2016-03-21 - Ordinance 2016-017 - ADDING CHAPTER 2.74, AMENDING CHAPTER 13.12, AMENDING CHAPTER 15.24, AMENDING SECTION 18.20.020 OF THE MUNICIPAL CODE 03/11/2016 ORDINANCE NO. 2016- 017 AN ORDINANCE ADDING CHAPTER 2.74. DIGITAL DATA STANDARDS. AMENDING CHAPTER 13.12, STORMWATER DISCHARGE AND DETENTION, AMENDING CHAPTER 15.24, SOIL EROSION AND SEDIMENTATION CONTROL. AND AMEND SECTION 18.20.020, NEW DEVELOPMENT STANDARDS OF THE-VILLAGE OF BUFFALO GROVE MUNICIPAL CODE WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois Constitution of 1970; and WHEREAS, it is beneficial to the Village to maintain GIS documents in an appropriate digital data format; and WHEREAS, it is prudent that the Village adopt the latest editions of the Metropolitan Water Reclamation District of Greater Chicago's Watershed Management Ordinance and the Lake County Stormwater Management Commission's Watershed Development Ordinance; and WHEREAS, the Village desires to amend its to water Management Plan; and WHEREAS, the Village desires to update its development standards. NOW THEREFORE BE IT ORDAINIED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows: Section 1. The foregoing recitals are hereby adopted and incorporated into and made a part of this Ordinance as if fully set forth herein. Section 2. Chapter 2.74, Digital Data Standards, is hereby added to the Buffalo Grove Municipal Code, to read as follows: Chapter 2.74—DIGITAL DATA STANDARDS Sections: 2.74.010—Purpose, 2.74.020—Digital data submissions required. 2.7 .030—Ties to datum required. 2.74.040—Acceptable geospatial data formats. 2.74.050— Processing fee required for nondigital submissions. 2.74.060—Preemption. 2.74.010—Purpose. It is the goal of the Village to create, maintain, and/or refine existing GIS data, and the submission of such documents in an appropriate digital data format to facilitate ready reference and access to such documents to support sound decision making, to facilitate the production of such documents pursuant tote Illinois Freedom of Information Act when not exempt from production, and to improve the foundation of the geographic information systems in is the Village participates. 2.7 .020—Digital data submissions required. Any party submitting plans, drawings, plats, and/or surveys for the purpose of seeking any Village permit, permission, or approval shall be required to submit digital versions of such documents, and of all revisions and final forms thereof, if approved by the Village. 2.74.030—Ties to datum required. Digital documents shall be tied to the Illinois state plane coordinate system as defined by the North American at of 1983 (NAD83), and can sea level as defined by the North American vertical datum of 1988 (NAVD88). At least two (2) control points shall be clearly identified within each document. 2.74.040—Acceptable geospatial data formats. All submissions of digital data as required by this Chapter shall be one of the following geospatial data formats: DGN Intergraph graphics file format DWG Native AutoCAD file format DXF Drawing exchange format, popular with most CAD software EOO ESRI export file format SHAPE Popular E geographic file format All other documents submitted for the purpose of seeking any Village permit, permission, or approval, including, but not limited to, studies, inventories, databases, aerial or renderings and/or photo imagery, and/or any other prepared documentation, shall be submitted using one of 2 the following file formats: img, Ai f, .sid, Abf, xls/.xlsx, mdb/.accdb, csv, .t t, doe/.docx, or Axt. Documents shall not be submitted solely in hardcopy or "pdf' format. 2.7 .050-Processing fee required for nondigital submissions. Any party who, for any reason, does not, cannot, or will not provide digital data submittals in accordance with the standards required by this Chapter shall be charged a document processing fee per document of two (2) times the hourly rate for the Village staff member or consultant who digitizes said docurnent(s) from nondigital source documents. The document processing fee required by this Section may be waived for a specific document or documents by the Village Manager, or his or her designee, but only in the event he or she finds that there will be no significant public benefit provided tote Village byte conversion of such document(s) into an acceptable geospatial digital data format as otherwise required by this Section. 2.74.060-Preemption. The standards and requirements of this Chapter shall prevail, govern and control, notwithstanding any and all other provisions of this Code or any other Village ordinance to the contrary unless the Village Manager determines to do so of cause an undue hardship. Section 3. Sections 13.12.050, 13.12.060, 13.12.070, 13.12.080, 13.12.090, 13.12.100, and 13.12.110 of the Buffalo Grove Municipal Code are hereby repealed. Section 6, Section 18.20.020, New Development Standards, of the Buffalo Grove Municipal Code is hereby amended to read as follows: 18.20.020 - New development standards.
