GRANTING A VARIANCE FROM SECTIONS
14.20.010, and 14.20.020
OF THE BUFFALO GROVE SIGN ORDINANCE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970; and
WHEREAS, APTAKISIC SCHOOL DISTRICT #102, Owner of the hereinafter legally
described real property commonly known as 2195 Brandydwyn Lane, Buffalo Grove, Illinois,
has requested a variation from Sections 14.20.010 and 14.20.020, for the purpose of installing
a manual changeable copy sign at the Meridian Middle School, and
WHEREAS, the Zoning Board of Appeals has held a public hearing, received testimony,
prepared minutes, made certain findings, and has made an affirmative recommendation on said
request for variations; and
WHEREAS, the Corporate Authorities of the Village of Buffalo Grove hereby determine
and find that said variations are in harmony with the general purpose and intent of the Sign Ordi-
nance, and that (1) the ordinance in question would cause undue and unnecessary hardship to
the sign user because of unique or unusual conditions pertaining to the property, (2) the granting
of the requested variances will not be materially detrimental to the property owners in the
vicinity, (3) the unusual conditions applying to the specific property do not apply generally to
other properties in the Village, and (4) the granting of the variances will not be contrary to the
general objective of this title of moderating the size, number and obtrusive placement of signs
and the reduction of clutter.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES,
ILLINOIS, as follows:
Section 1. The preceding WHEREAS clauses are hereby adopted by the Corporate
Authorities.
Section 2. Variations are hereby granted to Sections 14.20.010, and 14.20.020 of the
Village Sign Ordinance to the property legally described in Exhibit "A" hereto.
The specific variations are to permit the school district to erect a changeable copy sign
at the Meridian Middle School, on Prairie Road in accordance with the Site Plan (Exhibit "A ").
Section 3. This Ordinance shall be in effect from and after its passage and approval.
This Ordinance shall not be codified.

letter from Mr. Larry Savage, Aptakisic -Tripp Community
Consolidated School District 102, 1231 Weiland Road, Buffalo
Grove, IL 60089 (847- 634 - 1358).
The School District would like to permanently install manual
changeable copy signs at the four (4) schools listed above.
The non - illuminated signs are dark bronze anodized aluminum
with lexan faces. They are 36" in high and will be instal-
led on four foot (41) dark bronze posts. Total height will
be seven feet (71).
Variance of Sign Code, Sections 14.40.010 and 14.40.020
to permit manual changeable copy signs and to permit the
signs to exceed five feet (51) in height if installed within
the required front yard setback, not on a wall.
Mr. Ziemann assured the Commissioners that the lexan covers
are very durable and they will be kept locked.
Com. Smith made a motion to recommend approval of the
variance requested by School District #102 to permit double -
faced, manual changeable copy signs to be installed at the
following locations:

The proposed lighting plan was reviewed without Park
District representation.
Three twenty foot (201) poles with metal halide bulbs will
be installed at the northeast corner of the Busch Grove
Community Park. The photometric plan was acceptable.
The Commissioners agreed that the area is dark and needs
lighting.
Ch. Weissman observed that the rest of the area has high
pressure sodium lights, but metal halide will match the
lighting at other Park District locations.
Com. Dorfman made a motion to recommend approval of the
parking lot lighting for Busch Grove Community Park as
submitted.
Com. Johnson seconded the motion.

VIII. PUBLIC HEARINGS:
After due notice as required by law, a copy
of said publication notice being attached
hereto as Exhibit "B" the Zoning Board of
Appeals held a Public Hearing regarding the
proposed variance on Tuesday, November 17,
1998 at the Village Hall, 50 Raupp Boulevard.
Mr. Randy Ziemann, Sign -A -Rama, representative
of Aptakisic School District #102, testified at the
hearing and presented documentary evidence.
No individuals appeared on behalf of the
applicant.
No objectors appeared at the hearing.
No written objections were received.
Attached hereto and made a part hereof as
Exhibit "J" are the minutes of the Zoning
Board of Appeals Meeting held on Tuesday,
October 20, 1998.
IX. FINDINGS:
The Zoning Board of Appeals finds that the
criteria as set forth in Section 14.44.010,
Sub - section A of the Sign Code have been met
in that the Petitioner has shown:
1. That not allowing the variance will cause
undue and unnecessary hardship due to the
following unique conditions:
The sign will inform students, parents and
the community of current and future activities.
2. That granting the requested variance
would not be detrimental to the property
owners in the vicinity.
3. That the unusual conditions applying to
the specific property do not apply generally
to other properties in the Village, and
4. That granting of the variance will not
be contrary to the general objective of
this Title of moderating the size, number
and obtrusive placement of signs and the
reduction of clutter.
The variance shall be subject to the following
condition: Sign is to be maintained.
XI. CONCLUSION:
The Zoning Board of Appeals, by a vote of 5 to 0, .
voted to recommend to the Village Board that the
request of School District #102, for variance of
Sign Code, Section 14.20.010, pertaining to
Residential Districts, and Sign Code, Section
14.40.020, that would permit installation of a
seven foot (71) Manual Changeable Copy Sign at the
Meridian Middle School, 2195 Brandywyn Lane,
be granted.

As a follow up to the conversation last week With Dr. Parks, Superintendent, School District #102
desires to move the location of the proposed sign at Meridian Middle School from Brandywyn
Lane to Prairie Road.
The new location is proposed to be at a point approximately 33 feet south of the second street,
south of the intersection of Brandywyn Lane and Prairie Road, and approximately eight (8) feet
west of the west sidewalk on Prairie Road.
