ORDINANCE NO. 99 -62
AN ORDINANCE APPROVING AN AMENDMENT TO THE PRELIMINARY PLAN
VILLAGE OF BUFFALO GROVE,
COOK AND LAKE COUNTIES, ILLINOIS

WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the
Illinois Constitution of 1970; and,
WHEREAS, the Jewish Council for Youth Services (JCYS) (hereinafter
referred to as "Owner "), is the Owner of the property (hereinafter referred to as the
"Property ") described in EXHIBIT A attached hereto, which exhibit is made a part
hereof, and which real estate is within the corporate limits of the Village; and,
WHEREAS, the Property is zoned in the B -1 Business District and a
Preliminary Plan for the Property was approved by Ordinance 94 -79; and,
WHEREAS, Owner proposes to make modifications to said Preliminary Plan
pursuant to the following exhibits:

WHEREAS, the Buffalo Grove Plan Commission has reviewed the proposed
plans and exhibits submitted by the Owner and the request for approval of said
amendment of the Preliminary Plan approved by Ordinance 94 -79, and the Plan
Commission recommends approval of said amended Preliminary Plan (EXHIBIT C)
and the building materials and colors (EXHIBIT F), the Landscape Plan (EXHIBIT E),
and the outdoor lighting plan (EXHIBITS H and 1); and,
WHEREAS, the President and Village Board of Trustees after due and careful
consideration have concluded that the development of the Property on the terms
and conditions herein set forth would enable the Village to control development of
the area and would serve the best interests of the Village.

WHEREAS, the Buffalo Grove Plan Commission has reviewed the proposed

NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES,
ILLINOIS:
Section 1. This Ordinance is made pursuant to and in accordance with the
Village's Zoning Ordinance, Development Ordinance, and the Village's Home Rule
powers. The preceding whereas clauses are hereby made a part of this Ordinance.
Section 2. The Corporate Authorities hereby adopt a proper, valid and
binding ordinance approving the amended Preliminary Plan (EXHIBIT C) attached
hereto, subject to the following conditions:
A. The outdoor playground shall be managed to ensure that no noise or
other nuisances affect adjacent residential areas. Any outdoor
activities other than the playground and activities related to the child
care operation are prohibited unless approved as a special use.
B. Outdoor lighting on the Property shall be managed to prevent glare and
spillover for adjacent properties, and said lighting shall be turned off no
later than 10:00 P.M. each day except for lighting needed for security
and safety purposes as approved by the Village.
C. The "future aquatic center" and future parking ( "25 expansion parking
stalls ") depicted on EXHIBIT C are subject to approval by the Village.
The Village shall determine if said improvements require any review
and recommendation other than by the Village President and Village
Board.
D. The outdoor lighting plan as set forth in EXHIBITS H and I attached
hereto shall be modified as necessary to have a reading of "zero foot-
candles" at the south property line adjoining residential properties.
Said modifications are subject to Village approval.
E. Owner shall comply with applicable procedures and regulations of the
Village Development Ordinance, including submittal of a final plat and
execution of a Development Improvement Agreement.

Section 3. This Ordinance shall be in full force and effect on and
after its passage and approval. This Ordinance shall not be codified.
