AN ORDINANCE APPROVING A SPECIAL USE
IN THE INDUSTRIAL DISTRICT
VILLAGE OF BUFFALO GROVE,
COOK AND LAKE COUNTIES, ILLINOIS

WHEREAS,the Village of Buffalo Grove is a Home Rule Unit by virtue of the Illinois Constitution
of 1970; and,
WHEREAS, the property ("Property") legally described in EXHIBIT A attached hereto is zoned in
the Industrial District; and,
WHEREAS, the Victoria's Charter School, an Illinois Not-For-Profit Corporation ("Petitioner"), as
a lessee of the Property, has petitioned the Village for approval of a special use to operate an
elementary school at the Property; and,
WHEREAS, the Village Plan Commission conducted a public hearing on June 17, 2015 concerning
the petition for special use; and,
WHEREAS, the Plan Commission determined that the petition meets the criteria of a special use
set forth in Section 17.28.040 of the Buffalo Grove Zoning Ordinance; and,
WHEREAS, the Plan Commission voted 7 to I to recommend approval of the special use subject
to the special conditions outlined in Section 2 below; and,
WHEREAS, the President and Village Board of Trustees after due and careful consideration have
concluded that the proposed elementary school is a reasonable use of the Property and will serve the
best interests of the Village.
WHEREAS, the Victoria's Charter School shall be operated in accordance with and pursuant to
the following exhibits:

NOW,THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS:
Section 1. This Ordinance is made pursuant to and in accordance with the Village's Zoning
Ordinance, Development Ordinance, and the Village's Home Rule powers. The preceding whereas
clauses are hereby made a part of this Ordinance.
Section 2. The Corporate Authorities hereby grant a special use to Victoria's Charter School an
Illinois Not-For-Profit Corporation, to operate an elementary school at the Property subject to the
following conditions:
A. The special use as a private elementary school is granted to Victoria's Charter School (as
ownership is currently constituted)and said special use does not run with the land.
B. The maximum number of students and teachers shall not exceed 49 persons.
C. A written traffic plan with drop-off and pick-up procedures shall be reviewed and approved
by Village staff prior to the issuance of a Certificate of Occupancy.
Section 3. This Ordinance shall be in full force and effect upon the submittal of a signed Exhibit
B (Acceptance and Agreement) hereto.This Ordinance shall not be codified.

Letter of intent June 2nd 2015
Quality Engineering Education, Inc. DBA Vika School, a non for profit organization,
would like to expand the services of"Vika School" (1067 Lake Cook Rd., Wheeling) by
moving it to a unit at 1358 Busch Parkway, Buffalo Grove.
Vika School's goal is to provide in-depth preparation for the future tech-savvy
workforce by helping students to become leaders in science and technology.Some of
our materials are online at www.vikoschool.com in "books"and "'Vika School
presentations."
A school at the new location will do business the following way:
It will serve the children from pre-K to 8th grade by providing education in all subject
areas in compliance with the requirements of IL State Board of Education.
The school day will be from 8:00 a.m. till 3:30 p.m. with the number of students and
employees not exceeding 49, while the number of teachers and other employees not
exceeding 7.
The classes will have the following settings:
a) For Math, English, Social Science, and Engineering, the students will be grouped
according to their performance rather than by their age.
b) For early and elementary level science, multi-level groups will be formed to allow
mutual teaching and learning, similar in style to Montessori schools.
The flexible structure will allow us to combine teacher-centered lessons with a student-
centered creative environment.
Classes will run in the following rooms:

In a room #6, the students will have yoga lessons and other low intensity PE activities.
In the morning and afternoon, the students will have staggered drop-off and pick-up
times. When needed, a specially assigned employee will monitor drop-off and pick-up to
direct traffic.
The school will not provide food.
The school will provide afterschool programs (after 3:30 p.m.) and weekend activities,
including additional tutoring, which will allow the parents to add more to the general
school curriculum. in addition, students will be able to get the help with their
homework.

The school's hours of operation will be from 7 a.m. till 10 p.m. weekdays and from 8
a.m. till 8 p.m. on weekends.
Occasionally, in the case of recitals, open houses, or similar events, occupancy may be
higher than usual, but will never exceed maximum occupancy allowed by the fire safety
code.
Emplp�es. Besides Dr. Victoria Kofman, at this point, there are 13 part-time employees
and volunteers. Employees teach from 1 to 20 lessons per week.

exceeds the requirements established by IL State Board of Education (7 sq. feet per
occupant) rules for public schools for construction on or after October 3, 2005.

Parking:There are 7 unreserved parking spaces for the unit. That number is sufficient
for school operation during regular working hours. In addition,there are few dozens of
parking spaces in front and on side of the building in case additional parking might be
needed in off-time hours.
Neighbors:The unit to the left of Unit 1358 is empty, and the unit to the right houses a
company (SUHNER, MFG.) that deals with distribution of abrasive tools.

The Curriculum
The curriculum oft e school will be based on the following scientifically valid idea:
To be productive,the learning process should be based on dimension variation,the
method described by F.Marton'.If material is presented in this way,the student's mind
is able to concentrate on one learning objective at a time.Each new objective is
introduced using this method,The idea is similar to Montessori method,which develops
one sense at a time.
Based on this idea,the curriculum fort e school is created with the goal to meet and exceed
the requirements imposed by a Common Core initiative adopted by IL State.
Our math curriculum has already been implemented at Via SchooL Its impact is
demonstrated in the graph below on the left.To the right of the graph is an example of
student or Here, a student presents a word problem using several different models,as
required by Common Core Standards.

Several elements of a novel Language Arts and Reading curriculum have also been
successfully implemented at Vika SchooL The English curriculum is based on gradually
fostering phonemic awareness,developing high quality handwriting,and honing grammar
skills.

Our art curriculum is geared toward developing students'attention to detail.This
curriculum is also well-developed and successfully implemented with students,regardless
of attention problems.
Our physical education curriculum has been discussed with a professional trainer,who is
willing to help us with developing lesson plans and running lessons.
Social Science will be combined with English-the students will start by learning social
science on the basis of historical fiction books.Later,they will read non-fiction historical
documents and discuss their grammar and structure with the English teachers. (Common
Core Standards emphasizes the role of teaching informative/technical language).
The physical/chemical sciences curriculum will be integrated with math.An example of
such integration for young children is presented in the figure below.
In the exercise, 5-6 year of students have to defi ne the order of rotational symmetry.The
exercise combines science and math topics.This type of approach provides the opportunity
to immediately apply math knowledge.
The biological science curriculum will be taught in combination with Health studies.This
will help students understand the foundations of each topic more deeply,and connect
theory with applications.
Music will be taught as part of our standard curriculum,with an emphasis on the quality of
performance. Besides allowing students to enjoy art,music lessons will serve as a tool for
developing students'focus and attention.
Engineering will be taught starting from preschool.Children will start from building
structures with improvised materials (sticks,grass,sand,tape). Later,students will learn
the basics of programming, robotics,technical drawing,and prototyping/3D printing.

1. The special use will serve the public convenience at the location of the subject
property; or the establishment, maintenance or operation of the special use will
not be detrimental to or endanger the public health, safety, morals, comfort, or
general welfare;
The proposed special use will contribute into increasing quality of education of in
Buffalo Grove, IL, and US globally.
The school will provide more opportunities for the children in terms of STEM
(Science,technology, and at education) because the school will provide rigorous
curriculum with concentration on STEM subjects.
I n a ddition,the school will pilot new progressive methods of education that will
benefit other educational organization in IL and other states as well.
All operations of the school will be performed based on IL standards on education,
public health, safety, morals, comfort, and general welfare.
2. The location and size oft e special use, the nature and intensity of the operation
involved in or conducted in connection with said special use, the size of the subject
property in relation to such special use, and the location oft e site with respect to
streets giving access to it shall be such that it will be in harmony with the
appropriate, orderly development of the district in is it is located;

will not interfere with the activities run in other units of the building and with the

3. The special use will not be injurious t o t he use and enjoyment of other property in
the immediate vicinity of the subject propertyfor the purposes already permitted
in such zoning district, nor substantially diminish and impair other property
valuations with the neighborhood;

4. The nature, location and size of the buildings or structures involved with the
establishment of the special use will not impede, substantially hinder or
discourage the development and use of adjacent land and buildings in accord
