effect from and after its passage,
approval and publication.
