AN ORDINANCE APPROVING AN AMENDMENT TO A
SPECIAL USE IN THE
R -4 ONE - FAMILY DWELLING DISTRICT,
VILLAGE OF BUFFALO GROVE,
COOK AND LAKE COUNTIES, ILLINOIS
RAUPP MEMORIAL MUSEUM
901 Dunham Lane
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the
Illinois Constitution of 1970; and,
WHEREAS, the real property legally described in EXHIBIT A ( "Property ")
attached hereto is zoned in the R -4 One - family Dwelling District with a special use for
a museum facility; and,
WHEREAS, the Buffalo Grove Park District is the Owner of the Property;
and,
WHEREAS, the Buffalo Grove Park District has petitioned the Village for an
amendment of the Special Use and approval of a Preliminary Plan to modify the
existing building and to construct a building addition of approximately 5,100 square
feet and to expand the parking lot to provide 19 off - street parking spaces; and,
WHEREAS, the Buffalo Grove Park District proposes to construct said
improvements pursuant to the following exhibits attached hereto and made a part
hereof:

EXHIBIT K Raupp Memorial Museum mission statement
WHEREAS, notice of the public hearing concerning the petition for amendment
of the Special Use and approval of a Preliminary Plan was given and the public hearing
was held by the Buffalo Grove Plan Commission; and,
WHEREAS, the Plan Commission determined that the criteria for a Special
Use as set forth in Section 17.28.040 of the Village's Zoning Ordinance have been
met and development of the Property as proposed would be compatible with adjacent
properties; and,
WHEREAS, the appearance and aesthetics items addressed in Sections 3. E,
F, G and H of this Ordinance are standard requirements of the Village prior to issuance
of permits for site development and building construction, and the Park District has
provided satisfactory conceptual exhibits and shall submit final exhibits concerning
these items as set forth in Section 3 of this Ordinance; and,
WHEREAS, the President and Board of Trustees after due and careful
consideration have concluded that the development of the Property on the terms and
conditions herein set forth would enable the Village to control development of the area
and would serve the best interests of the Village.

NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES,
ILLINOIS:
Section 1. This ordinance is made pursuant to and in accordance with the
Village's Zoning Ordinance, Development Ordinance and the Village's Home Rule
powers. The preceding whereas clauses are hereby made a part of this Ordinance.
Section 2. The Corporate Authorities hereby adopt a proper, valid and
binding ordinance approving an amendment to the Special Use and a Preliminary Plan
for the proposed improvements pursuant to EXHIBITS B and C for the Property legally
described in EXHIBIT A attached hereto.
Section 3. The Special Use is subject to the following conditions:
A. The Property shall be used only for the purpose of operating a
historical museum, including related indoor and outdoor
activities, consistent with the Park District's mission statement
for the Raupp Memorial Museum set forth in Exhibit K attached
hereto. The Property shall not be rented or made available to
other parties or groups for social or other functions unrelated to
museum activities. For any outdoor event, including but not
limited to large scale events such as "Farm Fest," or other
outdoor events which can reasonably be expected to require
more parking than is available on the Property and on the street
adjacent to the frontage of the Property, the Park District shall
submit to the Village a reasonable and workable parking and
traffic control plan 90 days prior to the proposed event.
B. If any event or activity on the Property, other than the large
scale outdoor events described in Paragraph A above, requires
the use of adjacent public streets to accommodate parking
demand, the Park District shall notify the Village two weeks
prior to said event or activity, and the Village shall make
appropriate recommendations to the Park District to ensure safe
and efficient flow on said streets.
C. For outdoor events described in Paragraph A above and the
other events and activities described in Paragraph B above when
off -site parking is reasonably deemed to be necessary, the
Park District shall make appropriate arrangements and be
responsible for providinsaid off -site parking, which may
include alternatives such as shuttle bus transportation to and

from the Property, special duty police services and appropriate
signage for parking and traffic management.
D. Hours of operation of the Museum and other events on the
Property are 7:30 A.M. to 10:00 P.M. Monday through
Saturday and 11:00 A.M. to 5:00 P.M. on Sundays. The
premises adjacent to the building, including the parking area,
shall be closed to the public from 10:30 P.M. to 6:30 A.M.
E. Exterior lighting on the Property is subject to approval by the
Village. Exterior lighting in the driveway and parking area shall
be turned off no later than 10:30 P.M. each day, except for
lights required for safety and security as approved by the
Village.
F. Any new signs or modifications of existing signs, including
any illumination, are subject to approval by the Village.
G. A final landscape plan shall be submitted for review and
approval by the Village Forester prior to issuance of a building
permit for the proposed Museum expansion.
H. The Park District shall submit a list of exterior building materials
and color samples of said materials prior to application for a
building permit for the proposed building expansion and
modifications.
I. During modification of the existing building and the construction
of the Museum expansion, any construction activity generating
noise on the Property shall be limited to the hours of 7:00 A.M.
to 7:00 P.M. each day.
Section 4. This Ordinance shall be in full force and effect on and after its
passage and approval. This Ordinance shall not be codified.

MISSION STATEMENT
The purpose of the Raupp Memorial Museum is to provide opportunities for the people of our
rapidly urbanizing area to remain in touch with the Village of Buffalo Grove as it has developed
over time, and to understand the historical context of the community in relation to state and
national events.
The Museum shall be devoted primarily to the research, collection, preservation, and
interpretation of all matters of historical interest in the Village of Buffalo Grove and its environs,
and shall be responsible for the housing of such records.
The collection of the museum shall include objects that illustrate how social, political, and
economic factors have effected the development of Buffalo Grove. The Museum shall make
every effort to provide protection for collection of items in order to extend their existence for the
enjoyment and education of future generations.
The Raupp Memorial Museum will disseminate information to local and regional schools and
will provide the broadest possible access of knowledge about Buffalo Grove and its history to the
general public through exhibits, classes, special events, and other programming.
To meet the objectives of this Mission Statement, the Museum will continually seek outside
professional assistance whenever necessary.
